STATEMENT OF WORK (SOW)
FOR
BALLISTIC PANELS
AT
INSTALLATION ACCESS GATES
JOINT BASE MCGUIRE-DIX-LAKEHURST
22 MAY 2025
87th Security Forces Squadron
(87 SFS)
Joint Base McGuire-Dix-Lakehurst
1.0. PUPROSE: Purchase of portable Ballistic Level III Armor Glass Panels.
2.0. DESIGN REQUIREMENTS: The design must meet the requirements below:
2.1 The contractor shall construct 9 portable Ballistic Level III Armor Glass Panel Dividers with a steel frame and custom dimensions of 4 feet wide by 6 feet high.
2.2. The contractor shall construct 8 portable Ballistic Level III Armor Glass Panel Dividers with a steel frame and custom dimensions of 2 feet wide by 6 feet high.
2.3. Contractor shall design the panels to be relocated effortlessly and positioned where needed using lockable heavy-duty wheels.
2.3. Ballistic Level III Armor will be rated to stops high-velocity rifle rounds, including 7.62x51mm NATO and 5.56x45mm M193.
3.0. DELIVERY REQUIREMENTS
3.1. The custom panels will be manufactured at company location and shipped to the installation for placement at each installation gate without ballistic protection.
3.2. Project shall be completed in a timely manner not to exceed two months.
3.3. The contractor shall deliver completed panels within two weeks of completion to the security forces warehouse on 3137 Ramp St, JB MDL NJ. The Facility has loading docks and roll up doors for easy access to off-load equipment.
4. INSTALLATION REQUIREMENTS
1.4.1. The contractor shall warranty all new materials covering a one year minimum guarantee free of any defects in workmanship.
1.5.2. Submission of questions after the Site Visit. The contractor shall submit all inquiries to MSgt Rocky Thompson, TSgt Micheal Miller, Operations NCOIC at McGuire.
1.5.3. Gate Entrance. The contractor shall submit their email request by the scheduled date agreed upon by both parties to obtain access through JB MDL, NJ. The contractor shall bring a valid driver’s license that is Real ID compliant and current valid vehicle registration.
2. GENERAL INFORMATION
2.1. Contractor Personnel
2.1.1. Contractor Personnel Minimum Qualifications. Contractor shall possess the required knowledge to provide professional insight and the highest quality product to ensure safety and product satisfaction.
2.1.1.2. Hardware: shall know how to operate required tools/machinery to conduct any assembly.
2.1.2. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of work. The contact information for the contract manager shall be provided to the Government point of contact within three working days of the award.
2.1.3. Staffing requirements. Contractor shall provide trained personnel to perform the above scope of work.
2.1.4. Contractor Employees. Contractor personnel shall comply with all installation and facility safety and security regulations, as well as the health, safety, and security provisions of the resulting contract. Contractor personnel shall report security or safety problems to the Security Police.
2.1.5. The contractor shall ensure no government owned or controlled real or personal property is damaged during any service provided under the contract. The contractor shall be responsible for the repair or replacement of any governmental property damaged by the contractor at no expense to the government. At the end of each work period, all Government facilities, equipment, and materials shall be secured and safeguarded.
2.1.6. The contractor’s personnel are prohibited from possessing drugs, weapons, firearms or ammunition on JB MDL, NJ.
2.1.7. The contractor shall maintain OSHA compliant during the performance period, and all personnel shall maintain Personal Protective Equipment (PPE) where required.
2.1.8. The contractor personnel shall leave the work site location to the designated areas to smoke and eat.
2.1.9. The contractor personnel shall portray a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company, and/or by wearing appropriate badges, which contain the company name and employee name. All articles of clothing shall be clean, neat, shall not display any obscene or objectionable words, phrases, sketches or pictures, and shall not diminish the professional appearance.
2.2. Hours of Operation. Security Forces operations staff: Monday-Friday 0800-1700
2.2.1. The contractor shall perform required services on these days and times except federal holidays or when alternate days or hours are agreed upon in advance by the Government and contractor. No additional fees shall be charged for work performed on mutually agreed days/times.
2.2.2. Federal Holidays. The contractor shall not work on Federal Holidays unless the dates and times for performance are coordinated in advance with the Government.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1. Electricity. The Government will provide the contractor with electricity at the work location for performance of the requirement as needed. The use of this utility shall be monitored by Government personnel and shall be conserved by the contractor.
4. INSTALLATION SECURITY REQUIREMENTS
4.1. Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle Passes: The contractor shall comply with all requirements and procedures IAW AFFARS 5352.242-9000, Contractor Access to Air Force Installations and other requirements stated herein. The contractor shall obtain base identification and vehicle passes, if required, for all Contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor employees are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
4.2. If an employee will be driving on JB MDL, they are required to provide a valid driver’s license that is Real ID compliant, vehicle registration, and proof of insurance. NOTE: The section of Commercial gate Control Center administrating this function is closed after 4:00PM, therefore, employees must arrive prior to this time for their documentation to be processed.
4.3. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
4.4. Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office
