Definitions

Evaluation Criterion 1Understanding of the Requirement
Sound and thorough understanding of the work to be performed, issues to be addressed, and problems that may be encountered.
RatingDefinition / Standard
Outstanding: 5Very comprehensive, in depth, clear response. Proposal demonstrates a thorough understanding of the project and any issues that may arise with no omissions. Consistently high quality performance can be expected.
Good: 4Extensive, detailed response to all requirements similar to outstanding in quality, but with minor areas where information was not evident, omitted or uneven, or spottiness. High quality performance is likely but not assured due to minor omissions areas in information or spottiness in the information provided where less than excellent performance might be expected.
Acceptable: 3No deficiencies in the response. Better than acceptable performance can be expected, but in some significant areas, there is an unevenness or spottiness that might impact on performance.
Marginal: 2The response generally meets requirements but there is not expectation of better than acceptable performance. Deficiencies are confined to area with minor impact on performance and can be corrected during negotiation without major revision to the proposal. There are notable deficiencies in the information provided (lacking or not evident), some deficiencies will have an impact on the quality or breadth of performance.
Unacceptable: 1The response fails to meet one or more requirements. Significant information is lacking or not evident. Deficiencies exist in significant areas but can be corrected during negotiations without major revision to the proposal or serious deficiencies exist in areas with minor impact.
Evaluation Criterion 2Technical Approach
The technical approach must demonstrate the appropriateness as well as the completeness of methods and procedures. The approach must present a methodological framework with schedule, including sequencing and duration of various phases, and allocation of time among project activities. If there is a team, it should describe how the work will be divided among team members and identify key personnel.

Outstanding: 5The technical approach is fully complete including a detailed, reasonable timeline with definitions of the work to be completed, by whom, and an organizational chart.
Good: 4The technical approach addresses nearly all minimum information requested. Any weaknesses or deficiencies noted are minor and are far more than offset by the strengths.
Acceptable: 3Weaknesses noted are moderate, there are omissions but the summary is clear and understandable. It is clear strengths out-weigh noted weaknesses.
Marginal: 2Weaknesses noted are significant, there are many omissions, summary is not clear or easily understood. Noted weaknesses out-weigh strengths.
Unacceptable: 1Weaknesses noted are major, there are major omissions. Summary cannot be understood. Noted weaknesses far out-weigh strengths.
Evaluation Criterion 3Professional Experience
Whether a team or an individual, key personnel should have demonstrated experience in roofing. Resumes of project team members, examples of similar projects, and references should be provided for purposes of evaluation.
RatingDefinition / Standard
Outstanding: 5Demonstrated past experience of staff with roofing experience. All resumes of key personnel are provided with similar past project examples. All project team members are relevant to this project scope.
Good: 4The qualifications addresses nearly all minimum information requested. Any weaknesses or deficiencies noted are minor and are far more than offset by the strengths.
Acceptable: 3Weaknesses noted are moderate, there are omissions but the summary is clear and understandable. It is clear strengths out-weigh noted weaknesses.
Marginal: 2Weaknesses noted are significant, there are many omissions, summary is not clear or easily understood. Noted weaknesses out-weigh strengths.
Unacceptable: 1Weaknesses noted are major, there are major omissions. Summary cannot be understood. Noted weaknesses far out-weigh strengths.
Evaluation Criterion 4Management Capabilities and Organization
Demonstrated ability of the firm as it relates to the ability to undertake a project of this size and scope. (Similar to Criterion 3, this evaluation criterion applies to the firm as a whole rather than the individual staff).
RatingDefinition / Standard
Outstanding: 5Demonstrated past experience of roofing experience. Similar and relevant projects in size a scope should be presented.
Good: 4The qualifications addresses nearly all minimum information requested. Any weaknesses or deficiencies noted are minor and are far more than offset by the strengths.
Acceptable: 3Weaknesses noted are moderate, there are omissions but the summary is clear and understandable. It is clear strengths out-weigh noted weaknesses.
Marginal: 2Weaknesses noted are significant, there are many omissions, summary is not clear or easily understood. Noted weaknesses out-weigh strengths.
Unacceptable: 1Weaknesses noted are major, there are major omissions. Summary cannot be understood. Noted weaknesses far out-weigh strengths.
Evaluation Criterion 5Past Performance
A statement of relevant experience of three to five projects of similar character undertaken by the individual or team members. The statement should include: project name, scope of services, project beginning and end dates, project supervisory personnel and their roles, and primary client contact information for reference.

Outstanding: 5Projects presented are successful and recent (past 5 years 10 at the most). References are provided. No apparent weaknesses or deficiencies.
Good: 4Projects presented are successful and 2/3s are recent (past 5 years 10 at the most). References are provided.
Acceptable: 3Projects presented are successful and 1/3 is recent (past 5 years 10 at the most). References are provided.
Marginal: 2Projects presented are successful are not recent (past 5 years 10 at the most). References are provided.
Unacceptable: 1If any projects are presented they are not relevant, successful, nor recent. References are not provided.
