About this file
This is a Statement of Work for the delivery of lube oil to the United States Coast Guard. The contract requires the vendor to transport and deliver 16,000 gallons of Shell Gadinia S3 40W lube oil to Pier 46F at USCG Base Seattle, 1519 Alaskan Way S, Seattle, WA 98134, between late September and October 2026. The delivery will be made via truck utilizing a 50-100 foot, 2-inch camlock hose, with the vendor responsible for providing and placing 600 feet of boom around the ship for the duration of the transfer. This requirement supports operational needs to prepare the USCGC Polar Star for winter deployment to Antarctica following dry dock in FY26.
The vendor's primary responsibilities include booming around the ship until transfer is complete, providing a hose long enough to reach the fill port, and delivering the oil via truck, while the customer will assist with moving and connecting the hose. The lube oil must meet specifications outlined in the attached Material Safety Data Sheet (MSDS). The vendor's driver must possess a Real ID to access USCGC Base Seattle. A safety observer provided by the customer will be onsite during the transfer, and tank soundings will be conducted throughout the operation. The vendor must provide a receipt documenting total quantity delivered and price breakdown. Award will be determined via LPTA (Lowest Price Technically Acceptable). Bids should be sent to Dylan.J.Eldridge@uscg.mil and copied to Ofelia.B.Condulle@uscg.mil, with technical questions directed to brandon.g.gannon@uscg.mil or jebediah.b.fleener@uscg.mil.
