The contractor must be fully licensed to perform commercial plumbing work in Ohio with a minimum of five years' experience installing 4-inch or larger water meters and coordinating with municipal water departments. All lead technicians must be Ohio-licensed journeyman plumbers or equivalent. Work shall be performed during normal business hours (8 a.m. to 5 p.m., Monday–Thursday), and the contractor must commit to completing work within an authorized three-day shutdown window (Monday–Wednesday). The period of performance is 30 days after notice to proceed, and the contractor must submit a project schedule within 5 working days of contract issuance. Upon completion, the contractor shall provide inspection and test reports demonstrating code compliance, formatted as 8.5 x 11-inch Adobe PDF files and submitted within 72 hours of completion. STATEMENT OF WORK
Replace Existing Water Meter with New Meter

1.0 Description

2.0 Definitions
Approved: Acceptable to the authority having jurisdiction.
Authority having jurisdiction (AHJ): Midwest Regional Office Structural Fire Management Officer, Contractor: as used within this specification refers to the primary contractor and/or subcontractor(s).

3.2 Qualifications
The contractor must be fully licensed to perform commercial plumbing work in the State of Ohio and must maintain all registrations required by the City of Canton. The firm shall demonstrate a minimum of five years of experience performing comparable commercial plumbing projects, including installation of 4‑inch or larger water meters, modification of copper pipe piping, relocation of flanges, and coordination with municipal water departments for permitting, main shutoff, and final inspection or sealing.
All lead technicians performing the work must be Ohio‑licensed journeyman plumbers or individuals with documented experience installing commercial water‑meter systems and associated valve and flange assemblies. Contractors must comply with OSHA 1910 and 1926 safety standards, including Lockout/Tagout, water‑intrusion mitigation, and any confined‑space‑adjacent requirements. They must show proven technical competency in cutting and modifying copper pipe pipe, installing a 20‑inch lay‑length Cordonel‑P meter, aligning and supporting piping, and completing system testing and commissioning in accordance with NPS expectations.
Contractors must provide proof of insurance, maintain active SAM.gov registration, commit to performing the work within the authorized three‑day shutdown window (Monday–Wednesday), and supply a written warranty covering labor and materials. While not required, contractors with prior experience on federal facilities, backflow‑prevention certification, or manufacturer training for ultrasonic meters are preferred.
3.3 Period of Performance
The period of performance shall be 30 days after notice to proceed.
3.4 Work Hours
On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Thursday, except when otherwise indicated.
A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the COR. Submit requests for work outside of the stated normal business hours to the COR for approval at least 48 hours in advance of the work.
3.5 Site Access
A. General: Contractor shall have limited use of the site for operations. Limit use of premises to access of fire suppression and must be accompanied by a park employee. Do not disturb portions of site beyond areas in which the Work is indicated.
3.6 Government Provided Materials and Support
• The Government will assign a point of contact to escort the contractor’s technicians and provide access to buildings.
• The Government will provide an inventory of systems in hardcopy format (see appendix A) and an electronic version in MS Excel format.
• The Government will not provide staff to assist with inspection and testing tasks.
4.0 Specific Requirements
4.1 Project Schedule
Within 5 working days from issuance of the contract, the Contractor will submit a proposed schedule of work to the
COR.
4.2 Inspection and Testing of Fire Alarm Systems
Upon completion of the meter replacement, the Contractor shall verify all components of the potable water system are code compliant and meet most current code requirements. A new inspection record must be provided after the work is complete.
Should an emergency impairment be discovered, the Contractor shall:
• Notify the NPS COR immediately.
• Tag the system with an impairment notice indicating that it is out of service and what caused the impairment.
4.3 Replacement of Meter and Testing of Potable Water Systems The Meter will be installed per manufacturer instructions and the most current codes.
All impairments and deficiencies must be detailed on the inspection and test forms.
Should an emergency impairment be discovered, the Contractor shall:
• Notify the NPS COTR immediately.
• Tag the system with an impairment notice indicating that it is out of service and what caused the impairment.
4.3.1 Removal of Bypass Assembly (NEW)
“The existing 3‑inch bypass loop—including valves, piping, supports, and all associated fittings—shall be removed in its entirety. Both 4‑inch tees that currently feed the bypass shall be fully removed. The contractor shall provide and install straight copper pipe sections and appropriate couplings or flanges to re‑establish a continuous, non‑bypassed 4‑inch potable water service line. All work shall comply with City of Canton Water Department standards and manufacturer requirements for the Cordonel‑P ultrasonic meter.”
5.0 Deliverables
5.1 Inspection and Test Reports
• An Inspection and test for the system will be recorded on inspection report forms that comply with requirements of the appropriate NFPA Code or Standard.
• Individual inspection and test report are required for the system.
• Individual inspection report is due to the COR within 72 hours of the completion of individual inspection.
• Reports must be formatted to 8.5 x 11 inches and submitted electronically in an Adobe PDF file format.
• Reports must be submitted in a type written format. Handwritten reports will not be accepted.
• The building FMSS location number and system FMSS asset number (see appendix A) must be recorded on the administrative portion of the form.
5.2 Deficiency Cost Summary Report and Repairs
• Descriptions of all individual deficiencies will be submitted electronically using pdf or excel files.
• Individual deficiencies shall be identified by FMSS location, FMSS asset number as well as the date of inspection.
• Costs to repair deficiencies shall be broken down by labor and material cost. Labor cost shall be further broken down by labor cost per hour and labor hours. No repairs will be made without prior authorization from COR.
