About this file

This document is an Official Questions and Answers (Q&A) repository for solicitation FA460026Q0105, issued by the 55th Contracting Squadron on August 26, 2026, regarding project B456: NAOC Lower Lot Fence & Power Installation.

The Q&A addresses technical specifications for fence and gate installation at a lower lot facility. Key clarifications include: primary power and equipment will be provided by OPPD (Omaha Public Power District) at contractor expense with coordination required; one 600A, 208V, 3-phase, 4-wire, 42-pole electrical panel with NEMA 3R enclosure mounted on Unistrut is required (not multiple panels as initially discussed); one 600A feed powers the single panel; the gate will not be powered and will be manual operation; receptacles are L5-20 with weatherproof covers on Unistrut-mounted racks. The fence specifications include 8-foot height with 9-gauge steel wire chain link, Schedule 40 galvanized steel posts and top rail, 2-inch OD line posts and 3-inch OD terminal posts, 1-5/8" to 1-7/8" OD top rail, 10-foot maximum post spacing, and 30-36 inch deep footing. The project does not require K-rated or crash-resistant fencing, crash cable systems, or automated gate features. The vehicle gate will be a manual double-swing gate assembly with heavy-duty commercial hardware, lockable drop rods, and concrete footing, with gate bottom clearance of 5 inches or less from pavement. The pedestrian gate will be 4 feet wide, matching fence height, with spacing that prevents hand passage and featuring a heavy-duty mechanical pushbutton cypher lock with field-changeable PIN combinations. Barbed wire specifications are 3-strand at 45-degree angle. The contractor should coordinate with OPPD regarding power work and equipment pricing and continuously monitor sam.gov for further amendments.

ANSWER 1: Primary power and equipment will be by OPPD at the contractor’s expense, coordinate with OPPD.
QUESTION 2: If OPPD is to provide a transformer does their price need to be included in our price?
ANSWER 2: Coordinate with OPPD for primary power work and equipment pricing.
QUESTION 3: Will the gate be powered?
undefined: No, Will need manual double-swing gate assembly featuring heavy-duty commercial hardware, including lockable drop rods that seat into a flush center stop post/drop sleeve anchored securely in a dedicated concrete footing that opens to the inside and swings completely open to align with the fence. Bottom of gate must be 5 inches or less from the pavement when closed.
QUESTION 4: Gate controller specs for power and location?
ANSWER 4: N/A, gate will be manual
QUESTION 5: What size is the receptacle for the trailer?
ANSWER 5: Per SOW, receptacles are L5-20 with weatherproof covers on a Unistrut-mounted rack.
QUESTION 6: How many panels are needed as the RFP asks for two and three were discussed onsite?
ANSWER 6: (1) 600A, 208V, 3ph, 4w, 42-pole panel with NEMA 3R enclosure, mounted on Unistrut (New SOW annotates this panel requirement)
QUESTION 7: Does each panel need a 225-amp feed or will one 225-amp feed work for all the panels?
ANSWER 7: Only require one panel up to 600A and the panel needs the 600A feed.
QUESTION 8: When you specify “Type K” fencing, are you requiring an actual K-rated/crash-rated fence system, or is “Type K” simply the designation for the existing fence style?
ANSWER 8: N/A, Moving to Type A fencing and crash-rated fence system is not needed
QUESTION 9: If crash-rated, what specific K/crash rating is required?
ANSWER 9: N/A, Moving to Type A fencing and crash-rated fence system is not needed
QUESTION 10: Is a crash cable system required throughout the approximately 300' of fencing?
ANSWER 10: N/A, Moving to Type A fencing and crash-rated fence system is not needed
QUESTION 11: Is crash cable required across the approximately 40' vehicle gate opening with concrete footings/deadmen on each side and the crash cable buried between the footings?
ANSWER 11: N/A, Moving to Type A fencing and crash-rated fence system is not needed
QUESTION 12: Based on the available space at the entrance, there is not enough room for a traditional cantilever sliding gate for an approximately 40' opening, what type of gate would you like specified for this opening?
ANSWER 12: Will need manual double-swing gate assembly featuring heavy-duty commercial hardware, including lockable drop rods that seat into a flush center stop post/drop sleeve anchored securely in a dedicated concrete footing that opens to the inside and swings completely open to align with the fence. Bottom of gate must be 5 inches or less from the pavement when closed.

(Box-style, double-swing gate, pivot gate)

QUESTION 13: Does the vehicle gate need to be K-rated/crash-rated?
ANSWER 13: No.
QUESTION 14: Is the gate to be manual or automated?
ANSWER 14: Manual
QUESTION 15: What are the required fence height, chain-link fabric gauge/mesh, line-post size and gauge, terminal-post size, top rail, post spacing, and post installation/footing requirements
ANSWER 15: Standard is 8ft tall fence. 9-gauge steel wire chain link. Schedule 40 galvanized steel posts and top rail, line posts should be 2 inches OD and terminal posts 3 inches OD, and top rail schedule 40 at 1-5/8” to 1-7/8” OD. Post spacing should be no greater than 10 feet. Footing required will most likely be 30 to 36 inches deep. All this said, for some of this we should be differing to the expertise of the contractor; these things really depend on the manufacturer specs for the fence they use.
QUESTION 16: What are the specifications for the barbed wire, including number of strands and arm configuration?
ANSWER 16: 3-strand at a 45-degree is sufficient.
QUESTION 17: What width and hardware are required for the pedestrian gate?
ANSWER 17: The pedestrian gate will be the same height as the rest of the fence. It needs to be 4 feet wide. The space between the gate and the rest of the fence must not be able to put a hand through it.
QUESTION 18: Does it require access control or any special security hardware?
ANSWER 18: A heavy-duty, commercial-grade mechanical pushbutton cypher lock (e.g., Simplex-style or equivalent) housed in a welded lockbox on the pedestrian gate. The assembly shall feature field-changeable PIN combinations.
QUESTION 19: The scope states the new fence is to be “identical” to the existing adjacent fence. Are we expected to field verify and match the existing fence specifications, or are detailed specifications/drawings available?
ANSWER 19: We do not have any detailed drawings of the existing fence.
QUESTION 20: If this is intended to be a true K-rated/crash-resistant system, we will need the applicable specifications or engineered drawings before we can accurately price the fence, crash cable, foundations, and gate system.
ANSWER 20: Not needing to be crash-resistant
