This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in Federal Acquisition Regulation (FAR) Subpart 12.6 using Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation WILL be posted to SAM at https://sam.gov/.
The RFQ number is N4215823QS020. This solicitation documents and incorporates provisions and clauses in effect though FAC 2023-01 Effective December 30, 2022 and the DFARS Change notice 20230131. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: https://www.acquisition.gov/.
The NAICS CODE is 611519 and the small business standard is $18.5M.
The Government intends to solicit and contract with only one source, Grove U.S. L.L.C., under the authority of FAR 13.106-1(b)(1)(i) on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement and submit quotes. This notice of intent is not a request for competitive quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
QUESTIONS: Offerors may submit their questions regarding clarification of solicitation requirements to Heidi Miller by email at heidi.r.miller.civ@us.navy.mil no later than 5:30pm EST on February 2, 2023. Any questions received after this deadline may not be answered.

Shipping term shall be FOB Destination; therefore, quote SHALL include shipping cost.
System for Award Management (SAM). Quoting vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://sam.gov/.
To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Quote must include price(s), FOB Destination, a point of contact, name and phone number, business size, and payment terms. An award will be made based on Lowest Price Technically Acceptable (LPTA). Each quote must clearly indicate the capability of the vendor to meet all specifications and requirements in the SOW. Vendors shall provide a detailed (unpriced) capabilities statement for review and acceptance by the Technical POC. Responses to this solicitation are due by 5:30 pm EST on 6 February 2023. Email quotes to heidi.r.miller.civ@us.navy.mil.
Quotes shall be valid for sixty (60) days (at minimum).
