Statement of Work-Revised
POC in Requesting Organization: NAOC B456 NAOC Lower Lot Fence and Power Installation
Objectives:
The lower lot of BLDG 456 is not fenced and lacks necessary power infrastructure. This project is to install a "Type A" security fence with barbed wire and power transfer points.
Justification:
This project is required to establish “Type A” physical security protection and necessary power capabilities for NAOC assets located in the lower lot of BLDG 456. In accordance with DAFI 31-101 (Integrated Defense) and UFC 4-022-03 (Security Fences and Gates), critical mission equipment requires robust physical barriers to prevent unauthorized access, delay intrusion, and safeguard strategic assets. The fencing must match the adjacent specifications, including barbed wire top guards.
General Requirements:
Project includes, but is not limited to, the following work elements. The Contractor shall furnish all required services, labor, tools, material, and equipment necessary to complete the installation and integration of the prime mission equipment in accordance with the approved site design and installation plan. The Contractor shall design, procure, and install a physical security fencing system that matches and seamlessly integrates with the existing, adjacent fencing, to include matching the height, fabric gauge, post dimensions, anchoring, privacy slatting, and the three-strand barbed wire top guards. In accordance with FAR 52.236-3, the physical attributes, dimensions, and material specifications of the existing adjacent fence serve as the technical baseline for this requirement, which the Contractor is expected to verify during the site investigation.
No alterations, additions, or deletions shall be made unless by prior approval of the Contracting Officer (CO). All work—including the mandatory submittal of a Technical Specifications package and shop drawings to the CO and COR for formal approval prior to material procurement—will meet the International Building Code, National Electrical Code, AFI 31-1, UFC 4-022-03, UFGS, ASTM, ETL, and any other applicable code requirement. Additionally, the Contractor shall perform quality assurance activities conforming to ISO 9001 standards, and shall maintain the work site in a neat, clean, substantial, competent, and orderly manner to ensure the safest possible environment for all workers and Air Force members.
Scope:
1. Installation of “Type A” fencing
a. Barbed wire
b. Identical to the fencing present around the space adjacent to project site
c. Install gate at the entrance to the parking lot
d. ~ 300 ft of new fence install
e. ~ 40 ft span for the sliding entrance gate
f. Install a pedestrian entrance gate on the east side directly in front of stairs
g. Black tubular PVC privacy slats installed vertically throughout the entirety of the fence
2. Transfer point installation: 208V / 3 Phase
a. Utility transformer with primary and secondary cabling
b. (1) 800-Ampere, 208V, 3ph, 4w, 42-pole panel with NEMA 3R enclosure, mounted on
Unistrut
c. (3) 150-Ampere, single-pole cam-type (Cam-Lok) power inlet/receptacle assembly aligned in a line. The assembly shall be panel-mounted within a dedicated, lockable NEMA 3R/4X weatherproof enclosure and include the following color-coded devices:
i. Phase A (Line 1): One (1) 150A Female Panel Mount Receptacle, Black
ii. Phase B (Line 2): One (1) 150A Female Panel Mount Receptacle, Red
iii. Phase C (Line 3): One (1) 150A Female Panel Mount Receptacle, Blue
