Door CAC Reader for Northern Lights Facility Building 2

SCOPE

Work performance under this contract is to install a LENELS2 OnGuard Single Door Access Control System CAC enabled door reader on the Northern Lights Facility for afterhours access. In addition all hardware, software, cabling, and equipment to properly run the system must be installed in the facility.

Include hardware/software, installation, training for facility staff and the contracted Base Kodiak Locksmith, shipping of material, and travel and lodging/per diem for installers all as separate line items on quotation. Include the cost of LENELS2 OnGuard SUPS 1 year Subscription as a separate line item on quotation.

The Contractor is responsible for complying with all federal, state, and local laws concerning environmental regulations, requirements, best management practices, and standard operating procedures to include CGD17NOTE 1050, COVID management. The government assumes no responsibility for the Contractor’s failure to perform or follow those applicable rules and regulations, and any resulting fines, penalties, etc., associated with failing to follow them.

GENERAL REQUIREMENTS

The Contractor shall provide all materials, equipment, transportation, supervision, and labor required to accomplish the upgrade. Work shall be scheduled to minimize interference with operations.

The contractor is responsible to provide a complete and usable facility upon completion of this project.

Consider items in this scope of work as the major items of work required to complete the work effort and in no way limits details & work not specified to complete the major work items. The contractor is responsible for a high level of workmanship in the execution of work. The contractor is responsible for the management, specific details, support, and work process required to complete the major work requirements.

This may include requirements included in referenced documents and applicable code requirements.

Unsatisfactory performance shall result in re-work and/or replacement at no cost to the government.

The Contractor shall keep the KO or facility manager fully informed on the daily progress of the work, from the start through completion of this inspection. Work inspection(s) shall occur periodically during work performance and prior to contractor leaving the site. The COR will conduct these inspections and provide final acceptance of the work.

PERFORMANCE PERIOD

Provide services within 10 days. Final reports and final submittals such as as-builts and Operational and Maintenance (O&M) manuals may take up to 30 days or other schedule approved by the Contracting Officer. Once started, the contractor is expected to complete this project with no delays.

WORK HOURS

Normal working hours for this project shall be from 08:00 am until 4:30 pm Monday through Friday excluding all Federal holidays. Work outside these hours shall require the written approval of the Contracting Officer or his/her authorized representative.

IDENTIFICATION:

RAPIDGATE: The only long-term credential available for entry past the Base Kodiak Main Gate is a Base Kodiak RAPIDGate credential. Federal transportation worker identification cards (TWIC), and retired military identification cards of a Contractor’s employees will not be accepted for Contractor access.

Information about the Rapid Gate process can be obtained at http://www.rapidgate.com or by calling 1- 877-RAPIDGate (1-877-727- 4342).

Enrollment of employees needing entry onto the base may take several weeks and normal processing time can be expected to take as long as 6 weeks. The Contractor is required to enroll their Company before applications can be accepted to credential any employees. There are fees for both the Contractor and employees. The costs of obtaining credentials shall be solely born by the Contractor. Failure to obtain base access will not be accepted as a reason for non-performance.

The only other pass valid for access for the vendor and contractor population is a 1-day pass. Companies that choose not to participate in the RAPIDGate Program will require an escort or a one-day pass for installation access. One-day passes are limited to three passes in 45 days without being enrolled in the RAPIDGate program.

GENERAL:

Personnel shall not stray from the immediate area of work.

Cell phone use is not permitted while driving anywhere on Base Kodiak

IDENTIFICATION:

All personnel shall carry proper identification (ID) when on any portion of Base Kodiak. Proper ID is defined as either the individual's driver's license, state or federal picture ID or Passport.

The identification must be laminated and show a facial picture of the individual.

WORK RESTRICTIONS

Work schedule will be coordinated with the KO, and Base Kodiak MWR. The Contractor will provide two weeks’ notice to the KO and Base Kodiak MWR before beginning work to ensure de-confliction of scheduled operations.

SPECIAL REQUIREMENTS

The CAC enabled door reader must be the LENELS2 OnGuard Single Door Access Control System.

PERMITS/NOTIFICATIONS

BURN PERMIT: Obtain a hot work permit prior to all hot work such as welding, torch cutting, soldering, or grinding, from the Base Fire Department. Call 487-5808 for permit.

- O&M manuals for all equipment installed

DELIVERY, STORAGE, AND HANDLING

Deliver materials to the job site in manufacturer's standard commercial new containers, unopened, undamaged, and bearing the following legible information.

a. Name of manufacturer

b. Details for the item,

c. Mark for, attn. to Base Kodiak MWR – Derrik Magnuson

d. Safety information and instructions.

DAMAGE TO GOVERNMENT PROPERTY

Correct any damage caused to Government or private property at the Contractor’s expense.

CLEANUP

Remove rubbish and debris from the project site daily; do not allow accumulations inside or outside the buildings. The work includes demolition, and removal of resulting rubbish and debris. Store materials that contractor cannot remove daily in areas specified by the Contracting Officer.

The Contractor is responsible for disposal and any associated fees to the local landfill operated by the Kodiak Island Borough. Find the solid waste division online at http://www.kodiakak.us/. Do not use the on-base dumpsters to dispose of generated construction waste.

DUST AND DEBRIS CONTROL: Prevent the spread of dust and debris and avoid the creation of a nuisance, or hazard, in the surrounding area.
