About this file
This document is a Visitor/Contractor Safety & Environmental Health Brochure issued by the USCG Aviation Logistics Center (ALC) in Elizabeth City, North Carolina. It outlines mandatory safety, health, and environmental requirements for all visitors and off-site contract workers accessing the Base Elizabeth City (BEC) complex.
The brochure establishes comprehensive safety protocols across multiple operational areas. Key environmental requirements include compliance with waste water disposal procedures, mandatory use of Safety Data Sheets (SDS) for all chemicals, restrictions on bringing hazardous materials onboard without prior approval, prohibition on pouring chemicals down storm drains or sewers, air quality compliance requiring approval for any spraying operations, and mandatory recycling programs for cardboard, metals, paper, plastics, and fluorescent lamps. Personal protective equipment (PPE) requirements mandate safety glasses with side shields, protective footwear, and hearing protection in designated areas, with hard hats required in construction zones and hoisting operations. Additional health and safety requirements include mandatory ID checks and visitor badges for facility access, parking restrictions to marked spaces only, prohibition of weapons and smoking outside designated areas, compliance with lock-out/tag-out procedures for equipment, restriction on cellular phone use while operating vehicles, immediate reporting of all injuries and spills to the ALC Safety & Environmental Health Office, and adherence to Foreign Object Damage (FOD) prevention and tool control procedures. Primary employers bear responsibility for implementing worker protection programs and obtaining required permits for confined space entry and hot work operations.
