Statement of Work Museum of the Plains Indians

Browning, Montana

‐ BUILDING #90 TPO ROOFING REPLACEMENT PROJECT ‐

BACKGROUND

Museum of the Plains Indians (A.K.A building #90) at Blackfeet Agency is a four (4) er roof museum building with a por co built in 1940. The building has an es mated total footprint 16,500 square feet. The low ¼” in

12” slope contain crickets to direct water to the scuppers. The present roof structure is made up of membrane that was coated with a sealant. The roof does not have interior drains, the scuppers are the drains.

OBJECTIVES

The objec ve of this Statement of Work (SOW) is to define and establish a general scope of services necessary for a roofing system removal and installa on of a new fully adhered eighty (80) mil Thermoplas c Polyolefin

(TPO)roofing system. Repair water damage to roof system and roof drainage system. The Bureau of Indian

Affairs (BIA), through a contract, will provide for a new, warranted roofing system on four (4) er roof and por co on building 90.

SCOPE

The Branch of Facili es Management and Construc on will provide construc on funding for removal and replacement of all roofing systems items to securely fasten roofing system and prevent future roof draining issues for building 90 at the Blackfeet Agency. The new roofing system shall include the replacement of roof jacks, parapet coping, and the sealing of scuppers. Water management from scuppers away from the building to manage roof drainage away from the building. The construc on work shall be based on the approved proposal from the selected vendor. All construc on work will adhere to applicable federal, state, and local codes, including approved drawings/plans and specifica ons. The reuse of any exis ng items shall be at the approval of the Contrac ng Officer (CO).

TASKS

• The contractor shall provide all labor, equipment and materials to complete the project in accordance with the a ached plans and specifica ons.

• The contractors shall provide detail cut sheets/specifica ons of all materials to be approved by the

Contrac ng Officers Representa ve (COR) used for the new roofing systems to ensure materials meet project specifica ons.

• No por on, pieces or accessories of the exis ng roof shall be salvaged or reused.

• The Contractor will provide performance bonding and professional and contracted services for the construc on of the new roofing system. The Contractor shall submit the Contractor’s performance and payment bonds and insurance cer ficates within ten calendar (10) days of contract award.

• The Contractor will provide all labor equipment and materials necessary to perform the selec ve demoli on of the exis ng roof system, and the installa on of a TPO roofing system.

• The contract shall obtain all required state, local and tribal permits, and clearances for the purpose of selec ve demoli on (the removal and proper disposal of the old roofing material) of exis ng roofing system and the installa on of new roofing system as required in the project plans and specifica on.

• The Contractor will provide all labor equipment and materials necessary to repair water damaged roofing system of building 90.

• The Contractor will provide all labor equipment and materials necessary to install new gu ers and down spouts.

• The Contractor will provide all labor equipment and materials necessary to install and seal new roof jacks to all roof penetra ons.

• The Contractor will provide all labor equipment and materials necessary to install new flashing, counter flashing, drip edge, and coping associated with the roofing system.

• The Contractor shall comply with applicable Codes and Standards adopted by the BIA for the work covered in this SOW include, but are not limited to the following:

• The Contractors shall comply with the Davis‐Bacon Act and payment of not less than the applicable prevailing wage rates for the locality established by the Department of Labor for the project locale.

• The Contractor shall contact and comply with the “Tribal Employment Rights Ordinance” (TERO) and is responsible for applicable local Tribe, TERO fees and any other applicable tribal taxes in addi on to applicable state taxes, if any. Blackfeet Tribe, TERO (406) 338‐7887

• The Contractor shall determine the eligibility of sub‐contractors to perform the work required within their contracts. A check of the Debarred and Suspended Contractors list must be performed before all contracts are entered into.

• The Contractor will be responsible for the inspec on and quality controls of the construc on work as it progresses. At least one full‐ me inspector shall be employed to perform this service and shall be available throughout the en re construc on performance period. Daily construc on reports will be submi ed on a weekly basis.

• The Contractor shall perform daily on‐site surveillance checks of the work and daily reports submi ed weekly to ensure that the work is progressing and proceeding as planned and that its inspector and construc on management team are appropriately administering the work.

• The Contractor shall chair weekly progress mee ngs at the project site. Key stakeholders and the

Contrac ng, officials shall be allowed to a end these mee ngs for the purpose of being informed about the progress of construc on.

• The Contractor shall coordinate the on‐site visits with the BIA COR so that both par es can be on‐site at the same me.

Delivery

• Submit digital copies of shop drawings, test cer ficates, material samples or other submi als required under the construc on contract prior to the start of any work associated with submi ed material.

• Quality control plan shall be submi ed and approved 2 weeks before start of the project.

• Request for Informa on shall be submi ed and approved 2 weeks before start of the project.

• Change Orders request shall be submi ed and approved 2 weeks before start of the project.

• Minor Modifica ons shall be submi ed and approved 2 weeks before start of the project.

• The Contractor shall provide Construc on contractor monthly payment requests, construc on

Subcontract’s cost breakdown (cost schedule) and progress schedule.

• The Contractor shall provide monthly delinquent payroll reports Construc on contractor and lower er subcontractor payrolls reports.

• Repor ng meline for all reports is to begin upon mobiliza on, including digital Daily Construc on

Reports, digital Monthly Progress Reports, Interim and digital Final Inspec on Reports.

• As‐Built drawings prepared as *.pdf files and submi ed on.

• The Government requires digital Daily Status Reports, Weekly Progress Reports from contractors to monitor progress and ensure compliance.

• The Contractor shall provide the BIA COR with both digital files and paper copies of the O&M Manuals and Warran es. The number and type of digital files shall be mutually agreed upon between the BIA COR and the Contractor.

• The Contractor shall prepare and submit to the BIA OFMC COR the “Substan al Comple on of

Construc on Project Report.” An example will be provided by the Contrac ng Officer.

• The Contractor shall be responsible for the closeout of the contract with the Contractor. Closeout procedures shall conform to 48 CFR 4.804‐1, 48 CFR 4.804‐4 and 48 CFR 4.804‐5 procedures for contract closeouts. The BIA COR shall be provided with a copy of the signed original prepared by the Contractor, documen ng the closeout.

• Submit one copy each of the above items to the Bureau's CO at the address indicated below, or as directed by the COR.

• Retain one copy of the above on the project site un l comple on of construc on. Distribute these copies as directed by the COR.

• The Contractor shall retain digital copies of each submi al for their use and review and provide a digital copy to the BIA’s CO and project manager/COR.

• Contractor shall be responsible to any damage to BIA proper es resul ng from roofing work or equipment opera ons of the roofing contractor

Special Material Requirements

• Material and equipment storage and security is the responsibility of the contractor.

Other Unique Requirements or Considera ons

• It is recommended the contractor schedules a site visit to inspect project site condi ons before proposal is submi ed.

• The structure will be occupied during this project. Safety for those entering and exis ng the building shall be provided by the contractor and the Agency Facili es Manager shall be no fied of the safety provisions for approval.

• The Contractor shall contact BIA COR, at the phone number indicated above, for ques ons or discussions regarding technical ma ers rela ve to the services required. This individual will be designated as the COR for the contract. The Contractor will contact the CO, at the phone number indicated above, on all other ma ers.

• Any changes to the Task items which create a change in the building design or construc on schedule, or cost shall be submi ed to the COR by the Contractor, for review and to the CO for approval.

• The BIA will review and approve the Construc on Contractors Construc on Schedule and Schedule of

Values and allow the BIA CO and COR to review the proposed schedules.

• The BIA will review and approve Contractor’s Quality Assurance Plans and provide a copy of the plan to the BIA and COR for informa on, review and comment.

• The BIA will review and approve construc on Contractor’s Accident Preven on Plan and provide a copy of the plan to BIA’s COR for informa on.

• The BIA will par cipate in weekly mee ngs, the final inspec on(s) and the punch list inspec on(s).

• The BIA’s COR will also make periodic site visits at cri cal mes during the construc on process; however, the BIA’s COR shall not direct the Contractor.

• Only the BIA CO is authorized to make changes to the funding or scope of work in the construc on contract.

• The BIA will review and approve the Construc on Contractors Construc on Schedule and Schedule of

Values and allow the BIA CO and COR to review the proposed schedules.

• Egress traffic, street access, building access and BIA employee parking and fire truck access shall not be encroached upon.

• Contractor shall provide their own water closet. The contractor shall be responsible for security and storage of equipment and materials.

• Debris shall be picked up daily and not allowed to be blown free from site.

• Acceptable working hours are 07:30 a.m. to 5:00 p.m. Monday through Friday. Working weekends will be by request only and approved by the Agency Facili es Manager.
