This is a Statement of Work for Project B456 NAOC Lower Lot Fence & Power Installation dated August 3, 2026. The contractor must install a Type K security fence with three-strand barbed wire top guards around the lower lot of Building 456 and establish two 208V/3-phase/200-amp power transfer points. The fence installation scope includes approximately 300 linear feet of new fencing matching adjacent G-ASNT specifications in height, fabric gauge, post dimensions, and anchoring; a 40-foot sliding entrance gate for vehicle access; and a pedestrian gate adjacent to the vehicle gate. The power infrastructure requires a utility transformer with primary and secondary cabling, two 225-amp 208V three-phase four-wire 42-pole panels with outdoor-rated metal enclosures mounted on unistrut, and nine L5-20 receptacles with weatherproof covers on an unistrut-mounted rack.

The period of performance is 60 calendar days from notice to proceed. The contractor must conduct a pre-bid site visit to verify existing conditions, obtain all necessary security clearances, escort badges, and environmental and civil engineering permits, and submit Technical Specifications and shop drawings for contracting officer approval prior to material procurement. All work must comply with International Building Code, National Electrical Code, AFI 31-1, UFC 4-022-03, UFGS, ASTM, ETL, ISO 9001 standards, and applicable manufacturer recommendations. The contractor is responsible for site restoration within 10 workdays of completion, repair of any government property damage, daily debris removal, preparation of as-built drawings in AutoCAD .dwg format, and maintaining the work site in a clean, safe, orderly manner throughout the project.

This project is required to establish “Type K” physical security protection and necessary power capabilities for NAOC assets located in the lower lot of BLDG 456. In accordance with AFI 31-1 (Integrated Defense) and UFC 4-022-03 (Security Fences and Gates), critical mission equipment requires robust physical barriers to prevent unauthorized access, delay intrusion, and safeguard strategic assets. c. Install gate at the entrance to the parking lot

d. ~ 300 ft of new fence install

e. ~ 40 ft span for the sliding entrance gate

f. Install a pedestrian entrance gate adjacent to the car gate

2. Transfer point installation: 208V / 3 Phase / 200AMP

a. Utility transformer with primary and secondary cabling

b. (2) 225A, 208V, 3ph, 4w, 42-pole panel with an outdoor rated metal enclosure, mounted on unistrut

c. (9) L5-20 receptacles with weatherproof covers on an unistrut-mounted rack
