About this file

This document is a Questions and Answers amendment to Solicitation 140P6426Q0114 for a FILA Water Meter Replacement project. The Q&A clarifies key project specifications and requirements for contractors submitting quotations.

The project involves replacing a Government-furnished Sensus Cordonel-P ultrasonic water meter (4-inch model 101715794 with a 20-inch lay length) on a 4-inch main water line with a 3-inch bypass loop at a federal facility in Canton. Prime contractors may use licensed commercial plumbing subcontractors and may rely on subcontractor qualifications and project references to meet solicitation requirements, including three similar projects completed within the past five years. The City of Canton will perform the main water shutdown at the curb, as no shutoff valve exists before the meter, and no permit fees, inspection fees, or shutdown charges apply since this is a federal facility. Contractors are responsible for replacing any pipe insulation removed or damaged during work but are not required to provide temporary water or fire-protection service during the shutdown. All physical removal, installation, testing, and restoration work must be completed within a three-day Monday-through-Wednesday shutdown window. Contractors may request a pre-quote site visit through the Contracting Officer to verify measurements, access conditions, piping layout, and existing corrosion. The meter replacement work is separate from fire-main systems, and fire-alarm or fire-suppression language in the Statement of Work does not apply to this project.
