About this file

This is a Questions and Answers document for a Base Theater Upgrade project at Kirtland Air Force Base (KAFB).

The Government clarified key requirements for the audio system upgrade: no existing equipment will be reused, and the new system will integrate only with the current Theater Projector. The audio system must be controllable via a main touchscreen controller with power on/off capability from that interface. Four simultaneous wireless microphone channels are required with all mixing, DSP, automixing, feedback management, and source control functionality integrated into the main touchscreen options. The system must support laptop connectivity via HDMI/USB-C/Bluetooth for TEAMS integration, allowing audio mixing from plugged-in laptops with the live microphone channels. Wireless microphones must be able to connect to the system from anywhere in the Base Theater. The Government specified that standard communications project protocols should apply to the installation. Additionally, the system must comply with NiPR security protocols and TAA (Trade Agreements Act) compliance requirements, as NiPR MS Teams access will be required. The Government did not attach the referenced KAFB Comm Standards document but expects contractors to apply standard communication industry practices.

Q&A for Base Theater Upgrade

1. Existing system information: make/model, quantity, location, and condition of loudspeakers, amplifiers, DSP/mixer, wireless microphone receivers, rack equipment, cabling, projector/control hardware, and any components intended for reuse.

Nothing will be reused.

2. "Audio ON/OFF": Please clarify whether this means audio mute/unmute, equipment standby/sequenced system power, or physical removal of power, and whether the audio system must operate independently of projector state.

The ability to turn the power on and off to the system from the main controller. I believe the quote we got in market research would use the audio from a plugged in laptop and integrate to TEAMS with the main presentation

3. Wireless microphones: Please confirm whether four simultaneous wireless microphone channels are required, the desired handheld/bodypack configuration, and whether the contractor is expected to provide the associated mixing/DSP, automixing, feedback management, and source control.

All of those functions should be included in the main touchscreen options.

4. HDMI / USB-C / Bluetooth: Please clarify the intended source behavior and whether these sources must be independently selectable/mixable with the live microphone channels.

The purpose is to have the customer plug in their laptop and mixed into the audio of the system for TEAMS integration

5. Performance and acceptance: Please identify any objective acceptance criteria or commissioning tests for coverage, SPL, intelligibility, system operation, or other required performance.

The microphones should be able to connect to the system anywhere in the Base Theater.

6. Existing infrastructure: The SOW requires all necessary work to connect to existing infrastructure and provide a fully functional solution. Please clarify whether repair or replacement of undocumented, failed, damaged, or incompatible existing infrastructure is included in the base scope or would be separately authorized. The new system should not tie into existing equipment other than the current Theater Projector. We are tearing out all of our current PA equipment once the new system is installed.

7. Applicable standards: Please confirm whether the attached KAFB Comm Standards document is the complete identified standards package, and identify any additional standards the Government specifically expects to govern this installation.

I didn’t see any attachment but it should be the standard lingo of most comm projects.

8. Also, if there is any specific software or security requirements that need to be considered please include those as well.

as NiPR MS Teams access will be required. NiPR security protocols should be observed such as TAA compliance.
