Combined Synopsis/Solicitation

(i) This is a combined synopsis/solicitation for the acquisition of commercial items of a type prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued.

(ii) Solicitation Number: FA822224QB011 This solicitation is issued as a request for quotation (RFQ). The government intends to solicit and award this requirement as a brand name restriction (see attached redacted justification to use brand-name restriction).

(iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2024-04.

(vi) Description of item(s) to be acquired:

The contractor shall provide requested service to the 309th SWEG located at Hill AFB, Utah. Please reference the attached Statement of Work and Equipment List for detailed specifications.

(vii) Dates and Place of Delivery: 7278 4th St Bldg. 100 Bay O Hill AFB, UT 84056 Delivery/Service Completion timeframe: Not to exceed 150 days ARO. FOB Destination. Inspection/ Acceptance: Destination.

(viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offers are due by 06 January 2025 at 12:00 PM MST via electronic mail to Tiffani.Olsen@us.af.mil and Ashlee.Hawkins@us.af.mil.

Please provide Cage code and SAM UEI when submitting bid.

(ix) 52.212-2: Evaluation -- Commercial Items

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal is most advantageous to the Government, considering price and other factors. The following criteria will be used for evaluation:

(i) Price;

(ii) Technical capability of the item offered to meet the Government’s requirements.

Based on the quote, the offerors need to meet the requirements on the product description found in (v) and (vi).

(b) The evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach. All offers will be assessed based on their proposed Total Price. The contract will be awarded to the offeror with the lowest price that fully meets all specifications. Only the three lowest-priced quotes will undergo a technical acceptability review based on the provided specifications. If one of the three lowest priced quotes is found technically unacceptable, the next lowest-priced quote will undergo technical acceptability review and so on until an offer is found to be technically acceptable. Only one award will be made under this solicitation. The award process will adhere to the provisions of FAR Part 12, Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. Please submit written offers only; oral offers will not be considered. All firms must be registered in the System for Award Management database at www.sam.gov and have a current SPRS NIST 800-171 DoD Assessment to be considered for award.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(ix) Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.

(x) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.

In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
