SERVICE GENERAL REQUIREMENTS

PART 1 – GENERAL

ITEM 1 – LOCATION AND DESCRIPTION OF WORK

1.1 Background: Located in Northeastern Ohio, Cuyahoga Valley National Park consists of 33,000 acres and is situated along 22 miles of the Cuyahoga River Valley between the cities of Akron and Cleveland.

Cuyahoga Valley National Park is in need of bulk potable water hauling service to (10) locations throughout the park that utilize cisterns to provide water service to facilities, and to fill water buffalos as needed for various events throughout the park.

1.2 Work Covered by the Contract Documents:

A. Project Location: Cuyahoga Valley National Park, 15610 Vaughn Road, Brecksville Ohio 44141

i. Locations are variable.

ii. Water buffalos are moved to event sites by the park as needed.

iii. The park will inform the offeror of the location, the number of water buffalos that will need filled by the offeror.

1. Work consists of: Offeror to provide all labor, materials, tools, supplies, equipment, transportation, and supervision necessary to provide BULK POTABLE WATER to various locations within the 33,000-acre Cuyahoga Valley National Park. Water pickup, transport and delivery shall be in accordance with State Public Heath laws, applicable Ohio EPA regulations (specifically the Clean Drinking Water Act) as well as NPS Reference Manual 83A (RM-83A) (see Appendix A for RM- 83A Manual). Offeror should review and be familiar with the “Special Requirements” section of

RM-83A.

2. Special Instructions: There are 5 locations with blue light indicators; Lock 29, Boston Store, Boston Mill Visitor Center (BMVC), N.D. Ranger Station, and Stanford House. The blue light indicates a certain amount of water is needed, two tanks have a minimum amount, and one tank has a maximum amount.

i. Lock 29: blue light indicates a minimum of 2500 gallons is needed (if contractor does not fill that same day, then more water will be required to fill tank).

Contractor should monitor system to prevent blue light from coming on.

ii. Boston Store: The blue light indicates a minimum of 2500 gallons is needed (if contractor does not fill that same day, then more water will be required to fill tank). Contractor should monitor system to prevent blue light from coming on.

iii. Boston Mill Visitor Center BMVC: The blue light indicates a maximum of 4000 gallons is needed. No more than 4000 gallons will be added after blue light comes on, unless specifically requested by COR (Contract Officer Representative) or USRO (Utility Systems Repair Operator). This system will only be filled after blue light comes on. No other individual is permitted to order more than 4000 gallons of water for this system. This is a special tank with a secondary compartment that will flood if more than 4000 gallons are added to main tank after the blue light comes on. If main tank is flooded out this will contaminate the entire 10,000-gallon cistern. If contractor mistakenly floods the BMVC cistern they must immediately notify the following people in this order: # 1.

Cuyahoga Valley Communication Center. Contractor will call these people in order until they speak to a person and notification is given. Phone numbers will be issued after contract is awarded

3. Standard operating procedures for the blue light: When blue lights come on, the contractor will normally receive a call from our communication center and the contractor will respond. Contractor must follow the filling guidance for Boston Mills Visitor Center, all other locations can be topped off and should be monitored by contractor on a regular basis as per this Statement of Work.

4. Additionally: Contractor will take residual chlorine levels at filling station before filling bulk water truck. Chlorine levels must be between .2 mg/l (.2 PPM) and 1.0 mg/l (1.0 PPM) no more or no less. These samples will be documented in the form attached, kept in the water hauling truck and be available to National Park Service employees upon request. Documentation will include but not limited to date of sample, location of sample, free chlorine residuals, delivery site and initials of person taking the residual test. Full form is located in section 10.3 under Special Requirements.

5. Delivery Requirements: Offeror shall take same-day delivery requests until 3:00 PM Eastern Monday through Friday and until 12:00 PM Eastern on Saturday and Sunday. An order placed on or before these times shall be filled the same day the order was placed. Water pickup, transport and delivery shall be in accordance with State Public Health laws, applicable Ohio EPA regulations (specifically the Clean Drinking Water Act) as well as NPS RM-83A. All tanks are on paved surfaces. The offeror has access to deliver water to the site at any time; park personnel is not required to be present or provide access.

6. Special Requirements: The Park will do random tests for water quality. If any site fails, the offeror and the Park personnel will meet at site for further inspection and remedy.

7. NPS RM-83: The most pertinent information relating to this contract is listed in Section 10.0 POTABLE WATER HAULING page.

8. Estimated Usage: The park anticipates using approximately 90,000 gallons per year.

9. Invoicing Information:

Offeror may invoice a maximum of one time per month. The invoice shall reflect all charges for all locations for the given month on a single invoice. Invoices MUST CONTAIN the following information for payment.

i. When and where each load was picked up.

ii. When and where each load was delivered.

iii. A record of all chlorine residual tests.

iv. A record of types and quantities of any chemicals added to the load if applicable. (Sodium hypochlorite, etc.)

v. A maintenance record for the tank and equipment showing method and frequency of cleaning.

B. All work will be performed under a single contract.

ITEM 2 - CONTRACTOR’S USE OF PREMISES

2.1 Conduct of Operations: At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.

A. No signs or advertisements (except those specified herein and as required for safety) shall be displayed on the site or within the park unless approved by the Contracting Officer.

B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.

C. Public Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.

2.2 On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.

A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the CO and COR. Submit requests for work outside of the stated normal business hours to the CO and COR for approval at least 48 hours in advance of the work.

The following Federal holidays are observed by the National Park Service:

B. Note: Any of the above holidays falling on a Saturday will be observed on the preceding Friday;

2.3 Contractor Use of Site:

A. General: Contractor shall have limited use of the site. Do not disturb portions of site beyond areas in which the work is indicated.

B. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances.

C. Security and Protection facilities: .

1 Environmental Protection: Provide protection, operate temporary facilities, and conduct work in ways and by methods that comply with state and federal environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.

2 Cleaning of Equipment: The Contractor shall ensure that prior to moving on to the Project Area, all service equipment, is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Disassembly of equipment components or specialized inspection tools are not required.

2.4 Storage – N/A

2.5 Preservation of Natural Features: N/A

2.6 Hauling Restrictions: Contractor to verify path to site and meet state and county road requirements and height restrictions for all park work/access.

2.7 Housekeeping:

A. Keep project neat, orderly, and in a safe condition at all times.

a. Dispose of waste materials and recycling legally outside the park. The contractor shall not use park dumpsters

b. Address Recycling: Government goal is to salvage and recycle as much nonhazardous waste as possible. Use sustainable methods to extent possible during this project, recycling material as is probable with local means. Maintain accurate documentary records for submittal of all recycled materials used including fly ash and slag cement.

2.8 Photo Documentation: N/A

2.9 Fire and Life Safety:

3 Comply with the requirements of NFPA.

4 Store and handle hazardous materials in accordance with manufacturer’s and OSHA 29CFR1926 Subpart D requirements 1926 | Occupational Safety and Health Administration (osha.gov).

Maintain readily available, on site, MSDS/Safety Data Sheets (SDS) for each chemical.

ITEM 3 - EXAMINATION OF THE SITE

3.1 All interested contractors are urged to visit the job site and examine existing conditions before submitting quotes. Contractors will be expected to complete the work as quoted.
