About this file
This Statement of Work (SOW) details the requirements for providing on-site payment services for the Department of Defense (DoD) Annual American Indian Meeting scheduled for 26 March 2025. The primary project involves a contractor attending the first day of the two-day meeting at Tooele Army Depot in Utah to distribute cash or check payments to tribal members for travel, per diem, and potential honorariums. The contractor will work in coordination with DoD agency personnel who will provide the specific numbers and reimbursement amounts. Hill Air Force Base is partnering with Utah DoD agencies to host this government-to-government meeting, which involves representatives from 22 consulting tribes, with the hotel costs for tribal participants being directly paid and a group booking already established.

Statement of Work For
DoD Annual American Indian Meeting 26 March 2025, Version 1
1.0 SCOPE:
Project 1: Provide on-site payment (cash or check) to tribal members for travel, per diem, and honorariums.
2.0 BACKGROUND:
To meet requirements of AFI 90-2002, DoDI 4710.02, and numerous federal regulations/EOs, Hill AFB partners with Utah DoD agencies to host a government-to-government Annual American Indian Meeting. As such, each agency shares in the cost. Due to Hill AFBs number of consulting tribes, Hill provides the funding for tribal travel, per diem, hotel costs, and honorariums (as needed) of government representatives from Hill's 22 consulting tribes. By sharing hosting duties and expenses, it greatly relieves the cost and manpower for each agency.
Reimbursement amounts are based on government allowances for TDY.
