Statement of Work
Building 154 UPS Replacement
USDA, Ames, IA
5/3/23
Background:
The Central Utility Plant (Building 154) currently has (2) two Toshiba UPSs located in the server room of building 154 that provides 15kVA of total battery backup power to panel E-PP-3 in case of a power outage. Panel E-PP-3 serves critical systems and building automation panels in Building 154. This Toshiba UPS was installed in 2004 and needs to be replaced due to the difficulty in acquiring replacement parts and overall reliability. This backup power system is wired so that in the event of a failure of one of the two UPSs, the other will automatically switch closed and assume the load. New system will be wired in the same configuration.
Project Requirements. The Contractor shall provide all labor, conduit, conductors, fittings, equipment, mounts, devices, accessories, transportation, and storage as required to perform all work in accordance with these specifications. Work includes but is not limited to the following:
• Furnish and install temporary electrical connections to panel E-PP-3 to keep this panel energized while the UPSs are replaced.
• Upgrading the existing Cutler-Hammer panel labeled E-PP-3 from 60A to 100A (or approved equivalent) to support the new 20kVA UPSs.
• Disconnect, remove, and properly dispose of both existing Toshiba 15 KVA UPSs and all associated equipment and components.
• Install and energize a new, Energy Star certified, 20 KVA redundant, double conversion UPS per this statement of work.
• Connect new UPS system to our building automation system, Metasys for general alarm monitoring.
1. Connection and Disconnection of Temporary Connections to panel E-PP-3.
The Contractor shall install sufficient temporary electrical equipment, conductors, and connections to keep all the existing utility plant equipment and components energized from electrical panel E-PP-3 operational during the removal of the existing UPSs and the upgrade of panel E-PP-3. See the attached drawings/pictures for the locations and descriptions.
The Contractor will furnish and install correctly sized and phased conductors, connectors, fittings, and equipment per NFPA 70 to bypass the existing UPSs prior to removal of the existing units and their respective battery banks and associated cabinets. Existing wire size and conduit size is depicted on the drawing set.
The Contractor shall disconnect all temporary electrical connections and associated components per NFPA 70 once the new UPSs and electrical panels have been installed and upgraded.
Contractor shall seal and repair any penetrations caused from the temporary connections.
The Contractor will coordinate and schedule all shutdowns with the Contracting Officer’s Representative (COR) at least 4 weeks before the need for a shutdown. The Contractor will make all switch overs and shutdowns after 4:30pm on weekdays or on weekends. Outages will be no longer than 1 hour in length.
Durations to be coordinated with COR beforehand. Flexibility of outage length will depend on which circuit or piece of equipment that needs to be disconnected and temporarily connected.
2. Upgrade panel E-PP-3 from 60A to 100A.
Contractor shall remove the 208Y/120 volt, 60A, 36 circuit panel, labeled E-PP-3.
Contractor shall furnish and install a new 208Y/120 volt, 100A panel with the equal or greater number of circuits in the same location as E-PP-3.
Replacement of internal panelboard components shall be allowed over replacement of entire electrical panel. Contractor may use existing enclosure of E-PP-3.
3. Replace 60A, 3 pole breaker in E-PP-1
Contractor shall replace the 60A, 3 pole breaker located in E-PP-1 with a compatible 100A, 3 pole breaker to feed the new 100A electrical panel, E-PP-3.
4. Disconnect and Remove Existing Toshiba UPSs.
The Contractor shall disconnect the existing Toshiba UPSs and then make necessary temporary connections to allow back up protection of the circuits in E-PP-3 during the replacement of the UPSs.
The Contractor is allowed to use the new UPSs to back up these circuits if needed.
The Contractor will remove and dispose of both Toshiba UPSs and all associated components, batteries, rack/cabinet(s), etc. once the new UPSs are installed and operational. Disposal of the Toshiba UPSs shall be in accordance with federal, state, and local rules and regulations.
The Contractor will remove and dispose of all components, anchors and/or other hardware that were specific to the UPSs that were removed. The Contractor may leave in place any anchors and/or other hardware that will be used to mount the new UPS and its associated components.
The Contractor will appropriately patch all anchor holes in the floor and walls left from the removal of the existing UPSs to match existing construction and finish.
The Contractor will do a general cleaning of the UPS’s area floor prior to placing the new UPSs in place.
5. Install New UPS.
The Contractor will furnish, install, and energize the new UPS system and battery racks at the location shown on the drawings.
The Contractor will furnish, install, connect, and energize a new, Energy Star certified, 20 kVA redundant, double conversion UPS system at the location where the Toshiba UPSs were removed. See the specifications for unit requirements for this project as well as the following. The unit will have a communication card and most current software/firmware. The batteries will be capable of sustaining the load for 20 minutes.
References in specifications to any brand name equipment or material shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may submit proposed equal equipment and/or materials for Government consideration during the pre-bid submittal process of the contract.
When the contractor requests approval of substitute materials and/or equipment, it shall be understood and agreed that such substitution, if approved, will be made without cost to the government, regardless of changes in connections, spacing, electrical service, and all other appurtenances.
The Contractor will ensure that the new UPS system and all of its components, associated equipment and hardware are securely mounted in place.
The Contractor will energize the new UPSs with temporary feed conductors.
The Contractor shall ensure that the initial startup procedure is performed by an authorized person, designated by the manufacturer of the UPS and that individual shall follow all parallel UPS operation start up procedures as listed in the operations manual and/or user’s guide.
The Contractor will verify that the battery bank is fully charged.
The Contractor will remove the temporary conductors and connect the UPS in line with the permanent power once the equipment and components are verified as operating to the manufacturer’s specifications.
6. Connection to Metasys
The Contractor shall provide all conduits, wiring, cabling, network cards and associated components needed to connect the new UPS system into the existing building automation system, Metasys.
Contractor shall provide an Industrial Gateway card (X-Slot) or equivalent network card to directly integrate the UPS front display information into our building automation system, Metasys, for monitoring of the new UPS system. Display shall indicate the following alarms and conditions:
Battery ON, Battery LOW, Battery breaker, Overload, Overtemperature, Battery Test failed, UPS does not start, Power is not available at the UPS output terminals, UPS does not provide the expected backup time, Check Parallel board, Abnormal output voltage at startup, Selective trip. Alarms and conditions may vary depending on manufacturer.
Specifications for new UPSs:
20kVA UPS, Energy Star certified.
True On-line, Double Conversion 20kVA/18kw, 208V (input/output) 60HZ Parallel Tie Cabinet for (2) 20kVA 9355 UPSs 64 internal batteries total Providing 20 minutes of backup Wired for parallel capability. If one fails, the other assumes the load.
Network card option for building automation connection New make-before-break maintenance bypass switch (ability to bypass UPS for servicing or maintenance).
General Requirements
Work Restrictions & Conditions
The Contractor will make all switch overs and temporary shutdowns after 4:30pm on weekdays or on weekends.
The Contractor will schedule any shutdowns for the switch over at least 4 weeks in advance. The shutdowns will be coordinated with and through the Contracting Officer’s Representative (COR).
The Contractor will also work with the COR if equipment needs to be shifted to remove the existing UPSs or to install the new UPSs. All attempts will be made to minimize any disruption within the facility.
The Contractor will take appropriate precautions to mitigate dust and any damage to the existing building equipment, components, flooring, walls, and door.
The Contractor will furnish (2) two scheduled on-site training and question sessions on the new equipment. Times to be determined and coordinated between contractor and COR.
All other circuits, components and/or utilization equipment, other than what has been documented in this SOW, will be left energized and operational.
The finished product and all of its components shall provide a complete operational and functional system per this Scope of Work and the manufacturer’s specifications.
Anything mentioned in the Scope of Work and not shown on the drawings or shown on the drawings and not mentioned in the Scope of Work, shall be of like effect as if shown or mentioned in both.
The Contractor shall site verify any and all dimensions and shall carefully examine the entire site and building and shall make all necessary investigations to become thoroughly aware of the existing conditions and all difficulties involved in the completion of the work in accordance with the contract documents prior to the submission of bid.
The completed installation shall comply with all applicable provisions of the NEC, Manufacturers Requirements, and the SOW (Drawings and Specifications), enclosed and/or attached.
All work will be performed by qualified personnel, as applicable per manufacturer’s specifications.
Contractor shall verify all equipment is operational and ensure that your quality control inspections and corrections have been accomplished before calling for the final inspection!
Site Security Access
Access to the construction site is controlled by a security fence and visitor/contractor check-in/check-out system. All contractor/sub-contractor employees shall sign in and out at the main site entrance gate and wear a contractor/visitor identification badge at all times while on the site. The ID badges will be turned in at the end of the workday. A current government-issued identification with a picture ID is required for entry. Vehicle badges shall be displayed at all times while the contractor is on site.
Access to each individual site shall be arranged by the Contracting Officer's Representative (COR) according to the schedule submitted by the contractor and approved by the COR. The contractor shall coordinate and schedule his/her work under this contract to cause the least interference with the normal flow of visitor and employee traffic.
Construction vehicles will be allowed access adjacent to the work; contractor employee’s personal vehicles shall be parked in the facility parking lots.
The Contractor shall use only the service roads and access routes approved by the Contracting Officer’s Representative.
Work shall be confined to the areas identified on the Drawings. Unless accompanied by a NCAH/USDA employee, the Contractor, sub-contractors, and their employees shall not enter buildings or facilities not specifically part of this project. Reasons included, but are not limited to, disease control and health requirements.
Additional security requirements may be imposed when the Federal Government raises the Homeland Security Alert Level. Additional directions will be provided if the situation occurs.
Failure to comply with access requirements shall be adequate grounds for removal of the Contractor/sub-contractor employees from the site and barring further site access to individuals.
Work Hours: Regular work hours for the site are 7:00AM to 3:30PM, Monday through Friday, excluding Government holidays. Requests for exceptions to this schedule shall be made in writing forty-eight (48) hours in advance and approved by the Contracting Officer's Representative.
Work Outside Regular Work Hours: Work scheduled outside regular work hours including late hours, Saturdays, Sundays, and Government holidays requires the Contracting Officer’s Representative’s (COR) approval in advance. Make application to the COR at least 5 calendar days prior to such work to allow arrangements to be made by the Government for access to the work area and inspection & monitoring arrangements. Requests shall include the exact dates, hours, location, and purpose of the exception. If approved, the COR will coordinate access with the site security office.
Construct Work in stages to accommodate Owner’s use of premises during construction period.
Coordinate construction schedule and operations with Contracting Officer’s Representative (COR).
Contractor shall coordinate use of premises under direction of the COR. Contractor shall confine construction equipment, storage of materials and equipment and operations of workers to areas permitted by law, ordinances, permits, or requirements of Contract Documents, and shall not unreasonably encumber premises with construction equipment or other material or equipment.
Contractor shall:
� Assume full responsibility for protection and safekeeping of items under this Agreement, stored on site.
� Move any stored items, under Contractor’s control, which interfere with operations of Owner or separate contractor.
� Obtain and pay for use of additional storage or Work areas needed for operations.
� Ensure that any materials that are delivered by FedEx, UPS, etc. are delivered to the jobsite and
NOT to the USDA warehouse dock at Building 24 or to the north warehouse, Building 11. The USDA and/or the COR will not be responsible for receiving any materials destined for the project. USDA reserves the right to refuse any unscheduled deliveries that arrive at either warehouse or at the main gate. Special considerations shall be made with the COR in advance of the delivery.
� Notify the COR of any scheduled deliveries. The COR will add the carrier or company to the visitor’s schedule. Contractor will meet the delivery and escort them to the jobsite.
Owner will occupy premises during the entire period of construction for its normal operations.
Coordinate with Contracting Officer’s Representative (COR) in all construction operations to minimize conflict, and to facilitate Owner usage. Contractor shall at all times conduct its operations as to ensure the least inconvenience to the Owner.
Security Clearance Requirements
Use of Premises
Limit of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the work is approved.
Keep driveways, entrances, walkways, and doorways serving premises clear and available to the Government, employees, visitors, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
Limited parking may be available on the site away from each facility.
The contractor shall provide a list of all staff employees that will be working on the project to the Contracting Officer’s Representative (COR) a minimum of three days in advance. The contractors that will be onsite will be required to provide a valid driver’s license and be a valid United States Citizen to be able to access campus.
Once onsite, contractors will be escorted by a USDA employee to the location of the work and will be escorted at all times while onsite.
Adherence to Security Policies and Procedures
The Contractor shall adhere to all Site, APHIS and USDA security policies and procedures including Code of Federal Regulations Requirements, Standard Operating Procedures, Security Directives, Security Procedures, General Orders, Post Orders and any applicable Government Policies and Procedures.
Failure to adhere to or violation of any above listed requirements, procedures, directives, orders and/or policies may result in criminal prosecution or contractor representative or contractor employee (violator) removal.
Intent of Contract Drawings
Government provided drawings, henceforth referred to as “Contract Drawings”, do not attempt to show complete details of building construction that may affect installation. Government provided diagrams of proposed systems are for reference only and do not necessarily show physical arrangement of all equipment and/or maximum number of devices. Minimum system requirements are shown.
Devices are shown diagrammatically only. System layout does not necessarily show maximum number of system components and should not be used for obtaining quantities for linear runs of conduits and wires. The contractor shall provide all conduits and wire wherever needed to complete installation of specific equipment required and provided by the Contractor.
Locations of existing and Government concept devices are approximate and may be distorted for clarity in representation.
Regulatory Requirements
The equipment materials, installation, workmanship, and operation shall conform to the most stringent applicable requirements of the most recent editions of the associated publications, in the below section and in the attached specifications unless otherwise noted:
National Fire Protection Association (NFPA) NFPA 101 – Safety to Life from Fire in Buildings and Structures.
NFPA 1 – Uniform Fire Code NFPA 5000 – Building Construction and Safety Code Underwriters Laboratories, Inc. (U.L.)
Appropriate U.L. Standards State and Local Building Codes as adopted by the Authority Having Jurisdiction (AHJ).
The Uniform Federal Accessibility Standards (UFAS) Occupational Safety and Health Administration (OSHA) Architectural Barriers Act (ABA) Equipment Manufacturer Printed Instructions NFPA 70 -- National Electric Code (NEC) Energy Star Certification
Coordination
The contractor shall coordinate all work with the Contracting Officer's Representative. In general, Owner will need a minimum of four (4) weeks’ notice to prepare spaces and remove existing cabinetry, equipment and furniture located on floor in preparation for contractor to come in and complete work.
The contractor shall submit an installation schedule for review and approval by the Contracting Officer's Representative within ten (10) days of task order award.
The contractor shall be solely responsible for coordinating work with all sub-contractors and ensuring that all items of joint use in conjunction with installations are completed.
Special Provisions
The Contractor shall confine all operations to within the work limits of the project and exercise special care to maintain natural surroundings undamaged. All surfaces that have been altered for the installation of the new Uninterruptible Power Supplies (UPSs) shall be refinished to match original condition by skilled personnel of the trades involved at no additional expense to the Government.
Finished surfaces of existing facilities that are affected, marred, scratched, or damaged by the contractor shall be refinished to match original condition.
Patching material shall be of the same type, style, and thickness, and shall be finished to match existing adjacent surface construction in color and texture.
Patching material, paint color, paint material and paint application methods shall be approved in advance by the Contracting Officer’s Representative.
No building structural members shall be cut or altered without prior approval of the Contracting Officer's Representative.
Any damage resulting from contractor's operation shall be brought to the attention of the Contracting Officer's Representative immediately.
The contractor shall take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in OSHA approved containers, remove, and dispose of trash off site daily.
The contractor shall move all materials, and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the Contracting Officer's Representative.
The contractor shall provide proper safety equipment to workmen and ensure a safe environment for employees and the general public at all times. The contractor shall work to ensure free, unobstructed, and safe access to and about the work area.
Temporary Facilities
Utilities: The existing USDA utilities at the site may be used by the Contractor for completion of the contract work at no cost to the Contractor. The Contractor shall be responsible for making and removing any utility connections.
Telephones: The Contractor shall equip all his foremen and work leaders with cell phones as necessary to coordinate the work effort. The Government will not provide any phone service to the project.
Toilet Facilities: The Contractor will be permitted to use the toilet facilities located inside the Utility Plant, Building 154.
Lock-out/Tag-out Program:
The Contractor and/or sub-contractor employees who will be working on the job will apply a lockout/tagout (LOTO) process to control dangerous energy sources. The Contractor/sub-contractor shall have a LOTO program established and use Contractor LOTO locks, tags, and procedures.
The Contractor/sub-contractor shall review their LOTO program with NCAH F.E.U. personnel to coordinate LOTO programs before implementing LOTO.
Submittal & Shop Drawings Procedures
Submittal Register: At the beginning of the project, the Contractor shall provide a Submittal Register identifying all the items called out in the Specifications for submittal to the COR for approval. The
Contractor shall update and maintain the Submittal Register to show the current status of all required submittals.
Submittal Requirements
Format: There is no formal submittal transmittal or format for this project other than the documents shall be submitted as PDF files, scanned, or created in documents that can be easily read when printed on 11x17 sheets. Exceptions for larger sheet sizes will be considered by the COR. Failure of the Contractor to provide legible submittals will be adequate grounds for rejection.
Identification: Submittals shall be labeled and marked for this project. The identification shall include Contractor/sub-contractor’s name, date of submittal, description of item, specification section, and details on product data that are marked clearly for this project.
Submittal Procedures: All submittals will be posted in PDF by the Contractor and sent to the USDA for review. This same submittal process will be used for RFIs, Change Bulletins, etc.
Approved Submittals: The approval/acceptance of submittals is not to be construed as a complete check. Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist.
Submittal items for this project:

Warranty Documentation
Warranty List: Provide a warranty summary sheet in spreadsheet format with all the warranties listed by section, description, supplier, warranty contact, start date, end date. Provide electronic copy to the COR and place printed copy in the front of the Warranty Binder.
Warranty Copies in Binder: Provide one signed & dated copy of all warranties for the air compressor system installed on the project. The Warranty binder shall be divided by Specification Section and shall be provided to the COR. An electronic (scanned) copy of the Warranty Binder in a PDF file shall be submitted with the final close-out documentation.
Warranty Items:
New 20kVA UPS units
Maintenance Bypass Switch Cutler-Hammer 100A, 208/120V electrical panel
Operation & Maintenance Manuals: Contractor shall provide a printed copy of all Operation & Maintenance documentation provided with the new UPS system installed in the project and place the manuals in an organized binder. The O&M Manuals shall be organized by specification section and shall have an index at the front of the binder. The Contractor shall also provide a PDF version of the Manuals to be submitted with the close-out documentation.
Record Drawings
Redline Specifications: During the construction period the Contractor shall keep an updated & marked-up or “redline” copy of the project specifications on the jobsite. The redline set shall include notes on changes, RFI responses, and other field notes. At the end of the project the Contractor shall electronically scan the redline specifications and provide an electronic copy in PDF to the Owner along with the close-out documentation.
Redline Drawings: During the construction period the Contractor shall keep an updated “redline” or “conformed” copy of the project drawings on the jobsite. The redline set shall include notes on changes, RFI responses, and other field notes. At the end of the project the Contractor shall electronically scan the redline drawings at full-size and in color and provide an electronic copy in PDF to the Owner along with the close-out documentation.
