About this file
This Statement of Work (SOW) details Air Force Institute of Technology's (AFIT) requirement for a reflectometer to support engine material testing for next-generation aircraft engine development. The reflectometer must determine thermal emissivity of metallic and ceramic surfaces in 3-5 and 8-12 micron ranges, with measurement accuracy within ±0.03, completed in under 15 seconds. Additional key specifications include a handheld, cordless design with digital screen, control software, two rechargeable batteries, calibration samples, and US-based field service support.
The procurement requires the reflectometer be manufactured in a qualifying country, delivered to Wright Patterson Air Force Base within 90 days of contract award, and include a one-year warranty. The solicitation (FA860125Q0053) is a commercial item acquisition using simplified procedures, with quotes due by 02 June 2025 at 12:00 PM EDT. Vendors must be registered in the System for Award Management (SAM), submit comprehensive product details, and provide pricing for a single reflectometer unit, with the government seeking the lowest-price technically acceptable solution.

STATEMENT OF WORK
FOR A
REFLECTOMETER
Rev 2 April 2025
I. BACKGROUND
The Air Force Institute of Technology (AFIT) requires a reflectometer. AFIT is conducting testing of materials by exposing them to a propane-oxygen torch to simulate a combustion environment to evaluate materials for next generation engines. The Air Force is interested in evaluating materials for next generation engines because new materials will allow for hotter burning engines which are more efficient and powerful than today’s engines. Infrared cameras and pyrometers are not contact devices for measuring temperature of items. These items require an emissivity value for the surface they are measuring. Reflectometers measure the emissivity of objects. Without a reflectometer, the temperature measurements would be very inaccurate, preventing successful testing of new materials and the design of better aircraft engines.
The engine material testing is a new test requirement from a collaboration with the Air Force Research Laboratory (AFRL). AFRL scientists recommended that AFIT purchase and utilize a reflectometer to conduct accurate temperature measurements during testing.
II. SCOPE
The Contractor shall deliver a new reflectometer, and all associated support hardware as specified in Section III, technical requirements, below.
III. TECHNICAL REQUIREMENTS
At a minimum, the reflectometer shall include all the following:
1. Capability of determining the thermal emissivity of a metallic or ceramic surface within the 3–5-micron range and 8–12-micron ranges to support operation of infrared cameras and pyrometer systems.
2. The thermal emissivity shall be determined by measurement of direction hemispherical reflectance and use of the integrated total reflectance.
3. The accuracy of the emissivity measurement shall be +/- 0.03 of the absolute measured value.
4. The measurement time shall be no more than 15 seconds.
5. Shall have the ability to take measurements of metallic and ceramic samples at room temperature.
6. Shall include control unit and control software.
7. Shall include a digital screen to display measured values and provide a method to export data to a computer.
8. Shall include low and high emissivity calibration samples.
9. Shall be handheld and cordless.
10. Shall include 2 rechargeable batteries and a battery charger unit compatible with standard
120V outlets.
11. Manufacturer shall employ US-based field service technicians or engineers with access to US military installations for on-site technical support.
12. Upon request, vendor shall provide 10 references for past performance in the last 3 years.
IV. QUALIFYING COUNTRY PRODUCTS
All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement DFARS 225.872-1.
Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
V. DELIVERY, INSTALLATION, AND LEAD TIME
The company shall properly ship the system to the Air Force Institute of Technology at Wright Patterson Air Force Base (WPAFB), OH. All shipping costs shall be included in contractor’s proposal. The contractor shall deliver a complete system no later than 90 days from contract award date.
SHIPPING ADDRESS:
Air Force Institute of Technology (AFIT/ENY) 2950 Hobson Way
WPAFB, OH 45433
Shipping DoDAAC: F4F5A
VI. WARRANTY
Free from defects in material and workmanship, under normal and proper use in accordance with manual, for the period of one (1) year from equipment delivery date.
VII. INVOICE & PAYMENT
The contractor shall be paid upon submission of a properly prepared invoice after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The invoice shall be submitted to in Wide Area Workflow (WAWF) in accordance with the terms of the final contract award.
VIII. DELIVERY PROCEDURES – COMMERCIAL VEHICLES
The company shall properly ship the system to the Air Force Institute of Technology at WPAFB, OH. All shipping costs to include insurance will be included in contractor’s proposal. All vehicles larger than a large pick-up truck are required to be inspected by the WPAFB Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
1. Inspection will be conducted at Gate 26A located off State Route 235.
2. Vehicles to be inspected include, but are not limited to, the following:
a. Step van/panel truck
b. Tractor/trailer, box and flatbed containing cargo
c. Tanker trucks
d. Box trucks
e. Tour buses
f. Garbage/recycled waste trucks
g. Concrete trucks/mixers, dump trucks
h. Cranes, recreational vehicles, petroleum tanker
3. Exemptions to vehicles utilizing the CVDG:
a. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the
CVDG.
i. To bypass the CVDG,
1. The contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
2. The contractor shall submit list 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours.
3. Lists shall be submitted to 88th ABW/CE Directorate contract inspector.
4. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
b. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base.
i. After initially passing through the CVDG, trucks shall be resealed at Gates 15A, 38A and 22B.
1. Resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG.
2. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery.
3. The controller will reseal the truck and give the delivery driver a pre-clearance form.
4. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
4. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
