About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document for a sole-source contract award. The contracting activity is AFLCMC/AFSC/PZIOB, with Contracting Officer Stephanie Akles and Technical and Requirements Personnel Blake Southerland certifying the justification on 25 August 2026.
The acquisition is for a firm-fixed-price, sole-source contract award to Stellar Innovations & Solutions, Inc. (SIS) valued at $393,181.29 for the procurement, professional installation, and integration of a technology refresh for the main conference room Video Teleconference (VTC) system in Building 350 for the C2ISR Program Office (C3I). The required supplies include a modern Video Wall VTC solution consisting of Planar screens, Crestron control products, and associated networking hardware and software. Services include decommissioning the existing system and installing, configuring, and testing the new system. The required capability must be fully operational by 31 July 2026. The statutory authority cited is 10 U.S.C. 3204(a)(1), establishing that only one responsible source can satisfy agency requirements. Market research conducted between 16 December 2025 and 16 April 2026 concluded that while the general VTC components market is commercially robust, only SIS could meet the critical compatibility and integration requirements with the existing proprietary VTC architecture in Building 350 without introducing unacceptable mission risk. The vendor must comply with Defense Priorities and Allocations System (DPAS) regulations with a DO-A7 rated order. The justification emphasizes mission-critical need, as the existing system is at End-of-Life/End-of-Support status, and any component failure would render the system inoperable and impede secure communications operations.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: AFLCMC Contracting Activity: AFSC/PZIOB
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This action is for the approval of a firm-fixed-price, sole-source contract award to Stellar Innovations & Solutions, Inc. The action will facilitate the procurement, professional installation, and integration of a tech refresh for the main conference room VTC system in Building 350 for the C2ISR Program Office (C3I).
The estimated value of this year's requirement is $393,181.29.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The C2ISR Program Office requires a complete, turnkey replacement of its main conference room VTC system, which has reached End-of-Life (EOL) and End-of-Support (EOS). The required supplies include a modern Video Wall VTC solution, encompassing Planar screens, Crestron control products, and all associated networking hardware and software. The services include decommissioning the old system and installing, configuring, and testing the new system.
To prevent disruption to C2ISR leadership communications, the required capability must be fully operational by the estimated need date of July 31, 2026. The total estimated value of this acquisition is $393,181.29.
In accordance with DFARS 8.004 (Use of other sources), if an agency is unable to satisfy requirements for supplies and services from the mandatory sources listed in 8.002 and 8.003, agencies are encouraged to consider satisfying requirements from or through the non-mandatory sources listed in paragraph (a) of this section (not listed in any order of priority) before considering the non-mandatory source listed in paragraph (b) of this section. When satisfying requirements from non-mandatory sources, see 7.105(b) and part 19 regarding consideration of small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business (including 8(a) participants), and women-owned small business concerns.
(a) (1) Supplies. Federal Supply Schedules, Governmentwide acquisition contracts, multi-agency contracts, and any other procurement instruments intended for use by multiple agencies, including blanket purchase agreements (BPAs) under Federal Supply Schedule contracts (e.g., Federal Strategic Sourcing Initiative (FSSI) agreements accessible at http://www.gsa.gov/fssi (see also 5.601)).

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Only one source is capable of providing the highly specialized supplies and services required to maintain mission-critical operations at Bldg 350. SIS possesses unique, immediate, and comprehensive familiarity with the facility's complex infrastructure, network architecture, and stringent security protocols. Introducing an alternative vendor would present unacceptable schedule risks and severe mission delays, due to the lengthy lead times required for mandatory site surveys, facility familiarization, and personnel security processing. By utilizing the only vendor equipped to meet these strict interoperability and accreditation standards, the Government actively mitigates the risks of integration failure, avoids redundant training expenses, and prevents costly schedule overruns. Consequently, SIS is the only vendor positioned to execute this effort without causing a critical lapse in AFLMC/ESGS secure communications capabilities.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Market research was conducted between December 16, 2025, and April 16, 2026. Efforts included internet searches, reviews of government procurement databases (e.g., FPDS-NG), and analysis of similar DoD contract actions.
Results: While the general market for VTC components is commercially robust, the research concluded that the specific requirement for seamless integration with the existing, proprietary VTC architecture in Building 350 severely limits viable sources. The technical evaluation determined that only Stellar Innovations & Solutions, Inc. could meet the critical compatibility and integration requirements set forth by 78 ABW/SCOI and AFLCMC/C3I without introducing unacceptable mission risk.
Vendors who met the following criteria are eligible:
1. All hardware/software must be procured through and installed by certified vendor.
2. All other hardware/software as listed must be purchased through authorized certified resellers for those items listed.
3. No partial shipments or payments authorized.
4. Contractor to follow regulations of DPAS rated contract with a DO-A7 ratored order of 90 days ARO, certified for national defense, emergency preparedness, and energy program use under the Defense Priorities and Allocations System (DPAS) (15 CFR 700).
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
Mission Risk: The existing VTC system is fully EOL/EOS. A failure of any component will render the system inoperable, directly impeding the C2ISR Program Office's ability to conduct daily mission operations and secure communications.
Compliance: The vendor must be capable of adhering to the regulations of a DPAS (Defense Priorities and Allocations System) rated contract with a DO-A7 rated order.
Notice of Vendor Selection: Based on the mission-critical need for system homogeneity and the findings of the technical evaluation, Stellar Innovations & Solutions, Inc. has been officially selected as the sole viable vendor for this requirement.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
For future requirements, the agency will continue to conduct extensive market research to identify new vendors, emerging
May 2026 Page 4 of 4 technologies, and open-architecture standards that could meet the Government’s needs. The program office will monitor the VTC market for standardized solutions that might allow for a broader vendor pool in future tech refreshes without compromising interoperability, security accreditations, or mission readiness.
