STATEMENT OF WORK
Electronic Security System Upgrade Project
(Access Control, Door Control, Camera, Duress, and Intercom)
Fort Belknap Adult Detention Center
Fort Belknap Montana
Description of Services: The Bureau of Indian Affairs (BIA) requires the upgrade of an existing electronic security system and all its associated wiring and accessories, with a complete fully functional programmable logic controller based system including forty (40) interior and nine (9) exterior internet protocol cameras, five (5) 42" high definition color monitors, two (2) 32 channel
NVR recording unit, power supplies, rack mounts, battery backups (UPS), switches, computer for software, application software, wiring, dedicated video server, and controls necessary to provide coverage for the floor plan for this specific locations.
Background: The BIA is utilizing an antiquated jail security system with analog closed‐circuit television (CCTV) surveillance system. The system consistently struggles to operate. The existing
CCTV system has an insufficient number of cameras to meet the required surveillance tasks and lacks adequate storage space for the recorded data. The facility does not have a duress system in place nor a cell check system.
Existing Infrastructure: The FORT BELKNAP BIA adult detention facility started constructed in
2005 and ultimately received full occupancy in June of 2018. The facility consists of 2 direct supervision units, 4 double occupancy cells in each unit for a total of sixteen (16) beds with two
(2) day rooms.
Current Facility Security System: The current facility security system is based on proprietary software. This system interfaces with the door locks throughout the facility. The system currently controls CCTV, Intercom systems. The system is not integrated with the jail fire alarms. The current video surveillance system is a analog system consisting DVRs. The system currently supports 36 analog cameras.
Diagrams & Blueprints: Wiring diagrams and facility blueprints are available upon request for verified contractors only.
Objectives: The Design/Build contract objective is to provide the BIA with a trouble free, low maintenance electronic security system while delivering observation performance from the control room and sizable storage of recorded data. Specific objectives include:
1. Increase safety and security of facility by providing a reliable, NON‐PROPRIETARY, open‐ source control system.
2. Increase reliability by providing PLC‐based system.
3. Decrease risk by providing all as‐built documentation, programming, and passwords upon project turnover.
4. Improve facility safety by providing and integrating a digital intercom system.
5. Provide an IP‐based CCTV system that is easily expandable and able to utilize the newly installed software, hardware, and licenses for future upgrades and expansion.
6. Prepare the end user for operation and basic system maintenance by providing comprehensive training to user groups & maintenance staff.
7. Provide a 3‐year equipment warranty and a one‐year installation warranty
8. The proposed system should be ready to provide reliable performance from the first day of operation with anticipation that the products will be supported by the vendor for at least 10 years into the future.
9. The Software will have blurring capabilities regarding PREA Standard B115.15 is to protect inmates’ reasonable expectation of privacy while showering, during toilet activity, and changing clothes. PREA Standard B115.15(d) prohibits the monitoring of cameras by staff and nonmedical persons where the camera will reveal the breasts, buttocks, or genitalia of inmates of the same gender as the person viewing the camera.

11. Provide a cell check system
Scope: Upon completion of this project, the BIA shall have a new detention security electronic system capable of providing the following:
Door controls: The system shall include all hardware and software necessary for the controlling all doors within the facility and the interior vestibule doors at the front entrance to the building. The system shall also include the ability to control the front entrance vestibule doors from within the dispatch center. The system must be able to lock and unlock doors in the facility both remotely from a user interface in Central Control and a redundant system designated by facility staff from a user interface within the administration area. The system must be capable of controlling access to certain locations in the facility by interlocking door schemes. The Fort Belknap facility currently has 12 interlocking inmate related cell doors of these eight (8) are cell doors, four (4) are dayroom/hallway doors, six
(6) exterior doors of these exterior doors two (2) are sally port access doors, one (1) drive through overhead garage door, one (1) walk through door leading to the storage part of the building and finally two (2) walk through doors leading to the exercise yard from each of the two cell areas. The vendor’s interlocking schemes must be identified by vendor’s proposal.
The system must display individual door status through the user interface.
Audio and video control: The system shall include all hardware and software necessary to allow the establishment of talk paths through intercom and loudspeaker paging systems throughout the facility. The contractor may propose a system that uses the existing intercom and loudspeaker hardware already in place or one that proposes using new intercom and loudspeaker hardware. The contractor proposal shall indicate which hardware option is being presented. All hardware shall be configured and mounted to resist damage or tampering. The system shall be capable of creating individual talk paths, zone paging, and discrete monitoring. The system shall be capable of recording and storing the audio passing through the security system. The system shall include all hardware and software necessary for the recording, storage, and retrieval of such audio. The system shall be capable of establishing and displaying upon the user interface, a connection to the nearest surveillance camera when an intercom talk path is established. The system shall be capable of establishing a talk path between an intercom point in the vestibule of the main entrance and between the vestibule and central control. The system shall include the hardware and software necessary to allow a user to transmit and receive audio over the intercom/paging system at each user interface in the jail unit, at the user interface in Central Control, Correctional Officer Duress Systems:
The contractor shall install a Type ll duress system to enhance officer and for staff security within a correctional facility.
The duress systems shall permit alarm signals to be rapidly distributed in the event of impeding threats.
The real‐time nature of the alarm notification shall permit central control to coordinate and effective response to a given duress system.
The duress systems shall be capable of providing notification to the control center and to supervisory staff when an alarm is raised. send an alarm message indicating the location of the incident.
Electronic Cell Check System:
The contractor shall install a cell check system which records an inmate’s observed activities, behavior, and demeanor, while performing cell checks.
Cell Checks shall be synchronized with the Jail activity logs and will be reported on by date, time, officer ID, booking number, inmate name, and location.
Electronic cell check system shall allow physically logged timestamps when a cell check is performed, but also stores photos of the cell and the guard checking the cell. This system integrated into the CCTV system.
Specific Tasks:
Design: The contractor shall work with detention facility personnel to develop a final system design. The contractor shall provide cut sheets, detailed specifications materials, detailed drawings of material. The contractor shall provide all labor, materials, and equipment to replace the existing jail security system and remove all is components including wiring.
Contractor shall present the design package to the Contracting Office Representative (COR) at
30%, 60% and 90% for approval and comments. The package shall be submitted in a PDF format.
Drawings will also be in a PDF format but sized for 34”x 22” large format paper. The COR shall have one week to review at each instance.
Installation: The Installation shall be in accordance with manufacturer's instructions, plans, specifications, and the requirements of the Statement of Work (SOW) as stated in the following paragraphs.
• The replacement of the existing system shall include all components and wiring associated with the existing system.
• The interior cameras shall be installed In Hallway, interior corridors, reception area, detention cells, control room, booking area, kitchen areas, rec room, storage room, and all entry ways.
• Interior cameras shall be in color and will be high‐definition resolution cameras with digital zoom capabilities, as required. All cameras must be impact resistant. Interior CCTV cameras shall adhere to Architectural Barriers Act (ABA) guidelines. Cameras in hallways shall not protrude more than 4” from the walls.
• Camera within cells shall be tamper resistant
• The exterior cameras shall be installed at entrances, parking lot, building perimeter, exercise yard.
• Exterior cameras can utilize wired connectivity as well as wireless receivers and transmitters for the standalone network and shall not be integrated with Indian Affairs (IA) systems or network in any way.
• Network Video Recorders and other electronic components and controls excluding monitors shall be located in office area adjacent to the sallyport. These components shall be mounted in a secure, tamper resistant, well‐ventilated enclosure to reduce heat build‐up. The system archive must have enough storage capacity to maintain no less than 50% of the Installed cameras for ten (10) hours a day, at a rate of seven frames per second (7fps) for 45 days. The
CCTV system must digitally record images, provide the ability to save sections of the digital recording on a DVD, USB Memory Stick, SD Memory card, or other digital means. It must also be capable of automatically purging recordings when the system is full, automatically resetting itself to record to a pre‐set location when there is a power outage. An uninterruptable power supply shall be provided to run the system for a minimum of 10 minutes if primary power source is interrupted.
• Provide five (5) 42” high‐definition flat panel color monitors. Additional wiring shall be provided for future monitor expansion. All monitors shall have the ability to view images from one of the NVR recording units, so that each NVR's images can be viewed at one time. All monitors shall have the capability to view a minimum of thirty‐two (32) simultaneous Images.
All monitors shall be connected to a standalone network. The system must have the ability to display the Individual rooms with names on the monitor screens and must allow rooms to be renamed if/when needed.
• The system application platform shall have the capability to accommodate Application
Programing Interface to allow software integration of analytical behaviors applications such as perimeter breech, auto‐tracking, intrusion, sabotage, and motion detection. These applications shall be able to perform analysis on live or recorded video. During nonbusiness hours, the system shall respond to activity alarms and start recording from multiple cameras within that activity zone. Zones shall overlap in camera coverage.
• The controlling software shall be located on a dedicated stand‐alone computer located with the NVR and switches adjacent to the CCTV component rack. Camera images shall be manually selectable to any monitor or portion of a monitor. The software shall allow scrolling of selected camera image. The control room shall have access to live Images via the CCTV network. Camera mounting sites shall be patched and painted to match surrounding material.
• The CCTV system shall be on a dedicated electrical circuit and all wiring and cabling
Installation shall neat and professional appearance. Secure all horizontal runs and plumb all vertical runs.
• All transportation, equipment, tools, supervision, labor, materials, and performance of the work specified above must be in accordance with standard industry practices, and the applicable section of National Fire Prevention Association (NFPA) codes, the National
Electrical Code (NEC), Uniform Building Code (UBC), manufacturer's recommendations and terms of the contract.
• Contractor shall remove all debris from the work site daily.
• Contractor is responsible for the security of tools and equipment being used at the project site.
• The contractor shall dispose of all used CCTV equipment and associated materials removed from the site and used equipment shall not be salvaged.
• Contractor shall be responsible for all damages, associated with the removal and installation of CCTV system, incurred during this project, and shall return damaged areas to original condition at no additional cost to the government.
• Rocky Mountain Regional Detention Facility will be occupied and continue to operate during the period of performance. Phased security system shut down may be employed if it's beneficial to the daily operation of the facility. The facility manager shall approve the phasing.
However, phasing shall not extend the period of performance.
System Training:
The contractor shall schedule and provide one (1) training session to no more than 30 detention personnel on the system's functionality and operability prior to full implementation of the system. The training will cover, at a minimum: system operation; storage; preventative maintenance within operator control; and administrative levels of use. The contractor shall provide three (3) comprehensive users manuals and three (3) flash/thumb drives at the completion of training session. The training session shall be within three (3) days of completed installation of the system.
Quality Control:
The contractor shall develop and maintain a quality program to ensure detention security electronic system are performed in accordance with commonly accepted commercial practices and meet government requirements. The contractor shall develop and implement procedures to identify, prevent, and ensure non‐recurrence of defective services
Security Requirements:
Contractor Identification: When performing as contractor, the contractor shall identify themselves as contractors for the government both orally and in writing. In addition, all materials produced under contract must be labeled sufficiently to identify it as contractor produced materials. Under no circumstances shall the contractor state or imply that it is acting on behalf of the government.
Employee Background Checks: No contractor employees will be allowed access to the building without a background check. The contractor shall provide the names of all personnel that are going to be working at the site for the purpose of background checks.
Employee Identification: All contractor employees shall wear a uniform with company logo, and ID badges with company credentials. Badges and uniform logo shall be readable at four
(4) feet distance. Badge shall have name of employee, employee picture, company logo and employee ID number.
Scheduling Requirements: Scheduling of times on site and specific area of work shall be in a written report to be approved detention manger four (4) days before works begins.
Approved scheduling shall be adhered to allow detention manager to staff properly.
Contracted personnel shall be required to have a BIA chaperone when working in the facility.

Material storage and security is the responsibility of the contractor.
The Contractor shall provide three (3) comprehensive users manuals and three (3) flash/thumb drives to the Contracting Officer Representative (COR) at the completion of the training session, which will contain an owner’s manuals, warranty information, operations manuals, content of class training material, company technical support, emergency service contact information and maintenance material to support the CCTV and access control system.

Other Unique Requirements or Considerations
The CCTV and access control, hardware, software and programing shall be non‐proprietary. The government shall be able to call any certified technician to repair, replace, program and troubleshoot the CCTV system.
A schedule of the project shall be submitted to the Detention Manager and the Contracting Officers Representative so they may address the work schedule of their staff. The CCTV system and access control system downtime shall be minimized to reduce detention staff labor, who will be conducting fire watch.
Fort Belknap Jail will be occupied and continue to operate as a jail during the period of performance. Phased systems shut down may be employed if it’s beneficial to the daily operation of the Jail, Detention Manager shall approve the phasing. However, phasing shall not extend the period of performance.
It is recommended that all perspective bidders schedule a site visit with the contracting officer before submitting proposal. All costs associated with site visit are the responsibility of the bidders.
Period of Performance
This contract shall have a performance period of 60 calendar days after notice to proceed.
Contractor will have access to the facility Monday‐Friday between 6:30 a.m.‐5:30p.m. Contractor may be required to sign in/out of the facility and wear a visitors badge at all times as deemed necessary by Detention Manager. The Jail will continue to operate, and inmates will be present throughout the project.
