About this file
This Statement of Work (SOW) details Argonne National Laboratory's procurement of a Cryogen-Free Dilution Refrigerator System for a Quantum Information Science (QIS) project focusing on Distributed Quantum Computing. The system must meet specific technical requirements, including a fully welded main heat exchanger, high cooling power (14 µW @ 20 mK and 400 µW @ 100 mK), base temperature below 10 mK, and a large experimental space of 294mm. The contractor is responsible for engineering, manufacturing, assembling, and testing the instrument at their facility, then disassembling, shipping to Argonne, and reassembling in Lab F217, Building 242.
The procurement timeline includes an 8-month lead time after order confirmation, with delivery to 9700 S Cass Avenue, Building 46, Lemont, IL 60439. The system requires a modular design with prompt part replacements, over 2 years of up-time, and unlimited telephone and email support during business hours. The solicitation (5-B175-Q-00521-00) is issued by the Department of Energy Office of Science, with proposal submissions due by June 02, 2025, at 5:00 PM CST, and questions to be submitted by May 23, 2025, at 12:00 PM CST.

ARGONNE NATIONAL LABORATORY
STATEMENT OF WORK
Cryogen-Free Dilution Refrigerator System
05/12/2025
0 Background
Argonne National Laboratory recently initiated a Quantum Information Science (QIS) project focusing on the development of Distributed Quantum Computing (DQC) in the Argonne quantum network. To facilitate this effort, Argonne’s Physical Sciences and Engineering (PSE) directorate is supporting the procurement of a new cryogen-free dilution refrigerator system, which is necessary for hosting superconducting qubits in a new node of the network for DQC. We will precure and install the new dilution refrigerator system in Lab F217 in Building 242 at Argonne.
1 Scope
This Statement of Work (SOW) will be the basis for the procurement of a cryogen-free dilution refrigerator system for Argonne National Laboratory. The contractor will engineer, manufacture, assemble, and test the instrument.
2 Objectives
The contractor shall first test the instrument at the contractor's facility to demonstrate that the instrument meets the required technical specifications. The contractor shall then disassemble the tool at the contractor’s facility, ship the instrument to the Argonne, reassemble the instrument in Lab F217 in
Building 242, test and commission the instrument. It is the contractor's responsibility to ensure that the instrument complies with all the specification requirements and the safety codes and standards.
3 Technical Requirements
• Fully welded main heat exchanger provides indefinite trouble-free operation compared to the use of soft solder joints which are prone to developing leaks.
• High cooling power of 14 µW @ 20 mK and 400 µW @ 100 mK (with 18L of He3) measured directly from the sample mounting flange far away from the mixing chamber.
• The base temperature <10 mK is guaranteed with all factory installed wiring.
• All pumps and the mixture compressor are oil-free and the compressor for the mixture circulation is not of membrane type and thus there is no risk of rupture which could lead to mixture loss/contamination.
• The mixture circulation pump is maintenance-free with a 6-year average service life with advanced diagnostics.
• Large experimental space of 294mm with side dilution unit maximizing the available useful experimental space.
• Variety of access ports between RT and MXC flange primary ones being: 2x KF63 and 5X KF40 line of sights ports.
• The pulse tube allows the 4K flange temperature to be elevated to 5K without affecting the operation of the dilution refrigerator, significantly improving the cooling power of the 4K flange. Additionally, the cooling power is enhanced at fixed temperatures, such as 3K. Please note that the cooling power is measured when installed in the 4K flange as opposed to other measurements such as the 2nd stage.
• The system has a modular design and in case of parts failure they are to be promptly replaced – no long and tedious repairs.
• Over 2 years up-time with long life trap option.
• Unlimited telephone and email support during normal business hours for free and the response time to the initial inquiries promptly.
