Det C Guam Antenna SOURCES SOUGHT RFI 17 April 2025
The attached Statement of Work (SOW) dated 17 April 2025 identifies the need to replace an L/S Band Antenna with Rigid Radome for Detachment Charlie Guam as part of the 10th Space Operations Squadron.
The following Background of Current Effort information is changed as underlined below:
Period of Performance: 16 month from After Receipt of Order (ARO)
If your firm intends to submit a proposal as a prime contractor for this effort, please respond to the questions found on the attached Requested Information document regarding your experience, capabilities and intentions no later than 1:00 PM MT on 25 April 2025. Some of your responses will require a review of the attached revised draft PWS dated 17 April 2025. We welcome any comments you have with regards to the stated requirements in the PWS.
Please provide a brief response to each of the attached. We are not requesting technical or management proposals. Your response will be used solely for the market research purposes of the Government and will not be used for proposal evaluation at a later date.
All information received will be used for market research purposes only. All information received will be protected and safeguarded as Source Selection Information IAW FAR 3.104, Procurement Integrity. Please include the following in your response.
a. Organization Name, Address and Telephone Number
b. Point(s) of Contact with E-Mail Address(es)
c. Cage Code and DUNS
d. Business Size: Small or Large
Small Business Size Status: Indicate whether your firm is certified as a Small Business Administration (SBA) 8(a) Business Development concern, Historically Underutilized Business Zone (HUBZone) concern, Small Disadvantaged Business (SBD) concern, Service-Disabled Veteran owned Small Business (SDVOB) and/or Women-Owned Small Business (WOSB) concern.
The following information shall be provided through SAM.gov to obtain access to the newly added locked documents prior to submission of the capabilities information. Requests will be rejected if any information is missing or inaccurate.
a. First and Last Name/Title/Email and Phone Number of Requestor
b. Company/Organization with DUNS and CAGE Code
c. Statement of verifying:
1. Active SAM enrollment and
Semper Venator
2. If company/organization has an active certification in Defense Logistics Agency (DLA) Joint Certification Program (JCP). The DLA JCP website is:

3. Please provide active certification number and expiration date or the DD 2345. To get added to the Authorized Parties List, contractors must submit DD2345 and complete processing. If this is not accomplished by RFP release access will not be granted to controlled documents.
d. You must request access to the controlled attachments by clicking on the title and providing the reason you need access. Your entity is responsible for managing the documents in accordance with the prescribed directives. See the attached excerpt for how to view/request access to documents for betaSAM. The process should be the same for SAM. Clicking on the Request Access button at the top of the Attachment listing is not sufficient when there are controlled attachments.
e. If your firm intends to submit a proposal as a prime contractor or a JV. If you are a subcontractor please have the prime contractor respond.
If your request for access was previously rejected due to missing information, please send an email to the POCs with all of the information requested. The information will be reviewed and a determination will be made to either approve the request or reject it. If it is rejected again, an email will be sent to provide the reason for rejection.
