STATEMENT OF WORK (SOW)
FOR
Group: 309TH SOFTWARE ENGINEERING GROUP (SWEG) Program: 516AD Project/Requirement Title: Explosive Atmosphere Testing Portable Automated Test Station (PATS) Fuel Quantity Test Set (FQTS)

1.0 INTRODUCTION
1.1 Purpose
The PATS-70A team of the 309th Software Engineering Group (SWEG) has been tasked with designing and producing automatic test systems to replace aging legacy test equipment. These test systems are used to perform troubleshooting and maintenance functions on A-10 and E-3 aircraft on the flight line.
1.2 Scope
The PATS FQTS (PN: 201226984-10) tester measures 16”x16”x8” and weighs approximately 40 lbs. The user interface tablet (PN: 201226993-10 or 20156689-10) measures 11”x9”x2” and weighs approximately 10 lbs.
The contractor will perform the explosive atmosphere testing and provide a test report whether it passed or failed.
1.3 Background
If this environmental testing is not procured, the government will not be able to meet the requirement to duplicate the functionality of a legacy tester. Currently, the legacy tester is unsupportable. This will lead to longer maintenance and aircraft down-times.
2.0 DESCRIPTION OF SERVICES
This Statement of Work (SOW) defines contractor tasks and requirements for performing explosive atmosphere testing on the PATS FQTS. The contractor shall perform explosive atmosphere testing in accordance with MIL-STD-810 procedure 1 on the PATS FQTS with its user interface tablet. Maximum ambient air temperature for the tester is +55oC.
Testing fixtures and aids will be provided for actuating the tester. A series of tests will show the safety of using the tester in an open fuel environment. While the equipment is in the contractor’s possession, the contractor shall perform all steps necessary to safeguard the equipment until delivery is made back to the government.
2.1 Chamber
The contractor shall provide specifications for the automated actuation tools available for use during explosive atmosphere testing. The timeline for accomplishment is specified in section 5.2. The government will then design and manufacture interfacing fixtures to allow actuation of the tester while in the chamber. The chamber shall meet MIL-STD-810 specs and be large enough to fit our tester as specified by the measurements in section 1.2 above. The following functionalities will be furnished to the contractor for use during the tests.
2.2 Testing
The tester must pass a series of actions while in an explosive environment. This may be accomplished during a single test or spread out among multiple tests. Some of the steps may only be practically ran once in each test run. While in the explosive environment, the contractor shall perform the following actions:
Nominal Operation
1. Turn the tester on.
2. Turn the tablet on.
3. Make the tablet connection to the tester.
Non-Procedural Operation
4. Turn the tester off.
5. Remove tablet connection.
6. Apply hot power to the tester.
7. Remove power from the tester.
8. Turn the tester on.
9. Apply hot power to the tester.
10. Make the tablet connection to the tester.
2.3 Environmental Test Descriptions:
1. Explosive Atmosphere Testing
· Shall be performed on a “Per 8-Hr” shift basis
· Assume One (1) Shift for Setup and Testing of Subject Tester and Tablet
a. Testing of One (1) Tester and Tablet
b. Optional Additional Shifts
2. Test Report
3. Standby Time, Per Hour
2.4 Schedule & Deliverables:
The contractor shall electronically deliver a test report, which includes one photograph of each test setup, in Adobe Portable Document Format (.PDF extension) within approximately three weeks after completion of the tests. This test report will be finalized 150 days After Receipt of Award.
3.0 PROGRAM MANAGEMENT
3.1 Management of Personnel
The Contractor shall establish processes and assign appropriate resources to effectively fulfill the requirements within this SOW.
Neither item design nor functional capabilities shall be changed, modified, or altered unless this action is authorized in writing by the 309 SWEG.
3.1.1 Employee Training
The Contractor shall employ fully qualified employees with the ability to accomplish the work described in this SOW. The Contractor shall ensure all employees have been properly trained to effectively perform their assigned duties.
Government-unique training may be required from time to time and will be communicated either through the Government Program Manager (PM) or Contracting Officer (CO). Any such communication of training will be considered mandatory to retain employment under this contract. If Government-unique training is required to perform Contractor personnel duties, then written approval must be obtained from the PM prior to attending the training.
3.1.2 Briefing
The contractor shall verbally present reports, charts, or other analyzed data to management or other management representatives as directed. Briefings shall accurately summarize pertinent/relevant data (A001 CDRL Acceptance Test Report).
3.1.3 Schedule
The Contractor shall respond to Government requests for contractual actions within 48 standard hours. The Contractor shall adhere to all schedule timelines, milestones, delivery schedules, and administrative requirements that contribute to or effect schedule variance, to include scheduled on-time delivery of reports, data products, billing invoices, staffing of personnel, and action items.
3.1.4 Business Relations
The Contractor shall successfully integrate and coordinate all activity needed to execute the task order including the timeliness, completeness, and quality of problem identification, corrective action plans, proposal submittals, timely identification of issues in controversy, effective/responsive management of subcontractors, customer satisfaction, and professional and ethical behavior of the contractor management personnel.
4.0 DELIVERABLES
Documentation deliverables shall be delivered IAW this SOW and the Department of Defense (DD) Form 1423 (CDRL) attached to the contract unless otherwise specified by the CO through a contract modification or CO letter. If there is a discrepancy in due dates between the SOW and the DD Forms 1423, this SOW shall take precedence. Due dates falling on non-working days (Saturdays, Sundays, and recognized federal (legal) holidays) shall be construed to mean the next regular working day. All due dates (i.e. 150 Days ARO) are calendar counted unless designated otherwise.
The Government has the inherent right to disapprove any data item. Therefore, the Government PM will have the right to reject or require correction of any deficiencies found in deliverables. In the event of rejection of any deliverable, the COR, in coordination with the CO, will notify the Contractor in writing of the specific reasons why the deliverable was rejected. Rejected deliverables shall be resubmitted to the COR for re-inspection no later than COR suspense date. The Government must approve final versions of data deliverables.

5.0 GENERAL INFORMATION
5.1 Place of Performance
5.1.1 The place of performance shall be at the contractor facility that is off base.
5.1.2 The government will take a few Subject Matter Experts (SMEs) to that location via TDY.
5.2 Period of Performance
5.2.1 Delivery Schedule
The Period of Performance shall not exceed 150 days after receipt of contract to final delivery of test report.
The anticipated performance requirements and schedule are as follows:
1. Initial test setup meeting – 2 weeks ARO
2. Actuator design – 6 weeks
3. Test fit of actuator hardware – 1 week
4. Actuator hardware redesign – 2 weeks
5. Explosive atmospheric testing – 1 week
6. Ship the device back to the government at no expense to the government – 1 week
7. Delivery of finalized test report upon completion of explosive testing – 4 weeks
5.3 Inherently Governmental Functions
The Contractor shall not perform any inherently Governmental functions as defined by Federal Acquisition Regulation (FAR) Subpart 7.5, Inherently Government Functions. All program decisions shall be the sole responsibility of the Government.
The Contractor shall not counsel, mentor, make judgments and/or discretionary decisions or perform any other activities related to supervision of Government personnel.
If the Contractor believes that any actions constitute or are perceived to constitute inherently Governmental functions, the Contractor shall notify the CO immediately
5.4 Data Rights
The Government shall retain unlimited rights to all data and deliverables developed at the Government’s expense. At any time and per Government request, any records, documents, and associated papers shall be made available for review.
6.0 QUALITY ASSURANCE
6.1 Quality Control
The Contractor shall develop, implement, and maintain a comprehensive inspection system that assures compliance with all requirements of this contract IAW FAR part 46, Quality Assurance.
