About this file
This Statement of Work (SOW) details requirements for the 10 Space Operations Squadron (10 SOPS) Detachment Charlie in Guam, which needs a replacement antenna system after typhoon damage. The project involves designing, fabricating, delivering, installing, testing, and training for a dual-band L/Unified S-Band antenna with a rigid radome, including comprehensive system components such as electrical panels, network equipment, a new Uninterruptible Power Supply (UPS), air conditioning unit, and antenna spares.
Key technical requirements include conducting telemetry, tracking, and commanding (TT&C) for geosynchronous communication satellites, with strict specifications for cybersecurity compliance (DOD Directive 8500 and NIST SP 800-53 controls). The project has a 16-month performance period, requires extensive documentation and testing protocols, and mandates on-site installation at the Finegayan Guam Naval Communications Telecommunications Station. Deliverables include multiple technical documentation submissions, monthly progress reports, acceptance test procedures, and comprehensive operations and maintenance manuals, with all contractor personnel required to be US citizens.

1.0 Introduction and Mission
10 Space Operations Squadron (10 SOPS) was established in 1962 when it was formerly known as Naval Satellite Operations Center (NAVSOC). 10 SOPS mission is to conduct telemetry, tracking, and commanding (TT&C) of military communication satellites. 10 SOPS antenna site Detachment Charlie (Det C) located in Finegayan Guam on Naval Communications Telecommunications Station (NCTS) was hit by typhoon Mawar in 2023. The 10 SOPS 10-meter antenna, pedestal, and other equipment inside the ring wall were damaged beyond repair. 10 SOPS Det C requires a new antenna, rigid radome, new electrical power panels and associated wiring, air conditioning unit, network equipment, antenna spares, and a new Uninterruptable Power Supply (UPS). The Det C antenna is used to conduct TT&C in support of geosynchronous communication satellites.
2.0 Scope
10 SOPS has a requirement for the design, fabrication, delivery, installation, test, and training of one (1) dual uplink band (L and Unified S Band (USB) uplink) and S band downlink antenna and rigid radome for Det C to conduct Telemetry, Tracking, and Commanding (TT&C) of satellites operating in a geosynchronous orbit. In addition, the Contractor will need to procure, install, and test a new UPS. The contractor will need to assess the current state of electrical panels and wiring used to supply power to all equipment within the ring wall and procure, install and test new electrical equipment to replace damaged equipment. As part of this contract for DET C, the Contractor shall provide a rigid radome suitable for the antenna operation that will not interfere with the transmission or reception of commanding and telemetry signals.
