1. This procurement is a total small-business set-aside for a manufactured supply item. If a small-business prime is a nonmanufacturer and proposes to furnish the completed trailers through a qualified small-business trailer manufacturer, please confirm whether that structure is permitted and whether the Nonmanufacturer Rule or any waiver applies to this acquisition.

The solicitation is 100% small-business set-aside for a manufactured supply item, NAICS 336120, with FAR 52.219-14, Limitations on Subcontracting, included.

Where the prime is a small-business nonmanufacturer and the completed trailers are supplied by a qualified small-business trailer manufacturer is permissible.

2. The SOW requires past-performance references demonstrating successful execution of similar specialized trailer builds. If the prime contractor is supplying the trailers through the proposed manufacturer, may the technical proposal use the manufacturer's relevant trailer-build past performance to satisfy this requirement?

If the prime contractor proposes to supply the trailers through a specific manufacturer, the proposal may include that manufacturer’s relevant trailer-build past performance, provided the proposal clearly identifies the manufacturer’s role and demonstrates successful execution of similar specialized trailer builds.

3. Please confirm that October 1, 2026, as shown in the solicitation delivery schedule, is the controlling required delivery date for both completed trailers.

4. Please confirm the quotation submission method. Should the completed quotation package be emailed directly to you, submitted through SAM.gov, or transmitted by another method?

5. Because the trailers are intended to function as temporary armories and transport sensitive weaponry, are there any additional security, forced-entry resistance, weapons-storage, fire-suppression, DOT, or other construction standards that must be incorporated beyond the requirements expressly listed in the SOW?

The trailers are not temporary armories but simply a means of transportation from one armory to either another armory or a range for use. There are no additional security, forced-entry resistance, weapons-storage, fire-suppression, DOT, or other construction standards that the trailers must meet outside of padlock inserts on the

Attachment 1 back doors for two padlocks (and every government vehicle we operate also has portable fire extinguishers inside of them, should the need arise).

6. Could you please let me know if you accept any exception on delivery date? If we quote this project the lead time will be longer than this.

Our team is preparing for departing on a months-long deployment at the end of November, so receipt of the trailers in early/mid-November would be preferred.

However, understanding the aluminum manufacturer lead times, January of 2027 would also be acceptable, we would just designate someone at the unit to receive the trailers on our behalf while we are gone.

7. I would like to bring a few items regarding the RFP to your attention:

- Interior Walls and Ceiling: The RFP did not specify requirements for the interior walls and ceiling. We can provide aluminum lining for both.

- Insulation: We can add insulation to the walls and ceiling of the unit.

- Cabinets: To address the unspecified details regarding the cabinets, we have included a 5-drawer insert with a standard base cabinet set.

Additionally, the RFP notes a delivery deadline of no later than October 2026. Due to aluminum manufacturer lead times currently running approximately 16 to 20 weeks from receipt of order, would you accept a delivery date in January 2027?
