Interior requirements include a 10 kW integrated generator with 30–60 amp breaker box and USB ports, overhead LED lighting with wall switch controls, heavy-duty modular wall track systems, premium black coin flooring, dual spare tire mounts, and storage cabinetry consisting of minimum four upper cabinets plus lower storage units. Exterior specifications call for solid black, silver, or white finish with polished stainless steel trim, dual-locking rear doors with heavy-duty bar locks or puck-lock hasps, and at least one secondary entry point. Enhanced security features must include internal locking mechanisms on all external doors and hatches.

Contractors must submit comprehensive technical and cost proposals including detailed schematics showing exact dimensions and structural framing, a complete Bill of Materials listing all auxiliary equipment and systems, a binding delivery schedule, and past performance references for similar specialized trailer builds. Deliveries must occur by October 2026 to MSRT West, 1022 Bay Marina Drive, Suite 106, National City, CA 91950. Evaluation criteria prioritize technical capability adherence to specifications, delivery schedule feasibility, and price with overall cost realism and value to the Government. The Coast Guard reserves the right to conduct pre-award site inspections of manufacturing facilities and request additional documentation to verify compliance and production capability.

USCG MSRTW — Equipment Hauling Trailers SOW

STATEMENT OF WORK

TITLE OF PROJECT: USCG MSRTW Team Equipment Hauling Trailers (2x)

1. General Information The U.S. Coast Guard Maritime Security Response Team West (MSRTW) is seeking a contractor to build and supply two separate but identical equipment-hauling trailers capable of transporting the equipment and sensitive weaponry for a 30+ personnel tactical law enforcement team. This trailer will be used daily for transits local to MSRTW’s area of operations, in addition to transits well in excess of 1,500 miles for operations.

2. Scope of Work The contractor shall provide two identical trailers that meet the specified operational requirements and enable the safe transit of sensitive, bulky equipment in a wide variety of environments. These trailers are critical for enabling MSRT-West's rapid deployment capabilities in support of national security missions.

CRITICAL MISSION PARAMETERS

• Mobilization of over $1M worth of tactical equipment per transit.

• Operational capability over dirt, gravel, rocky terrain, and extended highway transits.

• Dual-use functionality as an expeditionary staging location and temporary armory.

The trailers must satisfy the following core operational roles:

• Daily mobilization of high-value tactical assets to training and operational facilities nationwide.

• Reliable transit over rugged terrain, including dirt roads, uneven gravel, and rocky surfaces, as well as sustained high-speed highway travel.

• Expeditionary staging capability, providing integrated power for electronic equipment and structured staging for gear and personnel.

• Secure, temporary armory and weaponry storage during multi-day transits, requiring double-lockable doors and heavy-duty tail ramps.

3. Trailer Requirements

3.1 Trailer Frame Requirements

The structural foundation of each trailer must adhere to the following specifications:

• Cross-braced reinforced aluminum wall construction.

• Minimum dimensions of 8.5 feet wide by 26 feet long.

• Six-sided fully welded frame with an extended triple-tube tongue.

• Heavy-duty 2" x 5" subframe tubing (20–24 feet).

• Tandem 7,000 lb. torsion axles equipped with electric brakes on both axles.

• Spread axle design featuring full-length aluminum skirting.

• Integrated winch plate and stainless-steel trim on all corners.

• Rear trailer lighting utilizing high-visibility LEDs.

3.2 Trailer Mechanical Requirements

Mechanical systems and access points must meet the following standards:

• High-capacity torsion axles paired with ST225 or ST235 aluminum wheels.

• 36-inch side entrance door and a heavy-duty 4,000 lb. capacity rear ramp door with transition flap.

• Stainless steel rear paddle locks and dual safety chains.

• 5,000 lb. manual jack and standard A-frame coupler.

• A minimum of eight (8) recessed, 5,000 lb. rated, heavy-duty D-rings strategically positioned to secure rolling carts and heavy cases.

3.3 Additional Construction Requirements

Interior fit-out and auxiliary systems must include:

• Integrated 10 kW generator housed in a dedicated compartment, supported by a 30–60 amp breaker box and accessible USB ports.

• Overhead LED lighting throughout the interior, controlled by a dedicated wall switch.

• Heavy-duty, weight-bearing modular wall track systems for hooks and gear-securing straps.

• Premium black coin flooring for slip resistance and durability.

• Dual spare tire mounts (one internal, one external) and one (1) matching spare tire.

• Storage cabinetry: Minimum of four (4) upper cabinets, and lower storage consisting of one large cabinet and one 4-to-6-door cabinet positioned to the right.

• Enhanced security: All external doors and hatches must feature an internal locking mechanism in addition to external padlock provisions.

3.4 Exterior Trailer Requirements

Exterior finishes and security features must comply with the following:

• Color options: Solid Black, Silver, or White.

• Polished stainless steel trim accents.

• Dual-locking rear doors utilizing heavy-duty bar locks or puck-lock hasps in addition to standard paddle locks to facilitate secure armory storage.

• At least one secondary point of entry/access to the trailer, excluding the main rear ramp door.

4. Performance Period

Dropoff Requirements

The selected contractor is responsible for the complete fabrication, testing, and physical delivery of both identical trailers. Deliveries must be coordinated directly with MSRTW personnel.

5. Submission Requirements Interested contractors must submit a comprehensive technical and cost proposal that clearly demonstrates compliance with all specifications outlined in this Statement of Work. Proposals must include the following documentation:

• Detailed trailer schematics illustrate exact dimensions, structural framing, and layout.

• A complete Bill of Materials (BOM) listing all auxiliary equipment, cabinetry, and power systems.

• A binding delivery schedule confirming arrival at the MSRTW facility.

• Past performance references demonstrate successful execution of similar specialized trailer builds.

6. Evaluation Criteria The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value to the Government, price and other factors considered. The following evaluation factors will be utilized:

• Technical Capability: Adherence to structural, mechanical, electrical, and security specifications outlined in Section 3.

• Delivery Schedule: Feasibility and commitment to deliver both completed units to National City, CA by October 2026.

• Price: Overall cost realism, completeness of the pricing proposal, and value provided to the Government.

The U.S. Coast Guard reserves the right to conduct pre-award site inspections of the contractor's manufacturing facilities and request additional documentation to verify technical compliance and production capability.
