About this file
This is a Combined Synopsis/Solicitation for a firm-fixed-price supply contract issued by the U.S. Coast Guard Deputy Commandant for Systems on behalf of the Surface Forces Logistics Center. The solicitation (70Z08526Q50008) seeks the delivery of 16,000 gallons of Shell Gadinia 40W lube oil to support the CGC Polar Star's operational requirements for a winter deployment to Antarctica following dry dock completion in FY26. The vendor must deliver the oil via truck using a 50 to 100 foot, 2-inch camlock hose and provide and place 600 feet of boom around the ship for the duration of transfer. Delivery must occur on an F.O.B. Destination basis to Pier 46F USCG Base Seattle, 1519 Alaskan Way S, Seattle, WA 98134, between September 1 and October 31, 2026, pending the ship's return to port. The lube oil must meet specifications outlined in the attached Material Safety Data Sheet.
The acquisition is not recommended as a small business set-aside based on market research findings that indicate insufficient capability among small businesses under NAICS code 324191 (Oils and Greases: Cutting, Lubricating, and Hydraulic). Award will be made using Lowest Price Technically Acceptable (LPTA) methodology to the responsible offeror with the lowest evaluated price among those receiving acceptable ratings on Technical Capability and Past Performance, both evaluated on a Pass/Fail basis. Quotations must be submitted electronically via email to the designated points of contact and must be firm-fixed-price with all-inclusive pricing covering manufacturing, packaging, handling, transportation, delivery, boom placement, transfer support, and all associated costs. The Government will not accept telephone inquiries or conditional pricing language and intends to make award without discussions.

Combined Synopsis/Solicitation - 70Z08526Q50008 The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price supply contract, as detailed in the attached Statement of Work.
This requirement consists of providing and delivering 16,000 gallons of Shell Gadinia 40W lube oil in support of CGC POLAR STAR operational requirements for winter deployment to Antarctica following completion of dry dock in FY26. Delivery shall be made via truck utilizing a 50 to 100 foot, 2-inch camlock hose. The vendor shall provide and place 600 feet of boom around the ship for the duration of the transfer. The lube oil must meet the specifications outlined in the attached Material Safety Data Sheet (MSDS).
This acquisition is not recommended as a small business set-aside based on market research indicating there is not a reasonable expectation of receiving competitive offers from at least two capable small business distributors or manufacturers under NAICS code 324191 Oils and Greases: Cutting, Lubricating, and Hydraulic, with a corresponding small business size standard of 900 employees. The applicable Product Service Code is 9150 Oils and Greases: Lubricating Oil.
All items must be delivered on an F.O.B. Destination basis to:
Pier 46F USCG Base Seattle 1519 Alaskan Way S Seattle, WA 98134 Required delivery period: 01 September 2026 through 31 October 2026, pending the ship’s return to Pier 46F.
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
• Technical Capability (Pass/Fail)
• Past Performance (Pass/Fail)
• Total Price A quotation must receive an Acceptable rating for all non-price factors to be eligible for award. Among all acceptable quotations, award will be made to the responsible offeror submitting the lowest evaluated price.
To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation. Failure to meet these criteria will render the quotation unacceptable.
The Government will evaluate recent (completed within the last three years) and relevant past performance to assess the likelihood of successful performance. Past performance will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, past performance must demonstrate a rating of satisfactory or higher performance of similar work. Offerors without recent or relevant past performance will be assessed as “Neutral” and considered acceptable for award. Past performance demonstrating marginal or below performance is unacceptable.
Offerors shall identify all subcontractors anticipated to perform work under this contract. For each subcontractor, the offeror shall provide the subcontractor’s name, address, point of contact, phone number, the specific work items/specifications they will perform, and the percentage of work they will execute.
Submit offers electronically via email to the points of contact identified in this notice. The Government does not prescribe a specific quotation format. Offerors must submit a quotation that clearly identifies the items offered and demonstrates compliance with the stated requirements. Submissions must be complete, clear, and presented in a format that allows effective evaluation by the Government. Submit all questions via email to the points of contact identified in this notice. The Government will not accept telephone inquiries.
Submit offers on a firm-fixed-price basis. Prices must be all-inclusive and must cover all costs associated with providing the supplies, including but not limited to manufacturing, packaging, handling, transportation, delivery, boom placement, transfer support, duties, tariffs, fees, and any other costs. The Government may consider offers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate offers and make award without discussions; therefore, offerors should submit their best offer with initial submission.
The Statement of Work and the list of applicable FAR provisions and clauses are attached to this notice.
