About this file

This is a Scope of Work document for the South Carolina Department of Public Safety outlining bi-annual comprehensive maintenance, calibration, and repair services for weigh station static scales. The contract requires certified scale technicians to perform preventative maintenance every six months to ensure equipment accuracy, reliability, and compliance with NIST Handbook 44 regulations. The preventative maintenance scope includes static scale cleaning, lubrication of hydraulic and electronic scales, diagnostics of all electronics, comprehensive maintenance of scale systems (load cell base plates, load cells, bumper checking systems, rods, and platforms), instrumentation and peripheral device checks, junction box inspections, and complete testing and calibration using minimum 24,000 pounds of certified test weights for sectional, linearity, and repeatability tests, plus minimum 55,000 pounds for strain load tests. The contract excludes maintenance for damage caused by fire, floods, storms, explosions, vandalism, or similar causes, and does not cover repairs to weigh bridges, steel and concrete decks, or concrete foundations.

Corrective maintenance work is invoiced separately with response time requirements of one hour by phone for all service calls, twenty-four hours on-site for minor failures, and eight hours on-site for major failures. Bidders must submit hourly wage rates for technicians and helpers along with manufacturer parts lists including discounts from list prices for non-preventative work. Successful bidders must provide manufacturer certification of service personnel, demonstrate factory training or three years of experience on specified equipment (WIM equipment, Cardinal Scale axle and truck scales, overhead signalization, and related controllers), maintain a 24/7 technical support line with live representatives, provide remote access capabilities, and submit three references with three years of similar equipment support experience. All service personnel must carry identification and follow OSHA standards and safety policies. The contractor provides a fourteen-day warranty on workmanship and a ninety-day warranty on parts, with service completion requiring removal of all debris, on-site notification, completed service reports signed by state representatives, and digital photographs of scale pits emailed to the facility manager within three days after inspection.
