Statement of Work (SOW):
1. The Project generally consists of Base Bid work of replacing existing windows, repainting the building, replacing existing gutters and downspouts, replacing the existing water heater, replacing the unit heaters in the shop, removing VCT (vinyl composition tile) in the shop, and replacing the dryer vent. Bldg. 853 is about 30’ x *90’, based on existing drawings. *Note that the attached, existing drawings reference a new building addition that consists of 30’ expansion to the West (which exists at the site today).
Various bid options shall include replacing all 3 (three) existing kitchen type sink bases, cabinets, countertops, sinks and faucet assemblies, applying a floor coating in the shop, installing new floor drain covers in the shop, and removing existing roof insulation tape and replacing with new, also in the shop. A portion of the building consists of office space on the ground floor, and several offices, a break room, and restroom/utility room, offices, meeting room, and unfinished storage area on a mezzanine level. The other portion of the building consists of a shop, currently heated by 3 natural gas unit heaters.
This SOW consists of written description of the work, pictorial descriptions (that may or may not include additional written descriptions), existing drawings, asbestos report (pending), a sketch showing garage heater (along with suggested components), cabinet layout depictions, gutter profile sketches, and window flashing details.
The SOW is in PDF format. Note that attachments can be minimized or maximized in size for greater clarity.

7. The Contractor shall furnish all labor, materials, equipment, supplies, transportation, utilities, supervision, *safety equipment, and incidentals for all mailto:Connie.Macedo@usda.gov elements of the work in accordance with this SOW to provide an installation that is complete and usable in every respect, and ready for use by Final Completion date. * Note: Contractor is solely responsible for safety measures and conformance to applicable requirement, including fall protection.
8. NOTE: Basis-of-design products are indicated in this SOW to convey a specified standard of quality but are not to be considered a single-source specification.
Contractor-proposed equals will be considered. The Contractor must compare, validate, and approve the proposed equal products prior to submission for Govt review and approval. Additional work required to incorporate Contractor-proposed equals shall be at the Contractor’s expense. Note: Links provided that show vendors are merely informational and are not intended in any way to suggest where the Contractor shall purchase materials.
9. Contractor shall coordinate all work activities with the Location prior to beginning any work. All work shall be scheduled in a manner such that on-going research and normal day-to-day operations are not affected negatively. Contractor shall be aware that the work takes place at a Federal facility and all regulations and requirements for access must be strictly adhered to. Work areas shall be left clean of debris at the end of each workday.
10. Period of performance shall be: 150 calendar days after Notice to Proceed is issued by CO. All submittals shall be distributed to and reviewed by the Govt.
prior to commencing work at the site. Purchase of materials prior to submittal approvals is at the Contractor’s risk.
11. Existing conditions: Contractor shall field verify all existing conditions that may impact the new work and alert the CO and EPM immediately if conditions are discovered that differ from the SOW. Contractor shall point out discrepancies between work identified in this SOW and actual field-verified conditions--if they exist, prior to performing work. Items not identified in SOW shall be treated as unforeseen conditions and priced according to standard FAR contract clauses.
Contractor shall provide (to CO and EPM) daily pictures that correspond with each daily field report of the Work underway.
12. General Demolition Notes: Contractor is responsible for removing, hauling away, and legally disposing of existing components that are indicated to be removed/demolished.
13. New Work;
Base Bid (a-e):
a. Replace existing windows. Basis of design for new windows is:
“Wintech” G70 Vinyl Single Hung, without nailing fins (for all windows that are taller than they are wide). Note: there are two (2) windows that shall be horizontal sliders; also in the G70 series. All work shall be in accordance with manufacturer’s printed installation instructions and recommendations. Assume replacing drywall, taping and painting at all window openings, unless otherwise noted on photos. Note: All drywall shall be 5/8” Exterior Ceiling and Soffit Board. Each window opening shall receive a new sill constructed of MDO (medium density overlay;
“signboard”). *The sills shall extend beyond wall 1-1/4” with edge slightly eased. Smooth exposed, cut edges with wood filler prior to painting.
*Note: See pictorial descriptions for Contractor’s Option. The sills shall be sealed at drywall/sill intersections. The sills and drywall window returns shall be primed and painted. Basis of design for paint: “DuraSoy ONE Paint + Primer, Semi-Gloss” https://www.ecosafetyproducts.com/Exterior-Doors-And-Trim-Paint-s/3116.htm Drywall patches onto existing walls shall be painted with DuraSoy One Paint + Primer Flat, match existing wall colors. b. Repaint exterior of entire building (including service doors, but not overhead garage door)—apply a minimum of 2 coats. Basis of design:
Sherwin Williams Pro Industrial Multi Surface Acrylic”. Color shall be selected from manufacturer’s standard color choices.

c. Remove existing gutters and downspouts. Provide new gutters and downspouts. Gutters and downspouts shall be 26-gauge, galvanized steel with paint color chosen from manufacturer’s standard color choices. See gutter and downspout shop drawing sketches attached for additional information. Gutters and downspouts shall be attached per SMACNA 6th Edition. Submit product data and include all fasteners. Reuse existing splash blocks.
d. Remove existing water heater. Install new water heater and all necessary fittings and accessories required for a fully functioning water heater. Basis of design is: “Richmond Essential® 40 Gallon 6-Year Power Vent Warranty 36,000 BTU Natural Gas Tank Water Heater”.

e. Remove existing dryer vent. Replace with new dryer vent. Basis of design is: “Seiho SFB-P”. https://seiho.com/product/sfbp/sfbp.html Install 3/8” x 5/16” foam tape around back of flange area leaving a small gap (1/4”) at the bottom for weeping purposes. Flange shall be drilled, and screw attached (with stainless steel screws) to siding. Submit product data.

Bid Option 1a (f):
f. Remove 3 existing Unit Heaters in garage. Verify adequacy of gas line sizing for new heater. Cap and abandon unused gas line sections.
Remove unused electrical back to panel board, or nearest junction box.
Basis of design for new heater is: “Superior Radiant Tube Heater” SRLTAD8N- LTA-2-Stage Burner 80,000 BTU NG”. See attachments for sketch of system. https://www.superiorradiant.com/products/two-stage-infrared-tube-heaters/low-clearance/standard-low-even-heater Provide manufacturer’s recommended programmable thermostat.
Installation shall include all needed electrical work for a fully functioning and complete system. Coordinate mounting height needed with manufacturer and indicate on shop drawings. Note: this work will require roof patching due to the existing unit heater flues.
Bid Option 1b (g):
g. Include a separate line item in bid to upgrade gas line, if needed.
Bid Option 2a (h):
h. Remove all VCT (Vinyl Composition Tile) in garage floor. Scrape and remove existing, loose mastic. Do not use chemical-based cleaners to remove mastic.
Bid Option 2b (i):
i. Include a separate line item in bid to test mastic for asbestos containing material.
Bid Option 3 (j.):
j. Remove existing cabinetry and sinks in 3 locations; upstairs (mezzanine) level in break room, downstairs in lab area, and in kitchen. Note: All cabinets shall be ADA compliant models. Basis of design for kitchen ADA cabinets is: “CNC Luxor Smoky Grey L02”.

Basis of design for downstairs kitchen sinks is: “Elkay, Lustertone Classic Series, 28 in x 16 in, Stainless Steel, Single Bowl Drop-in ADA Sink”, Model number “LRAD3122554”. The upstairs sink Basis of design sink is: Elkay Celebrity Stainless Steel 15" x 15" x 6-1/8", Single Bowl Drop-in Bar Sink BPSR15. Basis of design for all faucets is: Moen® Sperry™ with MotionSense™ Wave Touchless One- Handle Pull-Down Spot Resist™ Stainless Kitchen Faucet Model Number: 87696EWSRS. Note: kitchen sink and ground floor lab area sink shall also have an eyewash station. Basis of design: “Speakman SE-927 Combination Counter Top Mounted Eyewash/Drench Hose”.
To clarify, test the garage floor VCT and mastic for ACM.

Provide new piping and connections for all plumbing fixtures, including new stops. Faucet connections shall be flexible, braided stainless steel hoses. Note: Insulate exposed pipes and underside of sink at ADA knee space areas in downstairs areas. Insulation shall be 1//2” “Armaflex”, or equal. Provide 4” black rubber cove base at all base cabinet toe kick areas and on back of wall at knee spaces. Note: At all outside corner conditions cove base shall wrap around cabinet to provide a one piece outside corner condition. Neatly cut holes for all plumbing pipes, and seal with mildew resistant silicone sealant.
Bid Option 4 (k-m):
k. Clean and prepare garage floor for a new floor coating. Basis of design for floor coating is: “Rain Guard” Garage Floor Urethane Coating.

l. Remove all existing roof insulation seam tape and apply new seam tape.

m. Install new floor drain covers at each floor drain. Drain cover shall be compatible with existing drain and shall be rustproof.

15. Submittals:
Submit to USDA/ARS for review and approval of all items noted above, and all other components intended for use on the project associated with the products noted above. The review by USDA shall be for general compliance with Statement of Work. Markings for comments and approval of the submittals by USDA shall not be construed as releasing the Contractor from compliance with the specified requirements. Provide submittals in editable PDF format. Provide a work schedule for review prior to starting work at site. Work schedule shall also show submittal review dates considering a re-submittal. Note that the govt. may take up to 10 working days to return submittals. Submittals may be distributed via email to Tim.Golden@usda.gov Submittal transmittal sheets shall accompany each submittal. The submittal transmittal sheet will be distributed at the pre-construction meeting.
Photos of the work taking place each day, along with a daily report indicating workers present, weather conditions, differing site conditions encountered, and the like shall be provided on a daily basis to Tim.Golden@ars.usda.gov
Mock-up required for 1 (one) new window to serve as an indicator of quality for which all other windows shall be installed. Mock-up may stay in place when approved. Notify Engineering Project Manager when mock-up is ready for review.

ATTIC STOCK
A. Provide 1 (one) gallon of paint for each type of paint used on the Project, 1 (one) tube of each type of sealant used, and 1 (one) gallon of floor coating).
16. General:
In executing the Work; the Contractor shall coordinate access to all areas with Location. Contractor shall verify all parking, security, and health requirements with the Administrative Officer. All work must also be coordinated with Location personnel who will be identified in a preconstruction meeting. The work cannot negatively impact day to day operations, including air quality.
Protect building to be rehabilitated, adjacent buildings, walkways, site improvements, exterior plantings, vehicles, and landscaping from damage or soiling from exterior work.
Coordinate gas line service work needed (if necessary) with University of Illinois Facilities Dept. Contact person: Mr. Darren Gentzler. gentzlr@illinois.edu
17. Site Visit:
Bidders are strongly encouraged to visit the site of the proposed work and review the existing conditions there relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit the site will not disqualify bidder. However, change order requests for items that could have been reasonably ascertainable from a site visit (and included in a bid) will be reviewed by the CO and evaluated accordingly.
18. Proposal:
a. Proposal shall contain the following minimum information:
i. Manufacturer’s brand names for each component.
ii. Break out labor and material costs for Base bid and Bid options.
iii. Proposal shall include a line item for a 9-month Inspection. The
Inspection shall consist of an inspection of each portion of the Work completed and shall include an interview with the Location Representative, and/or the Engineering Project Manager. Detailed notes shall be taken regarding the interview and Inspection and a report shall be provided as a submittal. Submit in accordance with
15. above.
iv. Additional information may be requested by CO in order to properly evaluate proposal.
