Manitowoc Crane Systems Theory, CCS Level 1, Level 2, Level 3, Grove CCS GRT8100 / GRT655 / GCD25 Training, and GMK 5200-1 Technical Operation & Maintenance Training

1. SCOPE

1.1. The contractor shall provide the following training sessions at the contractor’s site:

One (1) Crane Systems Theory training session for up to eight (8) participants.

One (1) GMK CCS Level 1 training session for up to eight (8) participants.

One (1) GMK CCS Level 2 training session for up to eight (8) participants.

One (1) GMK CCS Level 3 training session for up to eight (8) participants.

One (1) Grove CCS GRT8100 / GRT655 / GCD25 training sessions for up to eight (8) participants.

1.2. The contractor shall provide one (1) GMK 5200-1 Technical Operation and Maintenance training session for eight (8) participants at the government site, Norfolk Naval Shipyard (NNSY).

2. APPLICABLE DOCUMENTS

3. REQUIREMENTS

3.1. GENERAL REQUIREMENTS

3.1.1. Security Requirements and Shipyard Access

3.1.1.1. Cameras: No cameras, including cell phone cameras, laptop computer cameras and tablet computer cameras are allowed inside naval activities.

3.1.1.2. Prohibited Items: Contractors are prohibited from bringing onto federal property the following items:

• All forms of alcohol and illegal drugs.

• Shotguns, handguns, machineguns, firearm silencers, ammunition of any type, blasting caps or similar items of explosive material (i.e. fireworks), starter or flare pistols, pellet or BB guns, dynamite, teargas and their dispensing devices, and other similar devices.

• Construction tools that require use of explosive materials are authorized if they are required to perform approved duties. Contractors who require one of the prohibited items listed above may bring the item onto the installation in performance of the contract (i.e., bird control, wild life management, etc.), but only when specified in the contract.

• Any blades in excess of four inches, switch blade knives, underwater spear guns, bows and arrows, crossbows, slingshots and blowguns, throw blade knives, blackjacks, nightsticks, clubs, brass knuckles, tomahawks, swords, bolas, fighting sticks, throwing discs, chains, and other similar items that can be used as a weapon.

• Cameras, camcorders, cell phones with cameras, computers or tablets with cameras, etc.

• Smoking is only permitted in designated areas.

3.1.2. Computer Access: If a laptop or tablet computer is required for performance of this statement of work, NNSY information security must approve admission of the computer to the shipyard. The contractor shall submit a written and signed request on company letterhead at least 5 days prior to start date. The request shall contain the following information:

3.1.2.1. Shipyard point of contact: (Name, Code and Phone number)

3.1.2.3. Area of Shipyard where equipment will be used:

3.1.2.4.6. How the equipment will be delivered (Hand carried, mail)

3.1.2.5. Duration of visit (arrival date - departure date)

3.1.3. The training sessions detailed in this contract shall be executed as individual COR and contractor determined task orders itemizing a class schedule and cost to be performed within the contracted period of performance. The Contractor shall be able to invoice the Government upon completion of each itemized task order training session and all deliverables have been received.

3.2. TRAINING REQUIREMENTS

3.2.1. The Crane Systems Theory Training, CCS Level 1, CCS Level 2, CCS Level 3, and CCS GRT8100/GRT655/GCD25 Training sessions shall take place at the contractor’s site.

3.2.2. The GMK 5200-1 Technical and Maintenance Training shall take place at the government site NNSY.

3.2.3. Students are required to provide laptops for all classes conducted at the vender’s location.

3.2.4. The contractor shall provide eight (8) manuals & system drawings, one (1) for each student attending the courses listed in

3.2.1. The materials within the manuals & system drawings shall be in a bound printout before the beginning of the training session. The prints shall be in English, and be clear and legible. The manuals shall cover all materials listed for the Crane Systems Theory Training, Manitowoc CCS Level 1 Training, Manitowoc CCS Level 2 Training, Manitowoc CCS Level 3 Training, Grove CCS GRT8100/GRT655/GCD25 Training Sessions 1 and 2, and GMK 5200-1 Technical and Maintenance Training. All materials covered in each of the classes (i.e. handouts, power point presentations, PDFs, etc.) and troubleshooting software including applicable connector cables (quantity two (2) of each) shall also be provided on CDs/DVDs. USB thumb drives are prohibited for use. If any software provided requires license keys then the contractor shall provide a valid license key with a minimum of three (3) years duration. Manuals for trouble shooting software shall be provided in print and PDF format.

3.2.5. Crane Systems Theory Training

3.2.5.1. The contractor shall provide one (1) four day training based on the content from section 4.1.

3.2.5.2. The contractor shall provide one (1) instructor for a maximum of eight (8) students.

3.2.6. Manitowoc CCS Level 1 Training

3.2.6.1. The contractor shall provide one (1) four and a half day training session based on the content from section 4.2.

3.2.6.2. The contractor shall provide one (1) instructor for a maximum of eight (8) students.

3.2.7. Manitowoc CCS Level 2 Training

3.2.7.1. The contractor shall provide one (1) four and a half day training session based on the content from section 4.3.

3.2.7.2. The contractor shall provide one (1) instructor for a maximum of eight (8) students.

3.2.8. Manitowoc CCS Level 3 Training

3.2.8.1. The contractor shall provide one (1) four day training session based on the content from section 4.4.

3.2.8.2. The contractor shall provide one (1) instructor for a maximum of seven (7) students.

3.2.9. Grove CCS GRT8100 / GRT655 / GCD25 Training Session 1

3.2.9.1. The contractor shall provide one (1) four day training session based on the content from section 4.5.

3.2.9.2. The contractor shall provide one (1) instructor for a maximum of eight (8) students.

3.2.10. GMK 5200-1 Technical Operation and Maintenance Training

3.2.10.1. The training shall cover at a minimum the content outlined in section 4.6.

3.2.10.2. The duration of this training shall be four (4) eight (8) hour days.

3.2.10.3. The contractor shall provide one (1) instructor for a maximum of eight (8) students.

3.2.10.4. Training may utilize the government-owned Grove mobile crane model # GMK 5200-1, if available, located at NNSY in Portsmouth, Virginia.

3.2.10.5. The contractor shall provide eight (8) manuals and system drawings, one (1) for each student attending the course. The materials shall be in a bound printout before the beginning of the training session. The prints shall be in English, and be clear and legible. The manuals shall cover all materials listed in section 4.4 Manitowoc CCS Level 3 Training. All materials covered in this class (i.e. handouts, PowerPoint presentations, PDFs, etc.) shall also be provided on CDs/DVDs. USB thumb drives are prohibited for use.

3.2.10.6. The government (NNSY) shall make a classroom available with a digital projector for the training sessions.

3.2.10.7. The Manitowoc Crane Care training shall include eight (8) system drawings, at a minimum, one (1) for each student attending the below classroom training topics and eight (8) necessary associated deliverables (i.e. PowerPoints, drawings, schematics, parameter lists, control diagrams, flow charts, reference sheets, etc.), one (1) for each student attending.

4. GENERAL TRAINING OUTLINE

4.1. Crane Systems Theory Training

4.1.1. This course shall provide students with a basic understanding of hydraulic, electrical, and pneumatic principles and how they are applied.

4.1.2. The course shall cover the basics of hydraulics, along with their components and how components operate and interact with one another. Schematics shall be used to help students gain a basic understanding of schematic layouts and component symbols.

4.1.3. The course shall incorporate the use of hydraulic test benches to give students a better understanding of hydraulic theories.

4.1.4. The course shall cover the basics of electrics, along with their components and how these components operate and interact with one another. Schematics shall be used to help students gain a basic understand of schematic layouts and component symbols.

4.1.5. The course shall incorporate the use of electrical test benches to give students a better understanding of the electrical theories.

4.2. Manitowoc CCS Level 1 Training

4.2.1. This course shall cover the setup and operation focused toward current production GMK equipped with CCS. Course will begin with an overview of carrier controls and continue through the proper use of transmission and driving controls, outriggers, suspension and rear steering systems.

4.2.2. The course shall cover fundamental safety for crane operators’ overview followed by load chart and outrigger pad load table explanations. Superstructure cab controls will be covered including the proper setup of the Operation & RCL systems.

4.2.3. The course shall include an overview of the Operation display and the Twin-lock boom control system with an opportunity for each students to actually operate the boom.

4.2.4. The course shall include hands-on operation of the boom in semi-automatic and automatic modes. Each student

4.3. Manitowoc CCS Level 2 Training.

4.3.1. This course shall cover a review of GMK terminology and technology used on GMK CCS models, including GMK3060, GMK4100L, GMK5200, and an explanation of schematic symbols used in GMK system drawing, with an emphasis on SEE electrical schematics. The course shall at a minimum cover the following topics:

4.3.1.1. The terminology of components, an overview of carrier and superstructure functions, and the GMK schematic symbols and schematic layouts used on GMK CCS schematics including pneumatic, hydraulic, and electrical “SEE” version.

4.3.1.2. Review and understand the pneumatic, hydraulic and electrical schematics pertaining to the carrier and superstructure of the GMK3060, GMK4100-L, and GMK5200-1 Manitowoc mobile cranes.

4.3.2. At the conclusion of training, the participant will be expected to understand, interpret, and navigate the hydraulic, pneumatic, and electrical schematics for the carrier and superstructure of the GMK3060, GMK4100-L, and GMK5200-1 Manitowoc mobile cranes. Participants will have a basic understanding of the carrier and superstructure systems used on GMK CCS cranes. In addition, participants will be able to navigate and interpret GMK CCS “SEE” electrical schematics.

4.4. Manitowoc CCS Level 3 Training.

4.4.1. This course shall cover the technology and diagnostics pertaining to the new CCS control system used on the GMK3060, GMK4100-L, and GMK5200-1 utilizing a GMK CCS simulator or crane. The course shall at a minimum cover the following topics:

4.4.1.1. An overview of the CCS operating system and its components including CANBus and module specifics.

4.4.1.2. An explanation of the TwinLock boom including pinning adjustments proximity switch logic and control logic.

4.4.1.3. An explanation of the service software tools (CST) including troubleshooting.

4.4.1.4. The adjustments and calibrations associated with the superstructure and carrier with an explanation of the RCL system.

4.4.1.5. A hands-on exercise to practice the navigation and calibration procedure using CST.

4.4.1.6. A hands-on exercise flashing the modules with operation software, reading, and reporting of EEPROM files along with flashing procedures for the display module on a simulator using CST.

4.4.2. At the conclusion of training, the participants will be expected to understand the operation of the CCS control system, troubleshoot the electrical and hydraulic systems utilizing the CCS control system, and perform calibration and flashing procedures for proper operation of the CCS control system. Upon successful completion of the final test, each participant shall receive the CST service software, switchbox, and associated cabling.

4.5. Grove CCS GRT8100 / GRT655 / GCD25 Training Sessions 1 and 2.

4.5.1. This course is a model specific training on the Grove GRT8100, GRT655, and GCD25 model cranes. The course shall at a minimum cover the following topics:

4.5.1.1. Overview of the Grove CCS system used on current production GRT cranes. Familiarization with machine setup, operation, and component locations covered in the hands-on portion of the training.

4.5.1.2. An explanation of the hydraulic schematic for the GRT based cranes.

4.5.1.3. An explanation of the electrical schematic for the GRT based cranes including the CCS software and hands-on time with the CCS simulator.

4.5.1.4. The focus on the GCD25 crane model shall include the hydraulic system, the electrical system, and the crane specific schematics for the hydraulic and electrical systems.

4.5.2. At the conclusion of training, the participants expected to have basic understanding of how to read and interpret the crane displays and error codes. Participants also have full understanding of CCS hydraulic and electrical systems, components, and schematics. In addition, participants have the foundation to troubleshoot system problems by utilizing the schematics and service software procedures of current production CCS cranes.

4.6. GMK 5200-1 Technical and Maintenance Training.

4.6.1. This course shall cover the setup, technical operation and maintenance for a Grove mobile crane model # GMK5200-1.

The course shall at a minimum cover the following topics:

4.6.1.1. The course features a GMK-5200 and will begin with an overview of the carrier and superstructure controls and continue with the proper operation of the carrier and superstructure systems.

4.6.1.2. The crane maintenance manual will be discussed to cover carrier items pertaining to the engine, transmission, outriggers, suspension and brake system. Superstructure items covered in the maintenance manual will include the boom, hydraulics, counterweight and RCL system.

4.6.1.3. Schematics specific to the GMK-5200 will be discussed to cover the crane pneumatically, electrically and hydraulically. Also discussed with the schematics will be basic troubleshooting technics for these systems.

4.6.1.4. Hands-on portions of the training will be introduced throughout the training session to reinforce topics discussed pertaining to maintenance technics, pneumatic, electrical and hydraulic components and troubleshooting technics discussed in the classroom.

4.6.2. At the conclusion of training, the participants will be expected to demonstrate a basic understanding of how to read and interpret the crane maintenance manual, to conduct the proper set up of GMK CCS for highway travel or lifting operation, a basic understanding of how to read the crane schematics, a basic understanding of the crane systems, and a understanding of basic troubleshooting and error codes for the crane systems.

5. TRAINING LOCATION

5.1. The Crane Systems Theory, CCS Level 1, CCS Level 2, CCS Level 3, and CCS GRT8100/GRT655/GCD25 training sessions shall be at the contractor’s facility Class hours are 7:30am to 4:00pm, Monday through Thursday, and Friday 7:30am to 12:00pm.

5.2. The GMK 5200-1 Technical and Maintenance training session shall be at Norfolk Naval Shipyard, Portsmouth, VA 23709.

Regular business hours are 7:20am to 3:50pm, Monday through Friday excluding federal holidays.

6. DELIVERABLES

6.1. The Code 713 POC shall verify the contractor submittal of the training materials including the eight (8) bound training materials per each course, eight (8) CD/DVD of the training materials, eight (8) CST service software, and eight (8) switchboxes and associated cabling as specified in sections 3 and 4.

7. SCHEDULE

7.1. The contract Period of Performance (POP) shall be one base year of 12 months from the date of award.

7.2. The exact dates of the training sessions shall be negotiated upon award.

7.3. NNSY site training shall occur during the normal NNSY operating hours of 7:20 A.M. to 3:50 P.M. EST, Monday through

Friday, with a 30-minute lunch period beginning at 11:20 A.M. This time may be modified with the consent of the government.

7.4. Government reserves the right to cancel any planned training session with one (1) business week notification to the vendor.
