About this file
This is a Statement of Work (SOW) for repair services of HC-130J aircraft components required by the U.S. Coast Guard Aviation Logistics Center (ALC).
The SOW establishes repair requirements for applicable part numbers, National Stock Numbers (NSN), and quantities specified in the Schedule of Supplies/Services. All repair actions must be performed in accordance with applicable technical directives or alternate standards approved in writing by the USCG LRS Contracting Officer, with components returned in airworthy condition suitable for installation on HC-130J aircraft. Firm-fixed pricing applies at fully burdened rates, with the contractor supplying all parts, labor, materials, and tooling required to restore components to Ready for Issue (RFI) condition. Service Bulletins and repairs for Unusual Damage are priced separately. The contractor must be an OEM Certified Repair Facility and must submit documentation from the OEM certifying capability to repair specified components. All sub-contractors must meet equivalent certification requirements and must be reported to USCG with their certification sources, ratings, and service descriptions.
Key technical requirements include compliance with Original Equipment Manufacturer Commercial Maintenance Manuals (Cage Code 99193), performing visual and technical inspections per applicable technical directives, and replacing parts that are broken or corroded unless removal would impair efficiency or safety. Replacement parts must be new, traceable to the OEM, and in serviceable or repaired condition meeting technical directive requirements. The contractor must maintain a Quality Assurance System including component calibration and documentation. Delivery is dock-to-dock with no customs or import fees reimbursed separately. All components must be thoroughly cleaned per environmental requirements prior to return to ALC. Components must include FAA 8130 Airworthiness Certification or equivalent, and a Certificate of Conformance prepared per FAR 52.246-15. A Component Repair Record (CRR) must be maintained and submitted within five working days of completion, with the original packed with the repaired component and a copy mailed to USCG Aviation Logistics Center ACMS.
