STATEMENT OF WORK
STATEMENT OF WORK (SOW) FOR
BLDG 405 Power Installation Pittsburgh ARS, PA
1.0 GENERAL
1.1 BACKGROUND
The scope of this document pertains to the installation of an electrical panel and receptacles for the 911th Airlift Wings data center in Building 405. It is crafted to provide a broad overview of the project's requirements. Any proposed deviations or alterations to the outlined plan necessitate prior approval from the designated project manager or relevant authority.
1.2 SCOPE
The project's primary goal is the installation of a new 200 amp 208 volt 3-phase 4 wire 42 circuit electrical panel, power receptacles mounted on the ladder rack and grounding the cabinets in building 405 Room 26.
The contractor is obligated to conduct meticulous electrical testing to guarantee the proper functionality of the newly installed panel, receptacles and cables.
Requirements:
Conduct thorough electrical testing for proper functionality and strict compliance with all applicable electrical codes, regulations, applicable industry standards (ASHRAE, ANSI, AASHTO, OSHA etc) and State and Federal OSHA regulations
1.3 OBJECTIVE
The chosen contractor is tasked with furnishing all labor, materials, tools, and equipment essential for the successful execution of the project, aligning with the specified requirements. The contractor is obligated to install cables, extending from the main electrical distribution panel to Building 405.
1.4 SITE VISIT
All bidders are strongly encouraged to visit the site to field verify and/all quantities before submitting bids. Interested parties shall make arrangements for a site visit with Paul Davisson via email paul.davisson.ctr@us.af.mil prior to (DATE). Visitors must provide Government issued Identification, Driver’s License, registration of vehicle and proof of insurance.
2.1 SPECIFIC TASK
2.2 Install a new electrical panel.
Install new 200-amp 208-volt 3 phase 4 wire 42 circuit panel in building 405, room 26.
2.3 Install new feed from new electrical panel to Eaton UPS
Install a new feed from the Eaton facility UPS to the new electrical panel.
2.4 Install new ground bar to bond 9 equipment racks.
Install new ground bar and bond 9 equipment racks.
2.5 Install 32 new 208-volt receptacles (20ea L6/20, 8ea L6/30 and 4 L5-20) and circuits.
Install 32 new receptacles and associated circuits. Provide all materials and workmanship to connect each receptacle to existing Liebert facility UPS panel and/or the newly installed UPS panel from the Eaton UPS to the designated location on the rack. Contractor shall verify all final locations and outlet requirements prior to executing work. Outlets are as follows:
a. Twenty (20) each L6-20a
b. Eight (8) each L6-30a
c. Four (4) each L5-20a
2.6 Install and connect new breakers to serve each new circuit.
Install and connect new breakers to serve each new circuit. Expected circuits and breakers are below. Contractor shall verify all circuits prior to installation.
a. Twenty (20) each 20-amp, 2 pole breakers
b. Eight (8) each 30-amp, 2 pole breakers
c. Four (4) each 20-amp, 1 pole breakers
2.7 Install required wiring in conduit.
All associated wiring will be installed in conduit.
2.8 CONNECTION TO ELECTRICAL PANEL
Ensure all connections are properly terminated, ensuring secure and reliable electrical connections.
2.9 TESTING AND COMMISSIONING
Conduct thorough testing of the newly installed cables to verify proper functionality and electrical continuity. Address any issues identified during testing.
2.10 DOCUMENTATION
Provide comprehensive documentation, including as-built drawings and a detailed report outlining the work performed, materials used, and testing results.
2.11 SAFETY MEASURES
Adhere to all safety protocols and guidelines during the execution of the project to ensure the well-being of personnel and the integrity of the electrical system.
2.12 COMPLIANCE
Ensure strict compliance with all applicable electrical codes and regulations throughout the entire duration of the project.
2.13 PERMIT, TAXES, LICENSES, ORDINANCES AND REGULATIONS.
At the Contractor's cost, the Contractor is required to secure all requisite permits, issue notifications, settle license fees, and adhere to municipal, state, and federal laws, ordinances, rules, and regulations pertinent to the services covered by this contract.
3.0 CONTRACTOR PERSONNEL
3.1 QUALIFIED PERSONNEL
The Contractor must provide qualified personnel to perform all requirements specified in this SOW.
3.2 KEY PERSONNEL
3.2.1 PROJECT MANAGER
The Contractor must provide a Project Manager who must be responsible for all Contractor work performed under this SOW. The Project Manager must be a single point of contact for the Contracting Officer and the individual identified and recommended by the Agency. The name of the Project Manager, and the name(s) of any alternate(s) who must act for the Contractor in the absence of the Project Manager, must be provided to the Government as part of the Contractor's proposal. The Project Manager is further designated as Key by the Government.
During any absence of the Project Manager, only one alternate must have full authority to act for the Contractor on all matters relating to work performed under this contract. The Project Manager and all designated alternates must be able to read, write, speak, and understand English. Additionally, the Contractor must not replace the Project Manager without prior approval from the Contracting Officer.
The Project Manager must be available to the individual identified and recommended by the Agency via telephone between the hours of 0730 and 3:30 PST, Monday through Friday, and must respond to a request for discussion or resolution of technical problems within 24 hours of notification.
3.4 EMPLOYEE IDENTIFICATION
3.4.1 Contractor employees visiting Government facilities must wear an identification badge that, at a minimum, displays the Contractor name, the employee’s photo, name, and badge expiration date. Visiting Contractor employees must comply with all Government escort rules and requirements. All Contractor employees must identify themselves as Contractors when their status is not readily apparent and always display all identification and visitor badges in plain view above the waist.
3.5 EMPLOYEE CONDUCT
Contractor’s employees must comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, and possession of weapons) when visiting or working at Government facilities. The Contractor must ensure Contractor employees always present a professional appearance and that their conduct must not reflect discredit on the United States or the United States Air Force. The Project Manager must ensure Contractor employees understand and abide by 911th Airlift Wings established rules, regulations and policies concerning safety and security.
3.6 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS
The Government may, at its sole discretion (via the Contracting Officer*), direct the Contractor to remove any Contractor employee from 911th Airlift Wing facilities for misconduct or security reasons.
Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.
4.0 OTHER APPLICABLE CONDITIONS
4.1 SECURITY
Contractor access to classified information is not currently required under this SOW.
4.2 PERIOD OF PERFORMANCE
The period of performance for this contract must not exceed 5 calendar days from the date of award.
4.3 PLACE OF PERFORMANCE
911th Airlift Wing located at 2475 Defense Ave, Coraopolis, PA 15108, Building 405.
4.4 HOURS OF OPERATION
Contractor employees must generally perform all work between the hours of 7:00am to 4:30pm EST, Monday through Friday (except U.S. Federal holidays). However, there may be occasions when Contractor employees must be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this SOW.
4.5 Installation and Building Access
Contractor personnel will require base passes and escorts to access building 405.
4.6 Technical Requirements
Those qualified personnel with a license or certification shall be at the job site, either directly supervising or performing site work. The Contractor is responsible for identifying these requirements. The Contractor is further responsible for executing abatement and environmental controls required to comply with Federal and state regulations concerning these hazards within the confines of all areas affected by this project.
4.7 Drawings
The Government has provided drawings of intended repair area of the existing facility only. Contractor is responsible for verifying all final locations and quantities. Drawings provided are to be red-line marked up for as-built condition by the Contractor and returned to the Government upon project close out.
4.8 Base Access
ALL personnel entering the Pittsburgh Air Reserve Station (ARS) are required to have a pass; escorting is NOT permitted. Five (5) business days prior to the desired date of access or start of on-site work, the Contractor shall submit applications for base passes to the Contracting Officer for all employees, subcontractor employees, and vehicles requiring access to Pittsburgh ARS.
ALL commercial vehicles accessing the installation must be inspected in the Commercial Vehicle Inspection facility prior to entry, regardless of Contractor credentials. It is the contractor’s responsibility to ensure that vehicular traffic is coordinated with Security Personnel to ensure Quality Control of materials.
Upon completion of this Contract, the Contractor shall return all employee and vehicle passes to the Visitor Control Center (Building 107) and obtain a Certification of Receipt. Final payment will be withheld until the Contractor has submitted the Certificate confirming all passes have been returned.
4.9 Contract Line Items
This project is a single line item effort.
5.0 GOVERNMENT FURNISHED RESOURCES
The Government will provide all necessary information, data, and documents to the Contractor for work required under this contract.
6.0 CONTRACTOR FURNISHED PROPERTY
The Contractor must furnish all facilities, materials, equipment, and services necessary to fulfill the requirements of this contract.
7.0 GOVERNMENT ACCEPTANCE PERIOD
The Government Representative will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the Government Representative will send an e-mail to the Contractor notifying it that the deliverable has been accepted.
7.1 The Government Representative will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the Government Representative of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.
7.2 The Government Representative will have two business days to review deliverables and make comments. The Contractor must have two business days to make corrections and redeliver.
