About this file
This document is a Performance Work Statement (PWS) for a mission support workforce modeling effort for the Naval Facilities Engineering Command (NAVFAC).
The key objectives of the PWS are to: 1) Develop a statistically valid model that predicts mission support workforce requirements to support NAVFAC headquarters budgeting, 2) Field a reliable mission support workforce model to NAVFAC component commands to assist in resourcing decisions, and 3) Deliver an initial step for enterprise NAVFAC workforce planning, increase collaboration between component commands and headquarters, and generate support for broader workforce readiness initiatives.
The PWS outlines a four-phase approach over an eight-month period of performance, including planning/discovery, activity analysis, workforce modeling, and model fielding. The contractor will provide services across areas such as data collection, data analytics, organizational benchmarking, cost/benefit analysis, and training on the workforce model tool. The resulting model will estimate mission support workforce requirements based on core mission workload and other relevant factors.

PERFORMANCE WORK STATEMENT
NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND
MISSION SUPPORT WORKFORCE MODELING
I. Background NAVFAC is one of the Navy’s five Systems Commands (SYSCOM) alongside Naval Sea Systems (NAVSEA), Naval Air Systems Command (NAVAIR), Naval Supply Systems Command (NAVSUP), and Naval Information Warfare Systems Command (NAVWAR). NAVFAC is the Department of the Navy’s (DoN) engineering SYSCOM, providing facilities and expeditionary expertise to the Navy and Marine Corps. NAVFAC is headquartered in Washington, DC, with thirteen Component Commands, including:
• Two NAVFAC Commands, (1) NAVFAC Atlantic in Norfolk, VA and (2) NAVFAC Pacific in Pearl Harbor, HI
• Nine Facilities Engineering Commands, (1) NAVFAC EURAFCENT in Naples, Italy, (2) NAVFAC Mid- Atlantic in Norfolk, VA, (3) NAVFAC Southeast in Jacksonville, FL, (4) NAVFAC Washington in Washington, DC, (5) NAVFAC Northwest in Silverdale, WA, (6) NAVFAC Southwest in San Diego, CA,
(7) NAVFAC Far East in Yokosuka, Japan, (8) NAVFAC Hawaii in Pearl Harbor, HI, and (9) NAVFAC Marianas in Piti, Guam
• Two Officers in Charge of Construction (OICC), OICC Marine Corps Marianas in Yigo, Guam and OICC China Lake in Ridgecrest, CA
NAVFAC also has specialty centers in Port Hueneme, CA and Portsmouth, VA. NAVFAC has a workforce of ~22,000 sailors and civilians, with contractor support supplementing the organic Government workforce.
The NAVFAC workforce provides 10 core mission capabilities to the DoN, including:
• Design & Construction. Improve the speed, cost control, and quality of MILCON project delivery.
• Maintenance & Facility Operations. Deliver reliable and resilient infrastructure based on Fleet and
Marine Corps priorities with focus on Task Critical Assets (TCAs).
• Real Estate Acquisition & Management. Increase operational capability while reducing Navy total ownership costs.
• Ocean Facilities & Equipment Engineering. Assure continued Fleet dominance at-sea and ashore through innovation and engineering.
• Cybersecurity: Facility-Related Control Systems. Support Fleet operational readiness by securing all
Facility-Related Control Systems (FRCS) of defense critical infrastructure.
• Environmental Compliance. Comply with National Environmental Policy Act (NEPA) and environmental site regulations.
• Environmental Conservation. Assess the overall health, status and effectiveness of shore conservation for natural and cultural resources.
• Weight Handling Ashore Procurement & Inspection. Lead the Navy’s shore activity weight handling program by establishing policy and providing engineering, acquisition, technical support, training and oversight for compliance to maintain readiness.
• Non-Tactical Vehicles & Equipment Maintenance and Operations. Provide the Navy with transportation services that meet Fleet and shore readiness requirements.
• Expeditionary Engineering & Logistics. Exercise Expeditionary, Table of Allowance (TOA), and Contingency Engineering responsibilities to enable Naval and Joint Warfighter readiness.
The NAVFAC workforce also provides mission support functions that are required for NAVFAC to execute its ten core mission capabilities.
Although NAVFAC budgeting for mission support functions is managed centrally, mission support execution is decentralized, and there is room for improvement in centralized mission support budget processes. NAVFAC HQ budgets for enterprise mission support through the Special Interest Code (SIC) LA, which includes financial, inspector general, business, public affairs, front office, contracting, legal, safety, information technology, and operations functions. After determining an enterprise budget for these functions, NAVFAC allocates resources to Component Commands for mission support execution. Component Commands, however, have the discretion to adjust resourcing for mission support during the year of execution based on local needs and conditions. To close gaps within mission support budgeting and workforce planning, NAVFAC is interested in developing a mission support workforce model.
II. Objectives This Performance Work Statement (PWS) describes NAVFAC’s requirements for contractor support for a mission support workforce modeling effort. This PWS includes an eight-month period of performance during which the contractor will provide mission support workforce modeling services. NAVFAC’s objectives for mission support workforce modeling are to:
• Develop a statistically valid model that predicts mission-support workforce requirements to support NAVFAC HQ budgeting for SIC LA
• Field a reliable mission support workforce model to Component Commands to assist in year-of-execution resourcing decisions
• Deliver an initial win for enterprise NAVFAC workforce planning, increase collaboration between Component Commands and NAVFAC HQ on workforce planning, and generate support for broader workforce readiness initiatives
III. Period of Performance This PWS provides for an eight-month period of performance, which will begin on the date of award of this contract.
IV. Scope The contractor will provide neutral, objective, third-party perspectives on NAVFAC mission support and will support NAVFAC mission support workforce planning to help NAVFAC achieve the objectives described above.
Achieving these objectives will require the contractor to provide support across eight areas:
• Work planning and milestone tracking
• Data collection and data cleansing
• Data analytics and data visualization
• Organizational benchmarking
• Cost / benefit analysis
• Organizational / operational risk assessment
• Presentation development
• Small group facilitation
As part of supporting the mission support workforce planning activities included in this PWS, the contractor will also provide project management support, including support for collaboration with internal and external stakeholders. Collectively, support for project management and the eight areas described above will help NAVFAC achieve the objectives described in Section II.
V. Tasks The contractor will support NAVFAC mission support workforce planning. The contractor’s workforce planning support will result in a user-friendly workforce model tool that estimates mission support resourcing needs based on a known volume of core mission work and other relevant factors.
