STATEMENT OF WORK

Repair Generator and Transfer Switch, B10

TRAVIS AFB CALIFORNIA

XDAT # 23-1022

14 May 2024

1 SCOPE OF WORK

This project is design-build. The contractor (Ktr) shall provide 35% design services for the design and construction necessary for the ktr to construct a usable concrete pad and electrical distribution service that complies with NFPA, UFC, ETL, IBC codes and industry standards. Any work not specifically covered by the specifications shall comply with listed standards under Section 6 Governing Codes. The ktr shall have approved drawings and submittals for all material prior to any new work or installation of equipment, including accessory items. Work shall comply with environmental laws and regulations, including abatement of any hazardous materials. Travis Air Force Base (TAFB) Specification Section 01000 and 01 56 00 have been provided for reference. The performed tasks shall be based on the project description and other data furnished in this SOW.

1.1. DESIGN

1.1.1. DESIGN SUBMITTAL (35 PERCENT):

The ktr shall develop the preliminary design phase (35 percent design completion) to include the following:

Drawings: Developed site plans, floor plans, elevations, and sections. Single line schematic drawings for electrical and a panel schedule.

Design Analysis: A design narrative and analysis including code analysis by each discipline (civil, architectural, structural, mechanical, electrical, etc.).

Specifications: The ktr shall provide a list of technical specification sections which are applicable and identify major work requirements to include equipment. Provide 1 hard copy of specifications printed on both sides of paper.

Cost Estimate: Three electronic copies of an updated itemized cost estimate and value engineering considerations shall be furnished by the contractor. The estimate shall be summarized by major work categories and shall include unit man-hour labor and material estimates. A MS Excel version of AF Form 3052 is available from the CE Project Manager.

Catalog Cuts: Electronic copies of catalog information or manufacturer’s data for materials and equipment used as the basis of the design and specifications.

Meeting Minutes: The ktr shall submit meeting minutes of all design review meetings and meetings with government personnel.

1.2. CONSTRUCTION TASKS

1.2.1. ELECTRICAL PANEL

Power Outages: Power outages shall be kept to a minimum and the total number of outage days shall not exceed 15 days.

Main Panel: B10 does not currently have a main circuit breaker and the building panel is directly fed from the pad mount transformer that is owned by City Light & Power (CLP). CLP is the electric utility provider and coordination shall be done through CLP for B10 Power Outages. The existing main panel shall be demolished and replaced with new panel. The new panel shall house a new B10 main circuit breaker and the ktr shall reconnect the meters to the bus for the existing meters.

Line Side Conductors: The ktr shall use the existing conductors from the pad mounted transformer feeding building 10. Building 10 As-Builts, page E-16, describes the conductors from the transformer to B10 as 3(4# 500KCMIL). The ktr shall verify the conductor size and size the circuit breaker according to the maximum allowable current for the existing conductor quantity and size not to exceed 2200 Amps.

Load Side Conductors: The ktr shall install load side conductors of the same amperage rating as the line side conductors and attach them to the existing main sub panel.

The ktr shall ensure the new main panel and existing sub panel fit seamlessly next to each other so no exposure of the switchgear insides is exposed.

Fire Pump Controller: The existing fire pump is connected via a breaker on the main sub panel and is not to code. The ktr shall bypass this breaker and relabel the breaker as “spare” and shall directly connect the fire pump to the line side of the newly installed main breaker per NEC requirements.

1.2.2. Automatic Transfer Switch (ATS)

ATS: The ktr shall replace the existing ATS in accordance with UFGS-26 36 23 with the following specs: 208VAC, 3-phase, 4-wire, 600 amp, 60Hz, 65 KAIC. The ATS shall have a test button for functional testing. ATS shall conform to NFPA 110 and be tested in accordance with applicable requirements of NEMA ICS 2, UL 1008 and UL 1066.

ATS Brand: The ktr shall replace the existing ATS with a Cummins brand ATS in accordance with the 60 CES Maintainability & Durability List. 60 CES Power Production as specified to use Cummins brand ATS only for Travis AFB.

System Annunciator: The ktr shall remove and replace the ATS system annunciator located in the B10 CAB with visual indicators. At a minimum, the system annunciator shall indicate the status of sources available, switch position, switch in test mode, and failure of communication. The system annunciator shall be used for indication only and provide remote controls to the ATS. The existing system annunciator may be reused if compatible with the new system.

1.2.3. Generator

Generator: The ktr shall replace the existing indoor generator with a like model to the same specifications of the existing generator at 175kW, 219KVA, 120/208VAC, 60Hz. 60 CES Power Production as specified to use Cummins generators only for Travis AFB. The ktr shall replace the existing generator with a Cummins brand generator in accordance with the 60 CES Maintainability & Durability List.Main

Generator Brand: The ktr shall replace the existing generator with a Cummins brand generator in accordance with the 60 CES Maintainability & Durability List. 60 CES Power Production as specified to use Cummins brand generators for Travis

AFB.

Conductors: The ktr shall reuse existing conductors connected to the existing generator since the generator power output is not changing.

Exhaust: The ktr shall connect the exhaust ventilation system as to vent in the incoming and outgoing air in the same manner as the previous generator.

Training: ktr shall provide training to 60 CES Power Production shop on the function and use of the generator and ATS system.

BAAQMD permit requirements: The ktr shall adhere to the below requirements for BAAQMD permit.

1. Comply with the Bay Area Air Quality Management District (BAAQMD) requirements.

2. Obtain an Authority to Construct and Permit to Operate from the BAAQMD for the new generator.

3. Prepare and submit the permit application for the new generator to the BAAQMD. The permit application shall be coordinated with 60 CES/CEIE for review prior submitting to the BAAQMD.

4. Courtesy copy with 60 CES/CEIE when submitting the application.

5. Pay for the BAAQMD permit application fees.

6. Provide a copy of the Authority to Construct and Permit to Operate to 60 CES/CEI for review as soon as received from the BAAQMD.

7. Meet the BAAQMD permit requirements without additional add on emission abatement devices to the new generator.

8. Notify 60 CES/CEIE prior to remove the existing generator.

9. Courtesy copy with 60 CES/CEIE when submitting the new generator initial Start-up Notification to BAAQMD.

1.2.4. System Verification

Testing: The ktr shall perform a full system of the generator and ATS with the Travis

AFB 60CES Power Production section as witness. A grid failure shall be simulated to ensure the generator and ATS function as intended and provide backup power to building 10 in a timely manner.
