Repair Generator and Transfer Switch, B10
RFI Answers
1. Can COR provide picture of the inside of the 2 section of the Main Switch Board and
Transfer Switch; this was mentioned during walk through?
a. 10 pictures of the electrical panels are attached. The request for pictures was sent to Power Pro for the ATS.
2. Can COR provide as built drawings of the Switch Gear and One Lines; this was also mentioned during walk through?
a. Attached 3 as-built drawings that should provide much more information. If other information is needed that could be in other drawings, please let us know. I am limited by email attachment size, so I sent the most relevant drawings
3. Can COR provide picture of Annunciator Mounting; this was also mentioned during walk through?
a. Annunciator Picture attached
4. Can COR provide cost and normal length of time for BAAQMD permit?
a. From 60 CES Environmental: estimated cost is $3,000.00, permit takes 3 months depending on how responsive the permit submitter is responding to the
BAAQMD office. Correspondence is done over email.
5. Main Panel: The existing main panel shall be demolished and replaced with new panel.
Fire Pump Controller: The ktr shall bypass this breaker and relabel the breaker as “spare” and shall directly connect the fire pump to the line side of the newly installed main breaker per NEC requirements. If we are to demolish and replace with new two sections of main panel; would this not be redundant or is only one section to be replaced?
a. This would be redundant and the fire pump breaker would no longer be needed or labeled as spare if the entire panel is removed and replaced.
6. By arriving early a leaving late to avoid traffic and more home time, will the COR accept
4 x 10 hour days?
a. From a PM standpoint, as long as the total outage for the building does not exceed
15 consecutive days as stated in the SOW then this acceptable.
7. It appears that the existing concrete pad is in good repair and would support the new switch gear. Is there a reason why the US Air Force would want it replaced?
a. The concrete statement can be ignored. When the project was in CE Ops, the original plan was to have the switchgear outside. This has been changed.
8. SOW calls for brand name “ Cummins” do you accept equal product?
a. No, this requirement was set by the shop that will maintain the generator and ATS.
9. Is there as built plan and information about existing equipment? One page as built provided in RFP shows only Transformer.
a. Attached 2 as-built drawings that should provide much more information. If other information is needed that could be in other drawings, please let us know. I am limited by email attachment size, so I sent the most relevant drawings.
10. Do we need stamped design drawings for concrete pad and electrical by registered
Engineers?
a. The electrical yes. The concrete verbiage used was from the previous plan of moving the main panel outside which would have needed a cement pad but now the plan is to replace it in the same location
11. Do we need 35%, 65% and 100% design drawings? SOW calls for only 35% design submittal.
a. This project only goes to a 35% design
12. SOW requires Cost estimate as part of 35% design. Do you need independent cost estimate by third party or in house estimate is acceptable since this is after award design.
a. That can be done in house
13. RFP Calls for NAICS code 238210 and a completed past performance with same NAICS code. We have completed electrical with similar SOW under NAICS code 236220. Do you accept past performance with other NAICS code?
a. Yes
