About this file

This is a Statement of Work (SOW) for repair services of aircraft components for the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC).

The USCG requires repair services for specified Part Numbers (P/N) and National Stock Numbers (NSN) to be returned in Ready for Issue (RFI) condition in accordance with applicable technical directives and industry standards. The Long-Range Surveillance Product Line Division supports HC-130J aircraft operations at Air Stations throughout the continental United States and international locations. The Contractor must be either FAA-certified, OEM-certified, or DoD/USCG-certified to perform repairs. Repair work shall comply with Original Equipment Manufacturer (OEM) Commercial Maintenance Manuals (CMM) Cage Code 59885, the latest technical directives, and applicable Federal Aviation Administration standards. All repairs must be completed at a fully burdened, firm-fixed rate, with the Contractor supplying all necessary parts, labor, materials, and equipment. Replacement parts must be new, traceable to the OEM, and certified airworthy. Components must be returned in airworthy condition suitable for HC-130J aircraft installation, including final paint.

Key requirements include submission of an FAA 8130 Airworthiness Certification or equivalent approved alternative for each repaired component, a Certificate of Conformance per FAR 52.246-15, and maintenance of replacement part certification documentation for 24 months post-delivery. The Contractor must notify the Purchasing Agent within 10 days of component receipt, report findings within 30 days for components determined to be Unusually Damaged, and maintain quality assurance systems. Service Bulletins and modifications are priced separately as incremental charges. Components determined Beyond Economical Repair (BER) or cannibalized require written notification and disposition instructions from the Contracting Officer. Delivery is dock-to-dock with no customs or import fee reimbursement. All parts must be thoroughly cleaned to remove hazardous materials including hexavalent chromium, cadmium, and lead prior to return to ALC. The Contractor is responsible for Asset Computerized Maintenance System (ACMS) reporting, including submission of Component Repair Records (CRR) and Significant Component History Reports (SCHR) within five working days of completion.
