Project Moscow Fire Alarm System Inspection

General Information

1.0 Scope of Work

Inspect and test all components of fire alarm system to ensure all existing alarms are compliant with NFPA 72, the National Fire Alarm and Signaling Code. Identify any areas of the system that are in need of repairs or replacement.

2.0 Background

Annual Inspection of the fire alarm systems originally installed by Fisher Systems in 2023 in both the Moscow main building and in the rain lab.

Contractor Requirements

3.0 Technical Requirements / Tasks

• Inspect and test all components of the fire alarm system in the main building. Inspection and tests will include but are not limited to the following:

o Fire alarm control panel – lamps/LED’s, fuses, primary power supply, trouble signals, disconnect switches, ground fault monitoring o Batteries o Annunciators (1) and zones o Strobes (19) and Horn strobes (19) o Smoke detectors (45) and Heat detectors (13), devices are cleaned and tagged as required for record-keeping o Door holders (8) o Pull stations (10) o Output relays and activations o Flow switches, tamper switch, and low-pressure alarms o Supervised control valves and switches o Elevators o Off premises monitoring

• Inspect and test all components of the fire alarm system in the rain lab. Inspection and tests will include but are not limited to the following:

o Fire alarm control panel – lamps/LED’s, fuses, primary power supply, trouble signals, disconnect switches, ground fault monitoring o Batteries o Strobes (1) and Horn strobes (5) o Heat detectors (13), devices are cleaned and tagged as required for record-keeping o Pull stations (5) o Output relays and activations o Flow switches, tamper switch, and low-pressure alarms o Supervised control valves and switches o Off premises monitoring

• Provide written inspection form to the Contracting Officer’s representative (COR), Linda Bovard, and review any repairs needed.

4.0 Government Furnished

The COR or facilities person, Jesse Willard, will provide the contractor access to the Moscow main building and to the rain lab.

Temporary access cards may be issued to contractor personnel so that they may re-enter these buildings as needed for the performance of the inspection. The COR will review the final inspection report with the contractor.

Access to the buildings is available Monday through Friday from 9:00 a.m. to 5:00 p.m. with the exception of Federal Holidays.

5.0 Deliverables / Schedule

2 Fire Alarm Inspection – Rain Lab

6.0 Travel

Contractor will be required to travel to the Moscow Forestry Sciences Laboratory located at 1221 S. Main Street, Moscow, ID to conduct the inspection and testing of the fire alarm system.

7.0 Contractor’s Key Personnel

Skills required for successful performance of the contract:

A thorough understanding of NFPA72, the National Fire Alarm and Signaling Code is needed as well as knowledge of all components that comprise a commercial fire alarm system.

8.0 Security Requirements

Technicians may be issued temporary site access cards to be able to access the main building and the rain lab. Passes will be limited in number and only issued to key personnel. All passes must be returned to either Jesse Willard or Linda Bovard, at the end of each day.

9.0 Data Rights

The contractor must provide a written inspection report to the COR at the end of the inspection period detailing each item/area inspected. The report must detail any inspection failures or need for system repairs.
