About this file
This statement of work describes requirements for replacing open water irrigation ditches with pipeline at the Sonny Bono Salton Sea National Wildlife Refuge. The scope of work includes converting approximately 8,998 linear feet of ditch to 21-inch PVC pipeline and 2,500 linear feet to 24-inch pipeline. The contractor will demolish and remove existing concrete ditches, clear vegetation, install and bury the pipeline ensuring proper compaction, and install overflow valves and assemblies. Pipelines must follow consistent slopes for gravity flow and laterals of specified lengths will connect pipelines to ponds and roads. Work will take place from March to April 2021 and must adhere to the refuge's normal duty hours and availability restrictions. The technical coordinator will perform inspections to ensure compliance with the statement of work and all contract requirements. Maps, guidelines and equipment are government furnished.

STATEMENT OF WORK
Sonny Bono Salton Sea NWR
Irrigation Delivery System Replacement June 17, 2020
1. GENERAL
The Sonny Bono Salton Sea National Wildlife Refuge (SBSS NWR or Refuge) managed by the U. S. Fish and Wildlife Service (USFWS) provides essential wintering habitat for over 50,000 waterfowl each year. To accomplish this goal, the refuge floods all of its seasonal freshwater ponds starting in August and lasting till the end of February/April. Functioning irrigation ditches are essential to successful water delivery & management.
The target ditches needing replacement, identified as Hazard 273, 273A, Reidmann Channel and Trifolium 258, deliver water to 422 acres of refuge land that is split into 21 separate ponds.
Converting these 4 open water ditches into pipeline will increase efficiency and reduce maintenance time spent digging out sediment and controlling weed growth.
2. DEFINITIONS
Open water ditch: cement lined ditch below ground surface used to deliver water to ponds, with jack gates and side gates to control flow and pressure.
Jack gate: a lever-operated gate set in the channel of a concrete ditch. The jack gate acts as a dam to back water up in a ditch and create head pressure to push water out onto a field via slide gates.
Slide gate: a 12 – 14 inch sliding metal gate along the field side of a concrete ditch. The slide gate is operated up and down manually, adjusted and locked in place by rotating the handle rod to maintain a given flow of water onto a land.
Overflow valves & Assemblies (Waterman or equal): a cast iron valve that allow easy flow regulation and shut-off from pipelines to ponds.
Inline valve & assemblies (Fresno Inline Series 4000 or equal): a valve that regulates water flow within a pipeline. New valves will be in the same location as current jack gates. Pipes with no previous jack gates have location of new inline valves marked on the map.
Valve protectors: a lock wing protector used to shelter valve from the elements.
Air Vent Assembly: a 6-8ft 4inch PVC vent stack used to help regulate air pressure in the pipeline. Placed every 1450 ft, top must be covered with mesh to deter animal entry. Pictures for reference provided.
3. SCOPE SUMMARY
Up to 8,998 linear ft of irrigation open water ditch will be converted to 21” PIP80 PVC pipeline.
Up to 2,500 linear ft. of irrigation open water ditch will be converted to 24” PIP80 PVC pipeline.
Attached maps show the locations of both Hazard 273, 273A, Reidmann Channel and Trif.258 ditches, as well as irrigation district water gate names, direction of water flow, location of output valves, and if a pipe will be under a road. Existing concrete ditches (except Trif 258) will need to be collapsed and the broken concrete removed to adjacent land and piled. The contractor will be responsible for clearing all vegetation within 5 ft from the ditch on either side, pipe installation including soil compaction for underneath all areas to receive installed pipe and over buried pipe under roads should be compacted to a depth of 12 inches at a minimum of 90% of astm d1557 maximum dry density. Leveling around outflow valves is required.. Cement from the demolished ditches can be used around the overflow valves as pictured. When all construction is complete contractors will be responsible for removal of all equipment and disposal of trash.
Detailed Performance Requirements:
1) Pipeline must follow a consistent slope from the beginning of each ditch to the end to insure proper gravity flow to all ponds.
2) All soil supporting pipelines shall be compacted to 90% maximum density.
3) Hazard 273 & Reidmann Channel will need a concrete tie in/seal with main irrigation district supply pipe. Interior of IID gate cement pipe is 29 inches. Hazard 273A will need a 24 inch concrete tie in.
4) For the Reidmann Channel all lateral flow from each valve going under a road will be
20ft in length and those going directly into a pond will be 10 ft in length.
5) Pipes placed under a road must have a minimum of 30 inches of compacted dirt on top to support heavy vehicle weight.
6) For Hazard 273 & 273A all lateral pipe extensions with overflow valves will be 10 ft in length from main supply.
7) Unit 1, 258 ditch/pipeline can only be without water for one (1) week. This ditch/pipeline feeds water to a pond with endangered species which places this time restriction on it.
4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE
Location of Sonny Bono Salton Sea National Wildlife Refuge is 906 W. Sinclair Rd., Calipatria, CA 92233. Hazard 273 & 273A are located at the southern end of the Hazard unit off of Garst Rd. The Reidmann Channel is located in Unit 1 off of Vendel Rd.
Period of performance is approximately from the start of March to the end of April 2021. Some flexibility is available if construction runs into complications.
5. INSPECTION AND ACCEPTANCE:
Project Leader will perform periodic inspections during construction to verify work is in compliance with the Statement of Work. The work shall be accepted when all the work is completed as described here within and in accordance with any contract specifications. Work will be inspected to assure compliance with the contract documents. But quality control and adherence to all contract requirements are still the responsibility of the contractor.
6. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION:
Maps of pipeline, pond locations, and picture for guidelines, have been provided.
7. AVAILABILITY
Normal duty hours at the Refuge are Monday through Friday 7:30 am to 4:00 pm. Work shall be performed during these hours unless prearranged with the Technical Coordinator. Federal holidays not permitted. The contractor’s work schedule may be adjusted with pre-approval from the Technical Coordinator.
