The AECTS (Model 101990-P31, Serial Number 101990-P31-001) is used to test Auxiliary Power Units (APUs) and generators for MH65, MH60, and HC144 aircraft. Previous repair attempts by the Original Equipment Manufacturer (OEM), Testek Solutions, were unsuccessful due to an obsolete circuit card. The OEM shall perform an upgrade to replace the obsolete analog I/O communication with a non-obsolete solution per OEM quote number 13340. Work includes installation, debugging, engineer/software development, confidence runs, and calibration of the equipment. The OEM must provide certified technicians capable of completing all required tasks and shall supply all materials, parts, tools, and labor. Performance will occur at IOD Shop 242, Building 63, 1664 Weeksville Road, Elizabeth City, NC 27909, and is limited to five (5) workdays without prior written approval from the Contracting Officer. The technician(s) must work between 7:00 a.m. and 3:30 p.m. ET, Monday through Friday, excluding Federal holidays.
Upon completion, the OEM shall calibrate and certify the AECTS with a certification sticker and provide a written certificate of calibration within thirty (30) days, including calibration results and description of services performed. The OEM must also conduct confidence runs on seven specified generators/APUs listed in the SOW table. Critical to this effort is the risk mitigation clause: if the proposed modification does not return the machine to fully operational status meeting OEM operating requirements, the visit will be at no cost to the USCG. The OEM shall invoice only for approved completed actions. The firm-fixed-price listed in the schedule includes all on-site hours, travel, lodging, and related costs. Statement of Work (SOW) Aircraft Electrical Component Test Stand (AECTS) Upgrade
1.0 General
1.1 Background
The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Industrial Operations Division (IOD) has a requirement for the Upgrade to Redesign the Obsolete Analog I/O of the Aircraft Electrical Component Test Stand (AECTS) (Model Number: 101990-P31, Serial Number 101990-P31-
001) located in Building Sixty-Three (63), Avionics Shop 242. This machine is responsible for testing Auxiliary Power Units (APUs) and Generators for the MH65, MH60 and HC144 USCG aircraft.
Certified technicians from the Original Equipment Manufacturer (OEM), Testek Solutions, attempted to test, repair, and calibrate the equipment under purchase orders 70Z03825PK0000003 (January 2025) and 70Z03825PK0000006 (April 2025); however, attempts at repairs were unsuccessful. The inability to repair and calibrate the equipment is due to an obsolete circuit card.
As a final attempt to restore functionality, the OEM has recommended upgrading the system to utilize a non-obsolete analog I/O communication. While Testek Solutions has conducted internal testing and believes this upgrade should resolve the issue, it is important to note that this solution has never been implemented on any of the OEM’s equipment and remains unproven for this specific test stand. There is an inherent risk associated with pursuing this upgrade; therefore, if the proposed modification does not provide the required outcome this visit will be no cost to the USCG.
2.0 Requirements
The OEM shall perform and implement an upgrade solution to 101990-P31-001 to modify the system to use a non-obsolete analog I/O communication per the OEM’s quote number 13340. Upgrade includes the new analog I/O card, on-site installation/debug and engineer/software development required, confidence runs and calibration of the AECTS, Model Number: 101990-P31, Serial Number 101990- P31-001 to return this machine to a fully operational status to meet OEM operating requirements.
The OEM technician(s) shall be certified and capable of completing the required taskings outlined in this SOW. If the Government becomes concerned with the performance and/or capabilities of the OEM technician during the execution of this Purchase Order (PO), the OEM will be required to provide a replacement technician at no additional cost to the Government.
The OEM shall furnish all materials, parts, tools, and labor necessary to fulfill the requirements of this PO. All taskings will be performed at the ALC facility. The AECTS is located at the following address:

The OEM shall provide a Certified Technician(s) for up to five (5) days at ALC to perform upgrade, calibrate the AECTS IAW OEM specifications, and conduct confidence runs. The firm-fixed-price listed in the schedule includes new analog I/O card, on-site installation/debug and engineer/software development required, support during all confidence runs, travel time, on-site hours, lodging, travel (air or local transportation), and any other travel costs. The Testek technician(s) shall provide all tools and test equipment required to perform the testing, repair and calibration services. The OEM is NOT authorized to exceed five (5) workdays without prior written approval from the Contracting Officer via a modification to the PO.
In addition to testing, upgrading and calibrating the AECTS listed above, the OEM will perform a confidence run after calibration on each of the Ready for Issue (RFI) generators listed below in accordance with referenced manuals to ensure calibration accuracy.
The OEM shall calibrate and certify the AECTS, Model Number: 101990-P31, Serial Number 101990- P31-001 prior to departing. Upon successful calibration, an OEM calibration / certification sticker shall be placed on the equipment and include certificate number, name or initials of person performing the calibration, calibration date, instrument manufacturer, instrument model and serial number.
The OEM shall also provide a written certificate of calibration for the AETCS and include the certificate number, name or initials of person performing the calibration, calibration date, instrument type, instrument manufacturer, instrument model and serial number, services and adjustments performed, calibration results and a description of calibration. Certificates of Calibration shall be delivered within thirty (30) days of the last day of the visit and shall be emailed to Contract Specialist, Denise.J.Bulone@uscg.mil and mailed to:

The OEM’s representative(s) shall travel to ALC to perform services based on a mutually agreed schedule. The OEM’s representative shall perform all work between the hours of 7:00 a.m. and 3:30 p.m. ET, Monday through Friday (excluding Federal holidays). The OEM’s technical Point of Contract (POC) for this effort is Ms. Delilah Montfort. She can be reached by phone at (252) 335-6701 or by email at Delilah.E.Montfort@uscg.mil. The backup POC is Mr. Robert Luton. He can be reached by phone at (252-335-6248) or by email at Robert.E.Luton@uscg.mil.
3.0 Government Acceptance
3.1 Prior to the OEM’s final departure from the ALC facility, the OEM shall contact ALC POC(s) to provide documentation, reporting, and test reports, as means of proof, that the Generator Test Stand approved upgrade action(s) is/are completed.
3.2 Once the Government has determined the Generator Test Stand, via in-person and through the provided Notification of Services Rendered Form, the ALC POC(s) will provide the OEM confirmation that all the required approved upgrades have been accomplished and will approve final departure.
3.3 The OEM shall only invoice for the approved completed actions in the PO if the proposed modification returns this machine to a fully operational status. If the proposed modifications do not provide the required outcome, the visit will be at no cost to the United States Coast Guard.

5.0 Quality
5.1 Quality Control
The OEM is required to maintain a quality system. The OEM is responsible for performing or assuring all inspections, tests, and calibration necessary to ensure that the goods or services furnished conform to the Government’s requirements. The OEM shall take prompt action to correct conditions that have or could result in goods or services that do not conform to contractual requirements. Records of conformance shall be maintained on file at the OEM’s facility and made available or provided for review by the Government upon request. The Government reserves the right to conduct surveillance at OEM’s facility to verify the existence, adequacy and effectiveness of the quality system. Upon request of the Government, the OEM(s) shall forward a copy of their quality control manual for review.
5.1.1 The OEM shall, immediately upon discovery, notify and disclose conditions to the Contracting Officer of any event, supply change, material change, supply malfunction, counterfeit/suspect parts or materiel, defect or non-airworthy condition of any product or component found to potentially cause a non-conformity to the original specifications of this contract. The Government reserves the right to inspect any non-conforming product or component. Therefore, the OEM shall obtain approval from the Contracting Officer prior to the disposition of any non-conforming product or component.
5.1.2 The OEM’s quality control manual shall address in detail the OEM’s risk management, test, inspection, non-conforming product and counterfeit/suspect parts processes.
5.1.3 The OEM shall immediately notify the Contracting Officer of any changes that potentially have an impact on the product. Changes may include but are not limited to products, processes, materiel, supplier sources, manufacturing facility location and personnel qualifications.
5.1.4 Upon notification of the change, the USCG will approve or deny the change. Facility location changes may require the Government to perform a facility inspection. The OEM shall allow the Government access to all applicable areas of the OEM’s facilities to ensure compliance with contractual requirements. In the event that the change is not approved by the USCG, the contract, delivery order or task order may be cancelled or terminated IAW FAR regulations.
5.1.5 The OEM shall retain all records IAW FAR 4.7 OEM Records Retention. The OEM shall be required to permit Government access to applicable records retained at any level of the supply chain.
5.1.6 Unless otherwise specified, the OEM shall flow down all requirements in this PO to their supply chain, to include all subcontractors and suppliers.
6.0 Warranty
The OEM’s standard warranty for repair/overhauled items will apply.
7.0 OEM Personnel
7.1 Qualified Personnel
The OEM shall provide qualified personnel to perform all requirements specified in this SOW. The OEM shall be an authorized distributor of the OEM and shall be authorized by the OEM to perform the maintenance, repair, and calibrations on the listed equipment.
7.2 On-Site Visits
All on-site visits will be coordinated with the technical POC. The OEM shall ensure that the contractual required level of support for this requirement is maintained at all times during the onsite visit.
7.3 OEM Representative
The OEM shall provide a single POC that shall be responsible for all OEM work performed under this SOW. The OEM shall provide the name of the POC and the name(s) of any alternate POCs authorized to act for the OEM in the absence of the primary POC before the start of performance. The primary POC and all designated alternates shall be able to read, write, speak and understand English.
7.4 Identification of OEM Employees
The OEM shall ensure all employees present a professional appearance appropriate for the position held.
All OEM personnel shall be identified by a distinctive nameplate, emblem, or patch attached in a prominent place on an outer garment so as not to present a Foreign Object Debris (FOD) hazard and clearly identifying the employee as a representative of the contracted firm.
8.0 Policies and Regulations
8.1 Compliance with Local Regulations, Instructions, Directives OEM personnel shall comply with all local base regulations, instructions, directives, orders, and special procedures as promulgated by the Commanding Officer, USCG Base Support Unit (and all tenant commands), Elizabeth City, NC.
8.2 Removing Employees for Misconduct or Security Reasons
The Contracting Officer may direct the OEM to remove any OEM employee from USCG facilities for misconduct or security reasons. Removal does not relieve the OEM of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the OEM with a written explanation to support any request to remove an employee.
8.3 Tobacco Policy
The USCG prohibits the use of smoking tobacco and smokeless tobacco in the workplace to protect the health of all its workers. The workplace includes any area inside or outside of a building or facility under the custody and control of the USCG where work is performed by active duty personnel, civilian employees, or personnel under contract to the USCG. The use of tobacco is prohibited in all USCG Government vehicles (including Cushman type), in all USCG aircraft, floating unit, or any other aircraft contracted for use in the USCG. The use of tobacco products (smoking and smokeless) is permitted only in designated areas as defined in USCG ALC Instruction 6280.1 (series). OEMs may only use tobacco products in designated smoking areas and are accountable for appropriately discarding their smoking material and/or spit tobacco. Tobacco spit and residue shall be held in containers with sealing lids to prevent odor and accidental spills and disposed of in a sanitary manner that prevents public exposure.
Employees caught violating the tobacco policy may be subject to immediate removal IAW section 9.2.
8.4 Environmental, Safety, And Occupational Health (ESOH)
The OEM is solely responsible for compliance with all federal, state and local laws, including but not limited to the Occupational, Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standard 29 CFR 1910 and any ALC Instructions as applicable, and the protection of their employees. Note: ALC Instructions are annotated because many of the USCG/ALC standards exceed the OSHA standard criteria. If a conflict is noted, the most stringent requirement takes precedence. The Government shall assume no liability or responsibility for the OEM's compliance or non-compliance with such requirements. In addition, the OEM is required to flow down the safety requirements/specifications to all subcontracts/subcontractors. Safety requirements listed herein that do not concern OEM’s operations or services shall be considered self-deleting as mutually agreed by the Contracting Officer and the OEM.
8.4.1 The OEM shall ensure their employees are made aware that the performance of these services will occur in industrial areas. The industrial complex at ALC has the potential to expose workers to hazardous materials, which may include, but is not limited to hexavalent chromium, cadmium, beryllium, lead and others. Areas where exposures are expected to exceed the permissible exposure limits set by 29 CFR 1910 Occupational Safety and Health Standards, Subpart Z - Toxic and Hazardous Substances are clearly marked as regulated areas. There may also be contact hazards with these materials during cleanup of dust, metal shavings, etc. The OEM shall ensure proper protective measures are taken to ensure contracted employees are protected from these hazards, including the use of personal protective equipment. While working in regulated areas where the exposure to hazardous dust is expected, the USCG recommends, at a minimum, the use of Powered Air Purifying Respirators (PAPR) with a protection factor of 1000 when exposure levels may reach the OSHA permissible exposure levels.
8.4.2 The OEM shall be subject to safety inspections of its work sites by the Government. OEM safety records shall be available upon request by the Contracting Officer. The OEM shall be liable for, and shall indemnify and hold harmless the USCG against, all actions or claims pertaining to the “personal” safety requirements of employees. The OEM shall provide all personal protective equipment (respiratory protection, hearing protection, gloves, steel-toed shoes, safety glasses, protective clothing, etc.). In addition, the Government is not responsible for medical examinations, hearing testing, substance abuse testing, or any other type of testing for OEM employees.
9.0 Delivery Requirements

10.0 Purchase Order Information

10.2 Hours of Operation
The OEM shall perform all work between the hours of 7:00 a.m. and 3:30 p.m. ET, Monday through Friday (except Federal holidays). However, there may be occasions when the USCG will require the work to be completed during other than normal business hours, including weekends and holidays. In these instances, the USCG will work with the OEM to establish the schedule.
10.3 Inspection and Acceptance Criteria
All work is subject to Government Quality Assurance (QA) review in process and upon completion for compliance with requirements, instructions, specifications, shop practices and procedures. Any work that is considered unsatisfactory shall be corrected at no additional cost to the USCG. Work will not be accepted by the Government until the QA inspector considers all work complete and acceptable.
11.0 Invoicing
11.1 Invoicing Instructions
Unless otherwise specified in the schedule or on individual task orders issues under this contract, the OEM’s invoice shall be submitted IAW FAR 52.212-4 to the designated billing office for payment as noted below. The OEM is HIGHLY encouraged to submit invoices electronically to ALC- Fiscal@uscg.mil.

11.2 Payment Information
All payments will be made electronically IAW FAR 52.232-33. The OEM may submit the invoice once services have been completed. The invoice will not be approved until all services have been received and accepted by the technical POC.
