QUESTIONS AND ANSWERS

Ballistic Panels

Solicitation FA448425Q0030 15 July 2025

Q1: We wanted to check if a site visit can be arranged or if reference materials or drawings are available for the ballistic panels to be replicated?

A1: Due to the nature of the requirement mobile panels on wheels a site visit will not be scheduled at this time.

Q2: It states NIJ level IIA in parts and NIJ III in other parts of the paperwork. What level is it that you require?

A2: NIJ Level III

Q3: The SOW asks for 9 stationary panels in some areas and 8 stationary panels in other areas with holes to drill into concrete. What is the correct number?

A3: The number is correct, but all should be mobile and easy to move if necessary. The panels are different sizes, that is why the different amounts please review SOW.

Q4: Can you please clarify the ballistic rating required? The SOW references “Ballistic Level III Armor” but specifies protection against 7.62x51mm and 5.56x45mm rifle rounds, which would require UL 752 Level 8, not Level 3, which is handgun-rated.

A4: Level 5 would be sufficient.

Q5: Would a 60–90 day lead time for delivery be sufficient?

A5: Yes

Q6: Are these panels for interior or exterior use?

A6: Exterior use at installation entry points.

Q7: What is being specified for high-velocity rifle rounds, including 7.62x51mm NATO and 5.56x45mm M193 is considered either Level 5 or Level 8 and advise how I should proceed in quoting this.

A7: Level 5 would be sufficient.

Q8: Can you confirm the required amount of panels?

A8: The contractor shall construct 9 portable (on lockable wheels) Ballistic Level 5 Armor Glass Panel Dividers with a steel frame and custom dimensions of 4 feet wide by 6 feet high.

And

The contractor shall construct 8 portable (on lockable wheels) Ballistic Level 5 Armor Glass Panel Dividers with a steel frame and custom dimensions of 2 feet wide by 6 feet high.

None of them will be stationery or required to be bolted anywhere.

Q9: Can you clarify if the smaller panels will need holes to be drilled?

A9: None of them would be stationary or required to be bolted anywhere.

Q10: Can you clarify if "depth" dimension needs to be followed?

A10: There is no depth dimension in the original SOW. Manufacturer can determine thickness so long as it meets the level 5 requirements.

Q11: Without some kind of design drawing it will be difficult. Also, the specs are a little confusing. Is the BR level 3 requirement NIJ or UL?

A11: UL for Rifle rated
