About this file

This statement of work outlines the requirements for replacing uninterruptable power supplies (UPS) at two buildings. The project involves removing and replacing the UPS units in Building 35 at McConnell Air Force Base in Wichita, Kansas and Building 5010 at Smoky Hill Air National Guard Range in Salina, Kansas. Electrical modifications will be required for new supply and output circuits connecting the UPS units to electrical panels. All existing loads must be transferred to new output panels. The contractor will demolish old circuits and panels. Specifications require 30kW and 20kW UPS systems with battery cabinets providing a minimum four-hour run time. The selected contractor must provide assembly, start-up services, and a two-year warranty including preventative maintenance and eight-hour emergency response. Safety compliance, cleanup, and access procedures for the bases are defined. The solicitation was issued by the Department of the Army National Guard.

MCCONNELL AFB, WICHITA, KS (KANSAS ANG)

PROJECT PRQE 222193

10 Apr 2023

SW-1 LOCATION: Building 35 at McConnell AFB, Wichita, Kansas and Building 5010 at Smoky Hill ANG Range, 8429 Farrelly Rd., Salina, KS. Arrangements for entrance onto McConnell AFB must be made by contacting CE Operations at (316) 759-7490 between the hours of 7:00 a.m. and 4:00 p.m., Monday through Friday. ACCESS IS RESTRICTED, ESCORTS SHALL BE PROVIDED BY THE

BUILDING OCCUPANTS

SW-2 SCOPE OF WORK: The work covered in this contract consists of furnishing all labor, expertise, equipment, materials, facilities, transportation, and appliances necessary to perform operations in connection with the work described in paragraph SW-3. It is the intent of the government for the contractor to provide a complete and useable system. Any relevant details required for a complete system that are omitted in the contract plans and specifications will be provided by the Contractor at no cost to the government.

SW-3 SUMMARY OF WORK: Work shall consist of but is not limited to the following:

At Bldg 35:

Remove and replace, in Bldg 35 Room 131, the Uninterruptable Power Supply (UPS). For the new UPS, there will need to be modifications to the electrical supply and output circuits. On the electrical supply panel need to install new conduit, wire, and associated fittings for one 208-volt 125-amp 3 phase circuit with neutral to the new UPS. Supply panel is 208V/3 phase and there is sufficient room in the panel for the additional breaker. Demo of the existing conduit/circuit to the old UPS is required. From the new UPS, the contractor will have to install new conduit, wire and associated fittings for one 208V 125 Amp 3 phase circuit with neutral to a new 208V 3 phase 125 Amp 30 (minimum) space breaker panel. The new Panel will be placed next to the existing panel to reduce the down time on the UPS circuits. A 125 Amp transfer switch will need to be added between the panel and UPS, this will allow work to be completed on the system without having to shut down the whole system in future projects. Contractor will be responsible for removing entire existing single phase UPS circuit (conduit, wire, old panel, and fittings) and for moving all existing loads from the old panel to the new panel. Contractor will also have to ensure that power is maintained to the load circuits to the maximum extent possible while project is being undertaken. The power will need to be shut down during the transfer of power between the panels. The contractor will need to schedule any outage with the users prior to panel switch over so the users can ensure all systems are switched over to a temporary server to prevent the mission from going down. See Bldg 35 UPS Area and UPS Output Panel Photo (Bldg 35) for more details. UPS design needs to include 30kW UPS System with adjacent bypass cabinet for maintenance and service. System needs to include Lithium-Ion Battery cabinets and provide at least a 4-hour run time based currently on a 37AMP load, 13.3KW, 208 3PH. After hours assembly and startup service along with a 2-year warranty. A preventative maintenance visit and ensure an 8hr (7x24) service response for any break-fix situations within those two years.

At Bldg 5010:

Remove and replace, in Bldg 5010 Room 132, the Uninterruptable Power Supply (UPS). For the new UPS, there will need to be modifications to the electrical supply and output circuits. On the electrical supply panel need to install new conduit, wire, and associated fittings for one 208-volt 100-amp 3 phase circuit with neutral to the new UPS. Supply panel is in room 133. It’s 208V/3 phase and there is sufficient room in the panel for the additional breaker. Demo of the existing conduit/circuit to the old UPS is required. From the new UPS, the contractor will have to install new conduit, wire and associated fittings for one 208V 100 Amp 3 phase circuit with neutral to a new 208V 3 phase 100 Amp 30 (minimum) space breaker panel. This new Panel will be placed next to the existing panel to reduce the down time on the UPS circuits. See Bldg 5010 UPS Area for more details. UPS Design needs to include 20kW UPS System with adjacent bypass cabinet for maintenance and service. System needs to include Lithium-Ion Battery cabinets and provide at least a 4-hour run time based currently on a 15AMP load, 5.4KW, 208 3PH. After hours assembly and startup service along with a 2-year warranty. A preventative maintenance visit and ensure an 8hr (7x24) service response for any break-fix situations within those two years.
