About this file
This is a Statement of Work for airfield striping services at Stratton Air National Guard Base under Project Number VBDZ262104.
The contractor must remove approximately 10,560 linear feet of existing pavement lines by grinding and apply new striping in the following quantities: 11,712 linear feet of yellow solid lines (towlines, centerlines, perimeter lines per UFC 3-260-04); 5,743 linear feet of yellow dashed lines (tip clearance per UFC 3-260-04); 150 linear feet of red and white striped lines ("candy cane" emergency control point markers); and white apron boxes as indicated on provided drawings. Additionally, the contractor shall paint eight restricted area warning signs (3 feet by 4 feet each) at four ECP entrances, fabricate a custom stencil replicating the AFVA 31-107 design, and turn over the stencil to the government upon completion. Interior hangar striping includes 275 linear feet of restricted area red lines and 34 linear feet of candy cane ECP lines (both 4 inches wide), applied with two-part epoxy compatible with existing floor coatings. An optional line item allows for application of TT-B-1325D Type I reflective media (glass beads) to all exterior airfield markings.
Exterior paint must meet military or FAA standards (Federal Specification TT-P-1952F or FAA AC 150/5370-10H Item P-620) suitable for asphalt surfaces. The project begins 14 days following Notice to Proceed and must be completed within 30 days. Work hours are 0700-1530 Monday through Friday, with no work permitted during government holidays. The contractor must coordinate material deliveries with the Contracting Officer's Representative (COR), comply with all base access and security policies including background checks, complete AT Level I and OPSEC training within specified timeframes, and provide Safety Data Sheets for all materials prior to work start. The contractor is responsible for site cleanliness, FOD prevention, daily debris removal, recycling documentation, damage repair at no additional cost, providing FAA-compliant barricades, and coordinating with the government on phasing to minimize impacts to flying operations.

Stripe Apron
1.0 GENERAL SCOPE OF WORK
The Contractor shall provide all labor, equipment, materials, and supervision necessary to remove existing pavement markings and apply new airfield striping on the apron at Stratton Air National Guard Base. All work shall be performed in accordance with this Statement of Work, applicable Department of War (DOW), Air Force and Federal Aviation Administration (FAA) regulations, and the following PDF drawing:
Drawing of the lines to paint
2.0 SPECIFIC TASKS & QUANTITIES (BASE)
2.1 Line Removal:
The Contractor shall remove approximately 10,560 linear feet of existing pavement lines.
Removal shall be accomplished by grinding off the current airfield paint. The Contractor must exercise extreme caution to ensure the underlying asphalt is not damaged during the grinding process.
2.2 Striping Application:
Hydrant
Following removal and surface preparation, the Contractor shall apply new striping. The quantities are as follows:
a. Yellow Solid Lines (Towlines, Centerlines, Perimeter lines per UFC 3-260-04): 11,712
LF
b. Yellow Dashed Lines (Tip Clearance per UFC 3-260-04): 5,743 LF
c. Red & White Striped Lines ("Candy Cane" / ECP): 150 LF
d. Apron Boxes: Paint all required white boxes as indicated on the attached drawing.
2.3 Restricted Area Warning Signs (ECP Stencils):
The Contractor shall paint eight (8) Restricted Area Warning signs on the apron pavement.
Location: Two (2) signs shall be painted at each of the four (4) "candy-cane" ECP entrances. At each entrance, one sign will be placed on the left side, and one sign shall be placed on the right side of the entry lane to ensure visibility for all approaching traffic.
Dimensions & Design: The overall painted background box for each sign shall measure exactly 3 feet by 4 feet. The text, layout, and colors within this box shall replicate the standard AFVA 31-107 Restricted Area Warning Sign, scaled up to fit the 3'x4' footprint.
Stencil Fabrication: The Contractor shall fabricate a custom stencil to execute this design.
Upon completion of the project, the Contractor shall turn this physical stencil over to the Government to keep for future maintenance. (Note: An image of the AFVA 31-107 design is attached below to facilitate stencil fabrication):
2.4 Interior Hangar Striping Application:
The Contractor shall apply new interior striping inside the hangar facility. The quantities are as follows:
a. Restricted Area Red Lines: 275 LF (4 inches wide)
b. "Candy Cane" ECP Lines: 34 LF (4 inches wide)
To ensure proper adhesion of the interior lines, the Contractor shall execute the following surface preparation and application steps:
- Verify paint compatibility with the existing floor coating.
- Sand or scuff the application area.
- Clean and degrease the treated area thoroughly.
- Apply primer.
- Apply the compatible two-part epoxy topcoat.
3.0 OPTIONAL LINE ITEM
3.1 Option 1: Reflective Media (Glass Beads)
If this option is exercised, the Contractor shall apply TT-B-1325D Type I reflective media (glass beads) to all exterior airfield markings associated with aircraft operations identified in the Base Bid. This includes the Yellow Solid Lines, Yellow Dashed Lines, Red & White Striped Lines, and the ECP Signs. Application shall be IAW UFC 3-260-04.
4.0 MATERIAL SPECIFICATIONS
4.1 Exterior Paint:
Paint utilized for the exterior apron markings shall meet military or FAA standards for airfield striping (e.g., Federal Specification TT-P-1952F or FAA AC 150/5370-10H Item P-620) suitable for asphalt surfaces.
4.2 Interior Paint:
Paint utilized for the interior hangar striping must be a two-part epoxy. The selected epoxy paint must be fully compatible with the existing epoxy floors inside the hangar.
5.0 SITE CONDITIONS, UTILITIES & ENVIRONMENTAL CONTROLS
5.1 Water Hydrant Usage:
If the Contractor requires water for surface preparation or cleanup, they may tap into a base fire hydrant. However, the Contractor must supply and install a backflow preventer to protect the base water supply. The Contractor must get approval from the COR prior to any utility shutdowns.
5.2 Site Cleanliness & Recycling:
The Contractor is responsible for site cleanliness and shall remove any waste or debris daily. All materials shall be secured to prevent loose objects from blowing and creating Foreign Object Debris (FOD) hazards to flying operations. The Contractor shall recycle to the greatest extent possible and turn in weigh slips for construction debris to the Environmental Management Office. No dust/solids shall enter the storm water system. Contractors shall use any means necessary to protect the waterways. Contractors shall provide SDS’s for all the materials used for the project prior to start of the work.

Unexpected or differing site conditions which may alter the scope of work shall be approved by the Contracting Officer (KO) prior to such work being performed.
5.5 Work Area Delineation:
The Contractor shall provide and utilize FAA-compliant barricades to clearly delineate the active work area. These barricades must be properly secured to withstand flightline wind loads and ensure aircraft and personnel do not inadvertently enter the active paint zones.
5.6 Operational Coordination & Phasing
The Government will work with the Contractor to provide as much free working space as possible. However, mission requirements may dictate the need for aircraft movement and the use of specific apron spots during the project. The Contractor must remain flexible. The optimal project start date, and daily phasing plan shall be coordinated in advance with the COR to minimize impacts to flying operations.
