About this file
This Statement of Work (SOW) details a contract for Budget and Financial Data Analytics and Visualization Support for the Department of the Navy's Strategic Systems Programs (SSP). The primary objective is to develop an automated reporting capability using Tableau that consolidates financial and asset data from multiple internal systems (Navy ERP and JUPITER) to support program management, financial oversight, and decision-making. The contractor will be required to create comprehensive financial reports that can be filtered by fiscal year, appropriation, funding status, budget package, program, and performer, with specific focus on key financial indicators such as fund availability, expiring/canceling funds, unbilled performance, contract closeout candidates, and spending trends.
The contract will be executed at the Washington Navy Yard, with a period of performance consisting of one base period and two option periods. The contractor must provide experienced personnel familiar with Department of Defense financial environments, develop a standard operating procedure for report generation, create a desk guide, and conduct initial and potentially additional training sessions. The ultimate goals include improving data integrity, driving operational efficiency, enhancing audit readiness, strengthening internal controls, and enabling the Navy to independently manage the reporting system after contract completion. Deliverables include a front-page Tableau application site, detailed financial reports across multiple categories, and a Travel Financial Execution Status Dashboard.

Statement of Work (SOW) for the
Data Analytics and Visualization Support
1.0 General
1.1 Background
The mission of the Department of the Navy is to completely transform its nuclear-powered submarine fleet and maintain its critical undersea advantage. The mission of the Strategic Systems Programs (SSP) is to deter strategic attack by providing credible and affordable nuclear and non-nuclear strategic solutions to the warfighter, underwriting the nation's security through 2084.
SSP requires specialized support to address persistent challenges in financial management, reporting, and asset management; areas critical to achieving and sustaining readiness. While ongoing efforts have laid important groundwork, the complexity of financial operations and the demand for automation and modernization continue to strain internal resources. These factors have impacted the efficiency and integration of key functions, particularly in financial tracking and asset accountability.
The Contractor will have experience with the Financial Management Office (FMO) and Financial Management Systems (FMS), which will assist in delivering targeted solutions that enhance readiness, improve data accuracy, and streamline financial processes across SSP operating systems. The selected organization will be expected to provide experienced personnel capable of navigating the unique requirements of Department of Defense (DoD) financial environments and driving lasting, independent improvements.
1.2 Objective
The objective is to obtain specialized financial management and audit remediation support services that will enhance SSP’s ability to achieve and sustain audit readiness, improve asset tracking and accountability, and modernize financial operations. The Contractor shall provide expert personnel with demonstrated experience in DoD audit remediation and Navy accounting systems. The ultimate goal is to strengthen internal controls, ensure data integrity, and drive innovation through automation within SSP’s financial environment.
A key focus of this effort is the development of an automated reporting capability that consolidates data from multiple systems to produce standardized, actionable reports.
These reports will highlight critical financial and asset data points needed to support informed decision making, improve visibility, and strengthen controls. The ultimate goal is to improve data integrity, drive operational efficiency, and advance innovation through automation.
1.3 Scope of Work
The Contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). The Contractor shall develop and deliver a standard operating procedure to automate report capabilities that synthesize financial and asset data from multiple internal systems to support readiness, financial oversight, and operational decision making. These reports will identify key financial indicators to include the availability, expiring, and canceling of funds; unbilled performance; problem disbursements; candidates for contract closeout; candidates whose burn rate is too high or too low, obligations approaching limitation of funds thresholds, and more. The solution shall allow users to filter and analyze data by fiscal year, appropriation, funding status (approved, allocated, obligated, committed, expended, and available), and view data by budget package, program, and performer.
The Contractor shall allow the process of the generation of these reports to be handed off to Navy personnel at the completion of the contract.
1.4 Period of Performance
The period of performance of this contract is one (1) base period with two (2) option periods.
1.5 Place of Performance
The Washington Navy Yard 1250 10th St SE, Washington, DC 20374 Building 200
