About this file
This Statement of Work (SOW) details requirements for Night Vision Imaging System (NVIS) compatible LED light capsules and housings for the United States Coast Guard's MH-65E helicopter. The primary objective is to replace obsolete incandescent indicators with new LED indicators that are form, fit, and function compatible with existing aircraft panels. The LED indicators must meet NVIS compatibility standards (MIL-STD-3009), operate on 13-28 VDC power, have a current draw not exceeding 50 MA at maximum intensity, and be designed to allow field-level capsule replacement without removing the entire switch body housing.
Key technical requirements include: manufacturing indicators that physically interface with current MH-65E panel cutouts, maintaining electrical compatibility with minimal wiring changes, and ensuring airworthiness per FAA Part 29 standards. The contractor must provide comprehensive technical documentation, maintain FAA or DoD certification throughout the contract, and submit first article testing for physical and electrical evaluation at the Aviation Logistics Center. The contract will involve new production of NVIS compatible LED indicator assemblies, with full production contingent upon USCG approval of the first article. The procurement is set aside for small businesses, with parts requiring clear traceability to Original Equipment Manufacturers.
