About this file

This is a Statement of Work (SOW) for a technology hardware refresh project at Kirtland Air Force Base Theatre in New Mexico, scheduled for completion by March 2026.

The contractor must modernize the theatre's public address (PA) system by integrating existing Government-Furnished Equipment (GFE)—specifically the base projection system—with new contractor-supplied equipment to create a fully functional 5.1 surround sound system. Key technical deliverables include: two touch-panel control systems (one table-mounted in the control booth with full system controls, one wall-mounted at the theatre front with limited password-protected functions), four wireless microphones (two handheld and two body pack units with over-the-head microphones), an input box accepting HDMI or USB-C video/audio signals, and a Bluetooth audio receiver. All equipment must be current-generation models compliant with KAFB Communications Standards. The contractor bears ultimate responsibility for correct installation, integration with existing infrastructure, system testing, and delivery of comprehensive as-built documentation including cable/power drawings, floor plans, equipment inventories with serial numbers, test results, and configuration management information. The performance period is 365 calendar days from contract award, with routine work conducted Monday through Friday, 06:00 to 17:00. The contractor must provide a preliminary Integrated Management Schedule with the proposal and a Government-approved final schedule 14 working days before on-site work begins, coordinate site arrival at least ten business days in advance, and develop a site-specific Safety and Health Plan compliant with AFI 91-202. A 12-month warranty period commences upon site acceptance and covers workmanship deficiencies and installed equipment. Final invoicing occurs only after Government site acceptance and receipt of all deliverables, including the completed AFTO Form 747.
