Statement of Work (SOW) Project Title: Main Conference Room Video Teleconferencing (VTC) Upgrade Date: April 30, 2026

1.0 Background

The main conference room Video Teleconferencing (VTC) system within the C2ISR Program Office (C3I) in Building 350 is at its End of Life (EOL) and End of Support (EOS). This system is critical for leadership communications across numerous Department of Defense (DoD) organizations and is essential for daily mission operations. The potential failure of any VTC component presents a severe risk, as the system would become inoperable and unsupported for repair or replacement, thereby impeding the division's ability to conduct critical missions and access necessary networks. This project is required to replace the obsolete system and ensure continued, reliable communication capabilities.

2.0 Objective

The objective of this project is to procure and install a complete, modern Video Wall VTC system to replace the current EOL system in the Building 350 main conference room. This will provide the C2ISR Program Office with a stable, fully supported, and homogenous VTC capability that aligns with existing VTC assets within the facility.

3.0 Scope of Work

The contractor shall provide all necessary hardware, software, licenses, and services to deliver a turnkey VTC upgrade. The scope includes:

· 3.1 System Procurement:

· Procure all VTC hardware and software as a complete, integrated system. The solution must include major components such as Planar screens, Crestron control products, and all other items required to provide full network connection and video capabilities.

· All hardware and software must be new Commercial-off-the-Shelf (COTS) products sourced directly from certified manufacturers. No refurbished, recertified, or "grey market" items will be accepted.

· 3.2 Installation and Integration:

· Decommission and remove the existing EOL VTC system from the main conference room.

· Perform a professional installation and configuration of the new Video Wall VTC system.

· Ensure all new equipment is properly added and licensed to the existing 78 ABW/SCOIN Account for Building 350 C3I.

4.0 Performance Requirements

· 4.1 Vendor Certification: The contractor must be a certified Cisco Gold Channel Partner/Integrator and an authorized distributor and installer for all other hardware and software required for this project.

· 4.2 Security and Access: The contractor personnel must obtain all necessary approvals for base access and secure access to the C3I facility in Building 350.

· 4.3 Compliance: The solution must be compliant with Federal Communications Commission (FCC) Class A/CE and the Restriction of Hazardous Substances (RoHS) directive.

· 4.4 DPAS Rating: The contractor will acknowledge and adhere to all regulations of a DPAS (Defense Priorities and Allocations System) rated contract with a DO-A7 rated order.
