About this file

This Statement of Work details requirements for a Wrong Way Detecting System to be installed at Division Street Gate and Pass Road Gate for the Department of the Air Force. The system is needed due to increased "gate runner" activity across DOD installations, requiring enhanced detection capabilities at Installation Entry Control Points (IECP) outbound lanes.

The contractor must provide and install a wrong way detection system using either radar or in-ground loop detector technology coupled with LED warning lights and speakers. Key requirements include: ability to detect vehicles as small as motorcycles, thermal or radar capabilities for wrong-way entry detection, audible alarms loud enough for all personnel to hear, illuminated visual warnings readable from 30 feet away, operation on commercial power with possible solar backup, and equipment rated for sub-tropical temperatures and high winds. The system at Gate 7 (Pass Road) must be relocatable due to planned gate overhaul. The contractor is responsible for installation, configuration, functionality testing, and providing standard warranty and maintenance.

STATEMENT OF WORK

Wrong Way Detecting System

Reason for Purchase: Currently our Installation Entry Control Points (IECP) do not have wrong way detection systems. With a noticeable increase in “gate runner” activity across the DOD, it is imperative that all installation’s outbound lanes possess these alert instruments. The system is designed to enhance detection capabilities for both vehicles and personnel, who attempt to make access through the outbound lanes. Security Forces’ main objective is to harden base defenses at their most vulnerable spots and give every advantage to Airmen posted at the gates; the first line of defense. Denying ourselves every capable measure to prevent someone from breaching through the installation perimeter could lead towards a catastrophic failure for the mission. Base security is our number one priority!

Looking to Purchase: A wrong way detection system for Division Street Gate and Pass Road Gate.

Salient Characteristics:

Contractor will provide all necessary supervision, labor, travel, materials, tools, equipment, accessories and other items necessary to safely complete the installation of all acquired components to Air Force standards that will annunciate via outside speaker system, a vehicle attempting entry in the outbound lane. Wrong-way detection: Radar system or in-ground loop detector system coupled with a driver notified LED light to flash wrong way when activated.

Must include annunciating from speaker.

‐ Designed for a manned access point ‐ Provides advanced warning of potential threats ‐ Gate 7 (Pass Road) will be receiving an overhaul, system installed here must have the ability to be moved and installed once the new gate is operational.

‐ Works off of commercial power, possibly having solar as a backup ‐ Items must be rated for sub-tropical temperatures and be able to withstand high winds.

‐ Detects vehicles attempting to enter the access control point the wrong way in traffic flow outbound lanes utilizing Thermal or Radar capabilities ‐ Can detect a vehicle as small as a motorcycle ‐ Immediately sounds an audible alarm for wrong way entry detections. This alarm must be loud enough for all personnel working inside or outside of the access control facility to easily hear it

‐ Displays a visual warning to personnel at the access control point. This visual warning indicates wrong way detection o Visual warnings must be illuminated for nighttime operation o Visual warnings must be able to be clearly read from a minimum distance of

30 ft

- Contractor will complete installation, configuration, and functionality check

- Contractor will provide standard warranty and maintenance
