About this file
This Statement of Work (SOW) details the replacement of two main incoming transformers at the Dayton VA Medical Center (VAMC). The project requires a contractor to replace transformers installed in the late 1980s that are nearing the end of their operational life, with a critical objective of ensuring continued reliable power supply to the hospital. The scope includes comprehensive tasks such as reviewing technical documentation, obtaining necessary approvals, assembling a skilled team of certified electricians and millwrights, and executing a detailed transformer replacement process involving power-down, disconnection, oil drainage, removal of the old transformer, site preparation, and installation of a new 1500 KVA transformer.
Key performance requirements include coordinating with hospital administration to minimize disruption, following OSHA and EPA guidelines, properly handling and disposing of transformer oil, and ensuring no power interruption during the replacement. The project will be monitored by the Contracting Officer's Representative (COR) and Subject Matter Experts (SMEs), with strict security protocols requiring contractor check-in/out and coordination for any equipment energizing or de-energizing. The place of performance is the Dayton VA Medical Center in Ohio, with a 30-day performance period starting after transformer manufacture, and potential for after-hours, holiday, and weekend work to minimize hospital operational disruption.
