Requests for Information Solicitation 12505B21R0007

Question 1: Please clarify about the goals for Minority and Female participation for each trade. Are these participation goals required or optional? Please refer to FAR 52.222-23 (a) and (b) on page 33 of 43.

Answer 1: The goals are required. Please see paragraph (b) of the clause for details.

Question 2: Please clarify about the roof panels patches description. Is this part of the Scope of Work for this project? Please refer to picture on page 34 of 59 of SOW.

Answer 2: Yes, this is part of the Scope of Work. The existing flues will be removed and the roof will need patched at these locations. The work should be coordinated in a way as to not invalidate the roof coating warranty. The patching information is shown in the SOW on page 34, as referenced in the question.

Question 3: Bid option 1b(g): Please provide additional information to provide pricing.

Location of gas line? Upgrade to what size?

Answer 3: See answer 14.

Question 4: Bid option 2a(h): Please clarify area/limits of vct removal on existing plans

(plans included as pgs 56 and 58 in statement of work).

Answer 4: The existing drawing page floor plan (page 56 of the SOW pdf) indicates that the out to out dimensions of the garage/shop are 30’ x 40’. Refer to existing drawing page floor plan or field verify. Note that the original use shown on the drawing page is “Growth Chamber Room”, which is now known as the garage/shop area.

Question 5: Bid option 4(k-m): Please verify if “garage” is the room on Page 56 designated as the “Growth Chamber Room.”

Answer 5: Yes it is. The existing drawings indicate the space was a Growth Chamber Room.

No Growth Chambers exist, currently, in the garage/shop.

Question 6: Bid option 4(k-m): Please indicate if the growth chambers will remain in place and if work should just be completed around them.

Answer 6: There are no growth chambers in the shop/garage area. There is a 13’ x 15’ cold room that will stay in place. To facilitate the VCT removal, the Facility people will remove the other items that are unattached to the floor.

Question 7: Are there three (3) existing drain covers in the garage floor to be replaced with commercial/industrial grade drain covers? (Reference to this question is in Statement of Work in paragraph 13. New Work m. on page 5 of 59)

Answer 7: According to the existing drawings, there are 5 floor drains. See existing drawings, page 56 of SOW.

Question 8: If new commercial/industrial grade drain covers will not be able to be installed to the existing drains, for an additional cost could it be recommended to replace the entire drain head? (Reference to this question is in Statement of Work in paragraph 13. New Work m. on page 5 of 59)

Answer 8: If the existing floor drain heads will not accommodate new floor drain covers, this will be treated as “differing site conditions” (after the work is underway) and will follow typical FAR Changes to the Work requirements.

Question 9: Please confirm if there are fourteen (14) windows to be replaced? (Reference to this question is in Statement of Work in paragraph 13. New Work a. on page 2 of 59 and in the pictures in the Statement of Work on page 8-11 of 59)

Answer 9: Yes, there are 4 at the South elevation, 5 at the West elevation, and 5 at the North elevation for a total of 14.

Question 10: Please confirm if there are two (2) services doors to paint? (Reference to this question is in Statement of Work in paragraph 13. New Work b. on page 5 of 59)

Answer 10: Yes, 1 at the South elevation, and 1 at the East elevation.

Question 11: Is it required to wash or power wash exterior of entire building (except for overhead garage door) prior to painting? (Reference to this question is in Statement of Work in paragraph 13. New Work b. on page 5 of 59 and in the pictures in the Statement of Work on page 8-11 of 59)

Answer 11: Surface preparation is dictated by the paint manufacturer’s application instructions. The Basis-of-Design paint indicates: “Comply with manufacturer's written instructions and recommendations in "MPI Manual" applicable to substrates and paint systems indicated.” I would recommend consulting with the paint manufacturer rep.

Question 12: Does the gutter and downspout on the front porch need to be replaced?

c. on page 3 of 59 and in the picture in the Statement of Work on page 8 of 59)

Answer 12: No. There is no work at the “front porch” covered entry structure.

Question 13: How many dryer vents are there? (Reference to this question is in Statement of

Work in paragraph 13. New Work c. on page 3 of 59 and in the picture in the Statement of Work on page 8 of 59)

Answer 13: There is only 1 (one) dryer vent. The other vent seen in the photo is a bathroom fan vent which is not being replaced.

Question 14: What is the length of the gas line that might need to be upgraded? (Reference to this question is in Statement of Work in paragraph 13. New Work c. on page 4 of 59)

Answer 14: The reference to the potential gas line upgrade is based on the infrared heater requirements and a recent natural gas generator project at the building just East of this project. It was indicated that the infrared heaters may need a 1” gas line (confirm with infrared heater tech. rep). The natural gas generator required an upgrade for new pipe and regulator. For this project, the regulator is located on the South elevation, for the most part, under EF-1 (see existing plan page South Elevation shown on SOW page 56. Length could be roughly calculated based on regulator location and infrared shop heater layout. Gas line work should be coordinated with Ameren IL, contact person: Mr. Adam Hamilton AHamilton2@ameren.com Also see U of I contact person info in SOW.

Question 15: What are the dimensions of the floor where to do the asbestos test? (Reference to this question is in Statement of Work in paragraph 13. New Work i. on page 4 of 59 and in the picture in the Statement of Work on page 36 of 59)

Answer 15: The intent of the reference to potential abatement applies only to the rooms mentioned in the EMSL Analytical, Inc. Report and to the extent that there could be broken tiles in the knee spaces indicated in the new work. The rooms noted in the EMSL Analytical, Inc. Report to have asbestos are “Break Room” and “Lab”.

These rooms align with the plan page room descriptions of “Storage Room 104” and “Laboratory 14”. The room sizes are shown on the existing drawings, SOW page 57. It is unknown if the areas at the indicated knee spaces will need to have any abatement. No other abatement is indicated to occur as part of this project in the rooms identified to have asbestos.

Question 16: How much of the vinyl composition tiles is to be removed? (Reference to this question is in Statement of Work in paragraph 13. New Work h. on page 4 of 59)

Answer 16: All the VCT in the garage/shop area shall be removed.

Question 17: Does new vinyl composition tiles need to be installed? Or after removal it will be painted? (Reference to this question is in Statement of Work in paragraphs 13 New Work h. on page 4 of 59 and New Work k. on page 5 of 59)

Answer 17: No new VCT in the garage/shop area will be installed. If bid option 4 is taken, new floor coating will be applied. If bid option 4 is not taken, the clean, existing concrete garage/shop floor will remain as is. There could be a new VCT installed at the knee spaces indicated but it is unknown what the condition of the existing tile is at this time.
