About this file

This is a Scope of Work (SOW) document for the Cumberland Island National Seashore (CUIS) roof replacement project, contract number CUIS 351791, issued by the National Park Service.

The project requires installation of new concealed-fastener standing seam metal roofing systems on three NPS housing units in the Davisville area: Davis House (1,500 square feet), Phillips House (1,856 square feet), and South Cabin (1,420 square feet). The total roof area is approximately 4,776 square feet. The metal roof system will be installed over existing single-layer asphalt shingle roofing using purlin framing members in compliance with International Building Code requirements for a 120-mph wind zone. Standing seam metal roof panels must be fabricated from not less than 24-gauge Galvalume-coated steel unless otherwise approved by the Contracting Officer Representative (COR). At Phillips House, the contractor must remove and replace approximately 8 sheets of deteriorated plywood roof sheathing (assumed to be 5/8-inch exterior-rated plywood) identified during inspections; no additional roof deck repairs are anticipated at the other structures. All work must include protection of adjacent building surfaces and vegetation, implementation of temporary weather protection measures, installation of underlayment and moisture barrier materials, proper fastening compatible with coastal exposure, and comprehensive site restoration including daily debris removal, restoration to pre-construction condition, and disposal of all demolition debris outside park boundaries in accordance with applicable regulations.

Deliverables include bid submissions with three project examples, post-award submissions of manufacturer Product Data Sheets, Safety Data Sheets, installation requirements, flashing details, site-specific Safety Plan, Job Hazard Analyses, and project schedule. Closeout deliverables require manufacturer warranty documentation, a minimum two-year workmanship warranty, and documentation of debris disposal at licensed facilities. Progress payments are available upon COR verification of delivered materials; final payment is contingent upon completion of all work, correction of deficiencies, submission of required closeout deliverables, and Government acceptance.

CUMBERLAND ISLAND NATIONAL SEASHORE

CUIS 351791

DAVISVILLE HOUSING UNIT ROOF REPLACEMENT

SCOPE OF WORK (SOW)

NATIONAL PARK SERVICE (NPS)

1. BACKGROUND AND JUSTIFICATION

Cumberland Island National Seashore (CUIS) proposes to install new concealed-fastener standing seam metal roofing systems on three National Park Service (NPS) housing units located within the Davisville area of the park: Davis House, Philips House, and South Cabin. These structures are utilized as government housing for permanent and seasonal NPS employees assigned to Cumberland Island.

Maintaining functional and weather-resistant roofing systems on these structures is necessary to support continued park operations, employee housing availability, and protection of government assets.

The existing asphalt shingle roofing systems on the structures have reached an age where replacement is necessary to ensure continued protection of the buildings from moisture intrusion and weather-related deterioration. CUIS proposes to install standing seam metal roof systems over the existing single layer of asphalt shingles utilizing purlin framing members installed above the existing roof surface.

International Building Code (IBC) Section 1511.3 permits installation of a metal roof system over an existing single layer of asphalt shingles where installation complies with applicable code requirements.

The proposed approach will reduce demolition debris, minimize disturbance associated with removal activities, and improve the long-term durability and energy efficiency of the structures.

2. SCOPE

The metal roofing system, purlins, fasteners, and associated components shall be installed in accordance with manufacturer requirements and applicable International Building Code requirements for a 120-mph wind zone.

Inspections of Philips House identified localized soft wood deterioration at the southeast corner of the roof assembly. As part of this project, approximately eight (8) sheets of deteriorated plywood roof sheathing at Philips House will be removed and replaced prior to installation of the new roofing system.

No additional roof deck repairs are currently expected at Davis House or South Cabin.
